25 Mar 2025 Deputy Groves was advised that Lisa Newbrough was at the Humane Society of the Ohio Valley attempting to surrender a dog. Newbrough was denied due to overpopulation.  Newbrough was then observed striking the dog after returning to her vehicle.  Staff members then took the dog from Newbrough as a surrender. The dog was observed to be very skinny and every rib was visible.  Deputy Groves spoke with Newbrough on 27 Mar 2025.  Newbrough denied ever hitting the dog.  A summons is being requested for Lisa R. Newbrough, 736 Greene Street, Marietta, OH, on a charge of cruelty to animals.

26 Mar 2025 Deputy Davis responded to the Bartlett Par-Mar, 2346 SR 550, Wesley Township, to a report of theft.  Information was received that Chelsey Dawn Mender, age 41, 16151 State Route 555, Cutler, OH, had been stealing Fireball bottles from the store throughout the month of March while working.  Video footage confirmed these allegations.  Deputy Davis met with Mender who stated she had taken Fireball before and did not pay for it, and had taken it before and paid for it prior to leaving. A summons is being requested through Marietta Municipal Court for Mender on a charge of theft

1 Apr 2025 Deputy Davis was dispatched to Sealy Ridge Road, Dunham Township, to a report in reference to a vehicle blocking the roadway, parked completely on the roadway.  Deputy Davis met with a subject who advised the vehicle belonged to Pete Bartimus.  Deputy Davis responded to the Bartimus residence to meet with James “Pete” Bartimus. A registration check was completed on the vehicle.  The license plate did not show valid to any vehicle.  Another check confirmed the vehicle to be a 2000 Chevy truck.  Bartimus finally exited the residence and stated the vehicle was his.  A summons is being requested through Marietta Municipal Court for James C. Bartimus, 2346 Sealy Ridge Road, Vincent, OH, for fictitious registration.

6 Apr 2025 Deputy Norris responded to Fourth Street, Beverly, Waterford Township.  It was reported that Randall W. Delancey was outside intoxicated and threatening subjects with a machete. Deputy Norris arrived and observed Delancey sitting in his truck, which was running, playing the music extremely loud.  Attempts to make contact by knocking on the passenger side window were unsuccessful due to the volume of the music.  Delancey was observed through the window, drinking what appeared to be an alcoholic drink and smoking a cigarette.  Laying on the seat next to Delancey was what appeared to be a machete, still in the sheath.  Delancey finally noticed Deputy Norris after a brief moment.  Attempts were made to get Delancey to unlock the door.  Eventually Delancey motioned Deputy Norris to come to the driver’s side of the vehicle, which he did.  Delancey was asked to exit the vehicle and was patted down before placing him in handcuffs.  The machete was observed on the seat, along with the open alcoholic beverage, that he admitted to drinking.  Delancey explained he has just been sitting in his truck drinking and denied anything about having the machete out. Other deputies arrived on scene and witnesses were interviewed.  Deputies were advised that Delancey’s friend, who was upset and crying, asked the witnesses for help backing from the driveway as Delancey was drunk and belligerent.  After the subjects helped the friend, Delancey exited his truck and went inside. Delancey then exited the residence with a machete.  Delancey was reported to have been pointing the machete, making derogatory threatening remarks to the witnesses.  One witness confirmed the machete was close to her face, and out of the sheath. Randall Wayne Delancey, age 61, Beverly, OH, was placed under arrest and transported to the Washington County Jail.  Delancey is charged with 3 counts aggravated menacing, having physical control of a vehicle while under the influence, and open container.

Steven Emory Fox, age 52, Marietta, OH, violate protection order or consent agreement, a felony, and theft, a misdemeanor.

Zachary Allen Callahan, age 39, Zanesville, OH, possession of fentanyl and probation violation, both felonies.

Shaun Michael Mentzer, age 43,  Marietta, OH, disorderly conduct, a misdemeanor.

Jennifer Marie Cline, age 37, Conesville, OH, illegal use or possession of drug paraphernalia, a misdemeanor.

Randall Wayne Delancey, age 61, Beverly, OH, 3 counts aggravated menacing, having physical control of vehicle while under the influence, and open container, all misdemeanors.

Marquis Jaquan Thomas, age 25, Flint, MI, probation violation, a felony.

Raven Mystique Owens, age 22, Akron, OH, driving under suspension and contempt of court, both misdemeanors.

Ziontay Kevon Black, age 25, Flint, MI, probation violation, a felony, and fugitive from justice, a misdemeanor.

There are currently 33 women and 118 men incarcerated in the Washington County Jail.
