27 Mar 2025 Lt. Staats and Sgt. Augenstein were dispatched to the Dollar General, 336 Orchard Drive, Little Hocking, Belpre Township, to a report of a female asleep in a car and a child running around the parking lot.  It was believed the female was on something as she had been there a couple of hours.  Multiple citizens were trying to wake the female upon Lt. Staats arriving.  The female was awake and speaking with Lt. Staats upon Sgt. Augenstein arriving.  The Little Hocking Fire Dept. were responding to check the female as well.  Deputy Davis arrived and K9 Ivar conducted an open air sniff of the vehicle.  K9 Ivar did indicate on the vehicle and a search of the vehicle was completed.  A bag containing 2 smoking pipes, a syringe, a small container with 2 pills was located. The pills were later identified as Alprazolam.  The bag was located inside the purse, which was located near the child’s booster seat in the backseat.  The female, identified as Kristin Dutcher, was read her Miranda Right.  Dutcher was asked about the call deputies received with her stating she was unaware she had been asleep or passed out for any extended period of time and claimed she was just tired.  When confronted about the child running around the parking lot, Dutcher gave no explanation other than she was tired.  Dutcher stated the pipes were meth pipes and they belonged to a friend, which she was to get rid of.  Dutcher also advised that she did not have a prescription for the pills that were located.  Arrangements were made to have the child picked up and Dutcher was placed under arrest.  Kristin N. Dutcher, age 42, 400 Oak Street, Marietta, OH, was charged with endangering children,  possession of a controlled substance, and possession of drug abuse instruments.

Kristin Nicole Dutcher, age 42, Marietta, OH, endangering children, a felony, possession of drugs and possession of drug abuse instruments, both misdemeanors.

Patricia Ann Bonar-Reynolds, age 48, Lowell, OH, contempt of court.

Braden Douglas Lowe, age 29, Marietta, OH, assault and driving under suspension, both misdemeanors.

Toni Renee McMannis, age 34, Marietta, OH, aggravated possession of drugs and aggravated trafficking in drugs, both felonies.

John Alan Kelley, age 42, Parkersburg, WV, trafficking in drugs and possession of fentanyl related compound, both felonies.

Christopher Edward Sowers, II, age 22, Williamstown, WV, falsification and contempt of court, both misdemeanors.

Justin Andrew Shives, age 37, Marietta, OH, theft, a misdemeanor.

Ethan Michael Falls, age 20, Parkersburg, WV, kidnapping and failure to comply, both felonies, 2 counts no operator’s license, failure to appear, traffic signal violation, stop light violation and reckless operation, all misdemeanors.

Chadwick Dean Lamp, Jr., age 19, Marietta, OH, prohibitions – alcohol under the age of 21, a misdemeanor.

Daniel Douglas Sealey, age 37, Little Hocking, OH, domestic violence, a misdemeanor.

Dustin Dewain Wade, age 37, Walker, WV, parole violation, a felony, no operator’s license and no seatbelt, both misdemeanors.

There are currently 29 women and 117 men incarcerated in the Washington County Jail.
