12 Feb 2025 Lt. Hornbeck was on patrol near the intersection of Hocking Road and Newbury Road, Belpre Township.  A vehicle was observed in the roadway with the hazard lights on.  Lt. Hornbeck proceeded to check the vehicle and offer assistance.  Upon stopping, Lt. Hornbeck made contact with the driver/registered owner, Sabrina D. Thomas.  Thomas was found to have an odor of an alcoholic beverage on/or about her person.  Thomas spoke to Lt. Hornbeck with somewhat slurred speech, and when asked to exit the vehicle, stated someone was on their way to pick her up.  Thomas stated she had stopped because of the deer she had seen and she was afraid of hitting one.  Thomas exited the vehicle and was unsteady on her feet.  A short time later a subject arrived to drive Thomas to her residence.  Thomas was back in the vehicle, with the engine off, and speaking with the individual there to assist her.  Thomas then drove off from the location and Lt. Hornbeck then proceeded after Thomas in the marked sheriff’s vehicle, with emergency lights and siren activated.  Thomas stopped approximately ½ mile down the road. Thomas again exited the vehicle and refused to follow commands.  When advised she was under arrest, Thomas continued to resist handcuffing, locking her hands in front of herself while leaning against the car.  Thomas was asked to submit to a field sobriety test, which she refused.  Upon arrival at the Marietta PD for a BAC, Thomas refused this test as well.  Thomas was transported to the Washington County Jail where she submitted to a PBT with the results being .309.  Sabrina D. Thomas, age 46, 1833 Newbury Road, Little Hocking, OH, was charged with failure to comply with orders of a police officer, driving while under the influence of alcohol/drugs and resisting arrest.
