6 Nov 2023 a deputy spoke with a Dunham Township resident who thought he was the victim of a financial scam, however he was not out any money.

6 Nov 2023 deputies checked disabled vehicles, suspicious vehicles and suspicious persons as they were observed and/or reported.
6 Nov 2023 Deputy Zide was patrolling US 50 when a small SUV bearing WV registration was observed traveling at an estimated speed of 75 mph in the posted 60 mph zone. Deputy Zide continued behind the vehicle and observed another traffic offense. A traffic stop was initiated at that time in Belpre Township. Deputy Zide made contact with the driver as well as the front seat passenger, Amandaria Haseleu, along with the rear passenger, Phineas Chaplain. A check of Chaplain revealed a warrant issued by the US Marshals. At that time Chaplain admitted to Deputy Zide that he was in possession of paraphernalia, concealed, and that it was used to smoke fentanyl. The vehicle then was searched and two small vials with methamphetamine were located in Haseleu’s belongings. Haseleu admitted the substance was methamphetamine. Also located was a large baggie of an unknown white powdery substance, later weighing in at 23.35 grams with baggie, suspected to be narcotics, located near where Haseleu was seated. Haseleu denied knowledge of the substance, but later stated she hid the substance in the car upon seeing the patrol car. Amandaria Dawn Haseleu, age 44, 46 Woodlawn Terrace, Lot 46, Morgantown, WV, was arrested for possession of methamphetamine, and transported to the Washington County Jail. Phineas Eleazar Chaplin, age 40, 428 Independence Hill, Morgantown, WV, was arrested on the active warrant.
6 Nov 2023 at 2327 hours Deputy Gainer was on patrol near the I77 south ramp from Pike Street, Pioneer Township. Deputy Gainer observed a vehicle bearing WV registration commit a stop bar violation while making a left turn onto Pike Street. A traffic stop was initiated utilizing the emergency lights. Deputy Gainer exited the patrol car and immediately heard the occupants yelling inside the vehicle. As he approached the passenger side of the vehicle it was determined that the yelling was due to the driver spilling a drink. Both occupants of the vehicle were ordered to exit the vehicle and a probable cause search of the vehicle was initiated after finding burnt aluminum foil strips on the driver side floor. A needle was also found to have been discarded on the side of the road, after instructing the occupants to exit the vehicle. Curtis Carper admitted that he threw the needle out of the vehicle prior to stopping. The other occupant stated that Carper also threw a small black container out the passenger side of the vehicle, which is what caused the drink to spill. The area was checked and the container was located, containing 1.36 grams of suspected methamphetamine. Carper denied this belonged to him. Curtis A. Carper, age 45, 3505 Elm Street, Parkersburg, WV, was transported to the Washington County Jail where he was charged with possession of drugs.
6 Nov 2023 at approximately 2210 hours Sgt. Stillson, while patrolling State Route 7 at Country Club Drive, Pioneer Township, observed a blue vehicle bearing Nevada temporary registration travelling north on State Route 7 with no running tail lights. A traffic stop was conducted and the driver was identified as Shanna L. Miller. Miller was found to have a Mississippi ID card and a driver’s license through the State of Florida, which has been suspended due to not taking care of court fines from that state. Miller stated she bought her vehicle in Nevada approximately 4 months ago and has yet to have it registered, however the tag was in a state of disrepair and the information on the tag contradicts Miller’s timeline. This information/tag could not be authenticated due to the condition. Shanna L. Miller, age 35, 111 Stonecrest Drive, Marietta, OH, was cited for driving under suspension, and fictitious plates.
7 Nov 2023 while on patrol on Interstate 77 Deputy Wallace observed a vehicle bearing OH registration commit a number of traffic offenses. A traffic stop was initiated on State Route 821, Muskingum Township. All occupants advised there were no firearms in the vehicle and they were all asked to exit the vehicle. All subjects consented to a search of their person, and at that time William Jews was found to have a holster attached to his leg. Jews stated he only wore the empty holster, denying there were any firearms in the vehicle or on his person. Also located was a $1 bill folded up, and other currency. The bill was unfolded and found to contain a substance consistent with fentanyl. A firearm was located inside the vehicle and a juvenile subject stated Jews gave it to him to hide. Jaice C. Gillard, age 21, 4611 Young Street, South Charleston, WV, was placed under arrest and charged with possession of drugs. A 16 year old juvenile will be summoned into Washington County Juvenile Court on a charge of tampering with evidence. William Elliott Jews, III, age 19, 1674 Oakwood Avenue, Akron, OH, was placed under arrest and charged with having weapons while under disability and tampering with evidence. Gillard and Jews were transported to the Washington County Jail for processing.
