Charles Bruce Adkins, III, age 32, Gallipolis, OH, possession of drugs, a felony, and possessing drug abuse instruments, a misdemeanor.  

William Earl Crothers, III, age 44, Parkersburg, WV, possession of drugs, a felony.  

Kevin Ray Blackburn, age 37, Long Bottom, OH,  probation violation, a felony.
