29 Jun 2023 Deputy Schwendeman began an investigation in Marietta Township regarding a residence entered and items removed.   

29 Jun 2023 Deputy Gainer began an investigation into a theft/destruction of phone/cable lines.   

29 Jun 2023 Deputy Eichhorn observed a Ford Ranger traveling north on State Route 7, Marietta Township.  Unable to read the registration, a traffic stop was initiated.  Contact was made with the driver, James Savage, along with passengers Kimberly Carter and Justin Gibbs.  Savage gave consent to complete a search of the vehicle. All occupants were asked to step from the vehicle at which time a burnt foil was observed on the passenger floorboard, along with a glass smoking device and several 1×1 baggies.  Deputy Wallace assisted at the scene conducting a pat down of Carter.  While conducting the pat down, a foreign object was felt between Carter’s legs.  When questioned, Carter attempted to conceal the object further between her legs, finally advising there was a baggie of “fake Fentanyl” between her legs.  Also located was a small black bag containing a glass smoking device; a plunger for a hypodermic needle, 0.62 grams of powdery substance consistent with fentanyl, hypodermic needle(s) as well as a 1×1 baggie of 1.08 grams of suspected methamphetamine.  James Lee Savage, age 33, 6148 Parkersburg Road, Sandyville, WV, Justin Tyler Gibbs, age 31, 5235 Muskingum River Road, Lowell, OH, and Kimberly Dawn Cater, age 33, 2046 Lineback Road, Jackson, OH, were placed under arrest and transported to the Washington County Jail.  Savage was charged with possession of drugs, Carter was charged with trafficking in drugs, and Gibbs was charged with trafficking in drugs, possession of drugs, and illegal use or possession of drug paraphernalia.  Once at the Jail Gibbs was questioned if he had any further drugs in his possession and he stated “no”. Gibbs was taken in through the intake doors and upon Correctional Officers searching his person they located a clear plastic baggie containing a purple powdery substance weighing 0.45 grams, consistent with fentanyl. Gibbs was then charged with illegal conveyance of drugs.   

29 Jun 2023 Sgt. Stillson was dispatched to Newport Township, to a report of an altercation involving Alecia Dawn Kitts.  It was reported that Kitts was coming to a residence to pick up her child, after being told no.  Kitts arrived intoxicated and an argument began with all the parties at the residence.  Kitts made comments of assaulting a subject and then sprinted towards that subject, however she was stopped.  Kitts was reported to have tried this again, and eventually left.  A traffic stop was conducted on the vehicle Kitts was an occupant of.  Kitts, age 36, homeless, was placed under arrest and transported to the Washington County Jail being charged with menacing and disorderly conduct by intoxication.   

30 Jun 2023 Sgt. Painter began an investigation into phone harassment.  No further action needed.  

30 Jun 2023 Deputy Young began an investigation in Muskingum Township in reference to storage buildings being entered and items removed.  The stolen items include but are not limited to weed eaters, leaf blowers, air compressor, vacuum parts, paint sprayer, cordless saw, and tools.
