On 21 Feb 2023 Deputy Reynolds began an investigation at Warren Local School of a stolen license plate.

On 23 Feb 2023 while sitting stationary at the 12 Mile Marker on I77, Salem Township, Deputy Peters observed a passenger car traveling in the left lane with no traffic around.  A traffic stop was conducted on the vehicle bearing OH registration.   A strong odor of marijuana was coming from the vehicle and contact with the passenger, Dayou Mae Sedaekon Bruce, was made.  Bruce was asked if there was anything illegal in the car.  Bruce stated there was marijuana in the trunk. A search of the vehicle yielded 302.63grams of marijuana.  Dayou Mae Sedaekon Bruce, age 21, 19029 Scottsdale Blvd., Shaker Heights, OH, was placed under arrest for possession of marijuana, a felony of the fifth degree.  Bruce was transported to the Washington County Jail for processing.

On 23 Feb 2023 Lt. Hunter was contacted by WCJ personnel in reference to an inmate destroying jail property.  Lt. Hunter was advised that Scott M. Mickens was placed in a temporary holding cell, upon being arrested by the Ohio State Highway Patrol.  Mickens became enraged after requesting an additional blanket and being denied.  Mickens then proceeded to pound and punch the glass viewing window of the holding cell until the glass broke. The cost of the glass is less than $7,500.  A charge of vandalism was filed on Scott Michael Mickens, age 47, 4804 Stone Creek Road, Stone Creek, OH.

On 24 Feb 2023 Deputy Tucker responded to MMH, Matthew Street, Pioneer Township to investigate an accidental gunshot wound.  A subject was cleaning a firearm when he accidentally fired the weapon into his hand. 

On 24 Feb 2023 Deputy Tucker was patrolling northbound on State Route 7 near Ayers Blvd.  Deputy Tucker captured a vehicle travelling at 85 mph in a posted 60 mph zone on his radar.  Once Deputy Tucker conducted the traffic stop Kassandra R. Carr, Walker, WV, was cited for speed.

On 25 Feb 2023 Deputy Windland was on patrol on State Route 329, Dunham Township.  A passenger car was traveling at a high rate of speed in the oncoming lane.  The radar revealed the vehicle traveling at 74 mph in a 55 mph zone, which was confirmed.  A traffic stop was conducted and a citation for speed was issued to Judi L. Warren, Glouster, OH.

Timothy Kelly Parsley, age 48, Lenore, WV, improper handling of a firearm in a motor vehicle, a felony,  OVI alcohol drug of abuse or both, driving under suspension, possession of drugs, illegal use or possession of drug paraphernalia, fictitious plates, no seatbelt, and drug paraphernalia, all misdemeanors.

Felisha Elizabeth Anne Casto, age 32, Lowell, OH, contempt of court, a misdemeanor, having weapons while under disability, possession of drugs 3 counts, and improper handling of a firearm in a motor vehicle, all felonies.

Corey Thomas Sapp Jr., age 32, Lowell, OH, drug abuse and possession of drugs, both felonies.

Charles Earl Kelly, age 75, Marietta, Oh, pandering sexually oriented matter involving a minor and possession of drugs, both felonies.

Johnathan David Harshbarger, age 35, Marietta, OH, domestic violence, a felony.

John David Bigler, age 47, Marietta, OH, disorderly conduct, a misdemeanor.

James Ronald Allen, Jr., age 37, Newport, OH, 2 counts driving under suspension, fictitious plates, drug paraphernalia, contempt of court and speed, all misdemeanors.

Eric Leon Parkins, age 41, Parkersburg, WV, probation violation, 2 counts, both felonies.

Michael Allen McHenry, II, age 21, Vienna, WV, theft of a motor vehicle, a felony, and petty theft, a misdemeanor.

Victor Lee Carpenter, Sr., age 56, Mt. Zion, WV, theft without consent and obstructing official business, both misdemeanors.

There are currently 19 women and 88 men being housed in the Washington County Jail.
