On 16 Feb 2023 Deputy Peters began an investigation in Belpre Township regarding a stolen 1991 Volvo.  The vehicle was later recovered in St. Albans, WV. 

On 17 Feb 2023 at approximately 1836 hours the Washington County Sheriff’s Office received a BOLO from the Noble County Sheriff’s Office. The BOLO advised James R. McKown fled their deputies in a 1993 Lincoln Town Car.  It was advised that McKown possibly brandished a firearm and attempted to run over a deputy with his vehicle. Deputy Kehl responded to the Macksburg, Ohio, area and began patrolling for the suspect vehicle. While on Mechanic Street, a vehicle matching the description of the suspect vehicle passed Deputy Kehl.  A traffic stop was attempted once confirming the vehicle was the suspect vehicle.  McKown continued on Main Street, even though the overhead lights and audible sirens were in use.  McKown continued on, eventually traveling south on State Route 821.  McKown continued to evade visible and audible signals to stop his vehicle, traveling approximately 7.8 miles further.  During this pursuit, McKown reached speeds of 70 mph in a 55 mph zone. McKown also showed no regard to persons or property while traveling in both lanes of travel and running off of the road several times. Once on Highland Ridge Road at Cats Creek Road, Aurelius Township, McKown rammed a Noble County Sheriff’s Office patrol car, while attempting to flee. The vehicle eventually spun out of control and landed over an embankment in the 19000 block of State Route 821.  James Ray McKown, age 36, 38797 Goose Run Road, Dexter City, OH, was arrested and transported to the Washington County Jail charged with felonious assault  and failure to comply  with order or signal of a police officer. 

On 18 Feb 2023 Deputy Gainer began an investigation in reference to animal cruelty in Wesley Township. 

On 18 Feb 2023 Deputy Kehl met with Jordan Stewart, 1308 Williamson Avenue, Apt. 4D,  Grandview Township, who reported harassment by juveniles in the area.  Stewart stated he is constantly harassed by these juveniles, stating they are trying to make him angry.  Another call was received from a subject stating that Stewart had attempted to steal an item from a juvenile.  After speaking with all subjects with information on these incidents, it was determined that Stewart would be charged with disorderly conduct.  A summons is being requested for Stewart through Marietta Municipal Court

On 18 Feb 2023 Sgt. Painter, while patrolling the 15000 block of State Route 550, Warren Township, observed a passenger car traveling slower than the pace of traffic, with a white light emitting from the rear marking lights, and committing marked lanes violations. A traffic stop was conducted and the driver was identified as Sylvia L. Judge.  A strong odor of marijuana was coming from the vehicle. Judge was asked if there was marijuana in the vehicle, with her stating she had one “joint”, which she produced.  The “joint” appeared to have been burnt.  When asked if she had smoked marijuana recently, Judge stated she did about an hour prior to my encounter with her.  Judge stated that she was still feeling the effects of the marijuana when asked.  Judge was found to have blood shot, glassy eyes and her motor functions were slow and exaggerated. When asked to submit to a test, Judge declined.  At that time Sylvia Judge, age 23, 717 River View, Belmont, WV, was placed under arrest and transported to the Washington County Jail.  Judge was read the BMV 2255 and she agreed to submit to a urine test.    A citation was issued to Judge for operating a vehicle while under the influence, and marked lanes violation.

Kyle Matthew Ingles, age 31, London, OH, theft, a misdemeanor.

Khrishna Ian Spence, age36 , Euclid, OH attempted tampering with evidence, a felony.

Dustin Bradley Whipkey, age 38, Lowell, OH, probation violation, a felony.

Richard Wesley Hawkins, age 52, Marietta, OH, possession of fentanyl and possession of drugs, schedule I or II, both felonies.

Jefferson Oneal Smith, age 37, Oberlin, OH, no operator’s license, a misdemeanor.

Marissa Sky Sites, age 23, Malta, OH, vandalism, a felony.

Shawn Allen Griffin, age 38, Marietta, OH, possession of fentanyl, a felony, OVI, obstructing official business and contempt of court, all misdemeanors.

There are currently 17 women and 93 men being housed in the Washington County Jail.
