On 30 Dec 2022 Sgt. Painter was dispatched to 5929 State Route 530, Salem Township, to a report of a suspicious vehicle. The initial observation was that the vehicle had possibly been involved in a crash. The driver was found to be asleep in the driver seat with the vehicle in drive. The driver was awakened and asked to step from the vehicle. The driver was identified as Tristen D. Martin, who was slurring his speech, had glassy eyes and an odor of an alcoholic beverage about his person. When asked to perform SFSTs, he agreed and performed poorly. Tristen Domonic Martin, age 23, 4595 SR 530, Lowell, OH, was transported to the OSHP barracks for a BAC test. Martin agreed to take the test, and tested 0.166 BAC by breath. Based on the above contributing circumstances, Martin was arrested and transported to the Washington County Jail and charged with operating a vehicle while under the influence and failure to control.
On 30 Dec 2022 Deputy Martin was dispatched to the area of Arrowhead Road, Belpre Township, to a report of a suspicious van, gold in color. A vehicle matching the description was located in the parking lot of ParMar, Arrowhead Road. Deputy Martin was approaching the vehicle when a male subject exited the driver’s seat of the vehicle and walked toward the patrol car. The male identified as Herbert Lee Cossin had a confirmed active warrant out of Morgan County, Ohio. A pat down was conducted and Cossin was found to have a small glass container in his pants pocket containing meth, a white powdery substance weighing 7.85 grams. A search of the vehicle disclosed a glass smoking device and a glass vial containing meth residue. Also located between the driver and passenger front seats was a 12 gauge shotgun, which had been modified and measured overall 14 inches with the barrel measuring 7 ¾ inches and the stock measuring 4 ¾ inches. Herbert Lee Cossin, age 52, 45 N Franklin Street, Amesville, OH, was placed under arrest and charged with possession of dangerous ordnance, possession of a controlled substance, possession of drug paraphernalia and having weapons while under disability. Cossin was transported to the Washington County Jail.
On 30 Dec 2022 Deputy Davis was sitting stationary at the intersection in Belpre Township when a black 2 door sedan was traveling northbound on State Route 7. The vehicle continued in the left lane, however no attempts were made to overtake other vehicles in the right hand lane, as that lane was unoccupied. A traffic stop was conducted and the driver, Matthew C. Jocelyn, advised he did not have a valid operator’s license. A citation was issued to Jocelyn, age 31, 218 E. 8th Street, Wellston, OH, for lanes of travel and driving under suspension. Two passengers were in the vehicle as well. A glass smoking device was observed on the passenger floorboard in plain view. All subjects exited the vehicle and a search of passenger Frankie Kelley was completed by Deputy Eichhorn. Kelley was found to have two dime sized bags containing a clear crystal like substance on her person, along with three pills. Frankie was then placed in custody. Multiple smoking devices were located in the vehicle which were seized for destruction. Kelley advised the crystalline like substance was meth and two of the pills were Adderall with the other pill was Tylenol. When asked if she had anything further, Kelley stated she had a smoking device and suboxone inside her bra, and did not have a prescription for the suboxone. Kelley removed the items and turned them over to deputies. A total of 12 cellophane packages containing an 8mg/2mg Buprenorphine and Naloxone Sublingual film, two dime bags containing a clear crystal like substance (meth), and two green and clear pill capsules were seized. Frankie Lucille Kelley, age 25, 460 S Michigan Avenue, Wellston, OH, was placed under arrest and charged with possession of a controlled substance, 3 counts.
There are currently 17 women and 90 men being housed in the Washington County Jail.
