On 21 Dec 2022 Lt. Hornbeck and Deputy Stillson responded to 1340 Pleasants Ridge Road, Marietta, in reference to a runaway juvenile. Prior to arrival the juvenile had returned back at the residence with her parents. The mother, Chiquita Smith had placed the child in a chair, strapped around the waist, and another at the ankles, restraining him/her to the chair.  Smith then used a Viper Tech “stun gun” and produced an electric ark sound, in which the child began to flail and jerk in the chair. The child was shocked two times with the stun gun in the right leg. The child did have marks to his/her leg. Chiquita Nicole Smith, age 37, was placed under arrest and charged with felony 3 endangering children-torture/cruelly abuse, and transported to the Washington County Jail.

Andrea Lee Sees, age 29, Parkersburg, WV, probation violation, a felony.
