On 19 Dec 2022 Deputy Norris was patrolling in the area of Stanleyville Narrows Road, Fearing Township, when he observed a vehicle parked on the roadway, and appeared to be running. Deputy Norris stopped to check the vehicle and as he began walking towards the vehicle he noticed the driver moving around, and the vehicle then took off abruptly. Deputy Norris proceeded back to the patrol car and followed the vehicle in an attempt to conduct a traffic stop. The vehicle continued on Stanleyville Narrows Road at a high rate of speed for the gravel road conditions and seemed to be out of control at times. After approximately 1.1 miles of the pursuit, Deputy Norris lost sight of the vehicle. At the entrance to an agricultural field, fresh tire tracks were observed, as well as vehicle parts. Once more deputies arrived the field was then searched, finding the vehicle parked near Duck Creek. The vehicle was checked and upon searching the field a subject was located laying on the ground, wearing a dark hoodie (which was observed at the initial stop). The subject was placed in handcuffs and identified as Robert Edward Carpenter. Carpenter was placed under arrest and charged with failure to comply with order or signal of a police officer. While searching the vehicle a crystal like substance, that appeared to be methamphetamine, was located in a container and on a magnifying glass. The total weight was .51 grams. Carpenter, age 48, 2665 Mill Fork Road, Marietta, OH, was also charged with possession of a controlled substance, and transported to the Washington County Jail.
