On 27 Nov 2022 Lt. Hunter and Sgt. Painter were dispatched to Bohl Drive, Muskingum Township, to a call for service.  Officers met with the homeowner who advised that Marquise Marshall was in a rage, due to an argument.  Marshall had reportedly spit in the face of the other individual, as well as overturning furniture.  Contact was made with Marshall who admitted to having flipped the couch over during their argument, but then would say nothing more. Lt. Hunter placed Marquise Tyrone Marshall, age 26, under arrest and charged with domestic violence.

On 28 Nov 2022 Deputy Aultman began an investigation into a theft of batteries, catalytic converter and gasoline in Newport Township.

On 29 Nov 2022 at approximately 0311 hours Deputy Tucker was patrolling stationary near the 800 block of Pike Street, Pioneer Township.  An Ohio State Highway Patrol Trooper in the same vicinity noticed a vehicle driving around the Lowes parking lot.  Deputy Tucker followed the vehicle once it exited the Lowes parking lot, heading eastbound on County House Lane.  The vehicle turned into a business parking lot on County House Lane.  Deputy Tucker noted upon his driving back by the property that the vehicle was still parked in the lot.  The plates on the vehicle were not registered to the Pontiac but to a 2008 Mercury.  Deputy Tucker stopped at the business and approached the passenger side of the vehicle.  A female was sitting in the passenger seat, later identified as Mariah K. Odell, and no occupant was in the driver seat. Odell stated she purchased the vehicle off of social media and had not completed the title work.  Odell, age 26, 4410 Jefferson Street, Parkersburg, WV, was issued a citation for fictitious license plates. 

On 9 Nov 2022 the Sheriff’s Office was contacted by the State of Ohio Adult Parole Authority requesting assistance in locating Timothy Smith at 2345 Pleasant Ridge Road, Fearing Township.  A vehicle known to be registered to Smith was seen leaving the driveway.  Lt. Hornbeck initiated his emergency lights and siren, however the suspect vehicle continued on State Route 26 travelling at speeds of 40 to 45 mph. Sgt. Johnson followed the Smith vehicle with his lights and sirens activated.  At approximately the 1.5 mile marker on Pleasant Ridge Road, Sgt. Johnson witnessed what appeared to be a clear tube tossed out the passenger side of the vehicle into the wood line. The vehicle continued to 2345 Pleasant Ridge Road, where he turned into the driveway, and was taken into custody. The tossed item was located and was found to be a glass meth smoking pipe.  Timothy Edward Smith, age 48, listing an address of homeless, was transported to the Washington County Jail on his warrants as well as being charged with fleeing and eluding and tampering with evidence.   

On 4 Dec 2022 at approximately 0044 hrs. Deputy Davis responded to Blue Knob Storage located at 2030 Blue Knob Road, Warren Township, in reference to a suspicious vehicle parked at this location.  A tan sedan was parked in front of the buildings.  An unknown male, later identified as Tony Allen Williamson, was next to the vehicle.  Williamson advised he rode to this location with another person and Williamson was trying to fix the taillights on the car.  A check of the taillights found them to be fully operable. Deputy Davis responded to the rear of the building and located the other subject, later identified as Daniel Allen Rohr, directly next to the building with a flashlight attempting to pull a piece of metal sheeting off the building. Deputy Davis noted multiple screws from the building near where Rohr was standing.  When Rohr was asked what he was doing he stated he was trying to get into the building.  Rohr also was holding a ratchet and had a Dremel on his person. Rohr had already removed several screws from the metal sheeting in an attempt to gain access.  Rohr gave Deputy Davis consent to search his vehicle.  Inside the vehicle was a USPS package addressed to a third party.  When asked Rohr stated the package was taken earlier in the night.  Williamson was asked about the package and if the two of them had stopped somewhere to take the package prior to their arrival at this location, with Williamson being unable to provide an answer.  Williamson was placed into custody and while searching his person a folded ten dollar bill with a white powdery substance was located in his pocket, along with a loaded syringe containing a dark colored substance.  Williamson was placed in the cruiser as Deputy Davis continued collecting the evidence.  Located near where Rohr was sitting, concealed under a glove (worn by Rohr upon first contact, located with Rohr’s other items), was a plastic baggie containing a white powdery substance.  These items were seized and will be submitted for testing as they are consistent with the identity of narcotics. At that time Williamson, age 34, 500 Roselynne Avenue, Parkersburg, WV, and Rohr, age 28, 4005 School House Road, Little Hocking, OH, were placed under arrest and transported to the Washington County Jail.  Williamson was charged with tampering with evidence and complicity.  Rohr was charged with breaking and entering, theft and possessing criminal tools.

On 21 Nov 2022 Deputy J Davis filed charges on Timothy Noel McKinley, age 25, 309 Calder Ridge Road, Belpre, OH, for three counts of felony theft.  On 27 Jul 22 Deputy Davis began an investigation in reference to a subject on Barth Road, Warren Township, reporting a vehicle entered overnight. Items removed included a debit card, Care Credit card, social security cards, driver’s licenses, a small amount of cash, and an EBT food card. Deputy Davis recently became aware that the food card had been used on July 27, 2022, along with a loyalty card.  After obtaining store information it was determined that the loyalty card belonged to a subject known to McKinley.  After viewing the surveillance video and further investigation the subject was found to be Timothy McKinley.

Matthew Allen Rooney, age 44, Frazeysburg, OH, probation violation, a misdemeanor.

Timothy Edward Smith, age 48, failure to comply, tampering with evidence, and parole violation, all felonies, disorderly conduct and public indecency, both misdemeanors.

Daniel Lee Fuller, age 43, Cutler, OH, failure to reinstate O/L, a misdemeanor.

Robert Wayland Patterson, age 39, Belpre, OH, drug paraphernalia, contempt of court, littering, breach of recognizance and driving under suspension, all misdemeanors. 

Benard Tonio Spann, age 38, Parkersburg, WV, domestic violence and criminal damaging, both misdemeanors.

Jadon Anthony Scarborough, age 18, Marietta, OH, failure to comply, a felony.

Brandon Tyler Olivier, age 27, Marietta, OH, OVI, driving while under the influence of alcohol/drugs, and improper lane usage, all misdemeanors, and improperly handling firearms in a motor vehicle, a felony.

Shoshawna Marie Lowers, age 37, probation violation, a misdemeanor.

Joshua Alan Beaver, age 42, New Matamoras, OH, theft and misuse of credit cards, both felonies.

There are currently 11 women and 88 men being housed in the Washington County Jail.
