On 7 Oct 2022 Sgt. Painter observed a vehicle in the lot of the Tunnel Mini Storage,  4028 Blue Knob Rd, Warren Township. The driver was identified as Anthony Kincaid.  Active warrants were on file for Kincaid and he was placed under arrest on those warrants.  In plain sight inside the vehicle was a glass pipe and hypodermic needle.  A search of the vehicle disclosed a shotgun, digital scale with residue, small baggies, needles, and a baggie of crystal like substance.  Anthony Wayne Kincaid, age 31, 34426 Coal Run Road, Lowell, OH, was charged with having weapons under disability, possessing drug abuse instruments and possession of drugs.  Kincaid was transported to the Washington County Jail for processing.

On 12 Oct 2022 Deputy Harlow began an investigation into an aggravated menacing. At the conclusion of the investigation charges were filed by Deputy Harlow.

On 13 Oct 2022 Sgt. Johnson began an investigation in Belpre Township into the theft of a generator, weedeater and leaf blower.

On 13 Oct 2022 Sgt. Johnson and Deputy Thornberry responded to Dunham Township, to a report of a domestic incident.  It was determined that a verbal argument turned physical involving Jason Haught.  Jason J. Haught, age 42, Vincent, OH, was charged with domestic violence and transported to the Washington County Jail.

On 15 Oct 2022 jail personnel became aware of a warrant out of the City of Harrisonburg, VA, for the arrest of Tamra Sue Cunningham, aka: Nice.  The information on the warrant was checked with the information provided by Nice upon being processed into the Washington County Jail, finding them to be a match.

On 16 Oct 2022 Sgt. Painter was dispatched to Adams Township to a report of Dustin Whipkey threatening harm to an individual.  Whipkey had been reportedly talking out of his head and burning random items in the home and surrounding area.  Whipkey had also threatened the victim, stating he would give her black eyes and remove her teeth.  Whipkey denied all accounts of the evening.  Based on the information received during the investigation Dustin Bradley Whipkey, age 38, 630 Walnut Street, Lowell, OH, was placed under arrest and charged with domestic violence.  Whipkey was transported to the Washington County Jail.

On 17 Oct 2022 Deputy Logan began an investigation into numerous stolen items from property in Newport Township.

On 18 Oct 2022 Det. McPeek filed charges of fugitive from justice on Mason Tyler Loscar, age, 808 Clement Avenue, Belpre, OH.  On 18 Oct 2022 Loscar, an inmate at the Washington County Jail, was found to have active warrants out of the Magistrate Court of Pleasants County, West Virginia, for Sexual Exploitation of a Minor Via Telecommunications (Soliciting a Minor Via Computer & Distribution and Display to Minor of Obscene Matter).  Loscar was identified by his SSN, DOB and physical description and a check of the warrant information was verified with his information he provided when being processed into the Washington County Jail.

The following subject(s) were processed into the Washington County Jail 19 Oct 2022:

Jamie Ann Sisler–Hoy, age 43, Marietta, OH, theft, 2 counts, 1 felony and 1 misdemeanor.

Joseph Earl Rice, age 27, Washington, WV, criminal damaging and domestic violence, both misdemeanors.

Michael Brian Stevens, age 45, Harrisville, WV, contempt of court and breach of recognizance, both felonies.

Joseph David Fell, age 38, Blue Rock, OH, breaking and entering and theft, both felonies.

There are currently 22 women and 89 men being housed in the Washington County Jail.
