On 26 Sept, 2021 deputies responded to Graham Road, Wesley Township, to a report of someone being threatened with a firearm. Subjects were mowing property which had a right of way through Ryan Philips’ property, which caused an issue.  Philips became angry today about the situation.  It was reported that Philips drove to the other property and approached the subject mowing, and made threats of physical harm towards him.   Philips denied any threats or going to the property.  Ryan Holden Philips, age 54, 824 Graham Road, Cutler, OH, was placed under arrest and charged with aggravated menacing and transported to the Washington County Jail.

On 28 Sept 2021 Deputy Peters responded to the Oriana House, 27830 State Route 7,  Marietta Township.  It was reported that Joey Brooks was on the recreation yard, and was observed walking up to Scotty Newlen, pulling a red pack of cigarettes out of his front pocket, opened the pack, looked inside and placed it on the picnic table.  Staff members went to the area to escort Brooks and Newlen into the facility to perform a pat down. After a search of the red cigarette pack, a small half of an orange pill, suspected to be suboxone, was located inside the cigarette pack.  Joey Dean Brooks, age 32, 7 West 29 Drive, Nelsonville, OH, and Scotty Lee Newlen, age 31, 38669 State Route 7, Sardis, OH, were both charged with illegal conveyance of drugs of abuse into a detention facility.  Newlen and Brooks were processed into the Washington County Jail.

Clayton NMN Myers, age 49, Belpre, OH, gross sexual imposition victim <13, a felony.

Joey Dean Brooks, age 32, Waterford, OH, parole violation and illegal conveyance of drugs of abuse – detention, both felonies.

Scotty Lee Newlen, age 31, Sardis, OH, parole violation and illegal conveyance of drugs of abuse – detention, both felonies.

John Louis Claggett, age 45, Beverly, OH, contempt of court, a misdemeanor.

There are currently 12 female inmates and 80 male inmates being housed in the Washington County Jail.
