On 9 Aug 2021 deputies responded to Rauch Drive to a welfare check. Deputies located a Zachery Alan Arnold, age 29 , 637 SE Clifton Lane, Fort St. Lucie, FL. Arnold was found to have an active warrant out of Florida. Arnold was charged with beginning a fugitive from justice and transported to the Washington County Jail for processing.
On 9 Aug 2021 it was reported that David Modesitt had assaulted an individual at 225 ½ Third Street, Lowell, OH. Deputy Gainer was assisted by OSP Sgt. Knowlton and met with the victim. The two were reportedly arguing over different subjects. Modesitt reportedly slammed her on the ground by both wrists and grabbed her by the throat, squeezing it. Contact was made with Modesitt, who advised the other individual had been drinking and slapping herself in the face. Modesitt states he restrained her and denied anyone being choked. David John Thomas Modesitt, age 37, was placed under arrest and charged with domestic violence. Modesitt was transported to the Washington County Jail.
On 9 Aug 2021 Lt. Parks, while traveling southbound in the 900 block of Gilman Avenue, Marietta, OH, observed a 2010 Chevrolet Equinox travelling at a slow rate of speed, with the brake lights intermittently going on and off. A female was observed walking on the sidewalk, alongside the vehicle, and appeared to be talking to the subject in the vehicle. Lt. Parks activated her emergency lights and pulled alongside the female. The vehicle then pulled into a driveway off of Gilman Avenue. The female was asked if she was okay, with her stating she was walking to someone’s house. When asked if she knew who was driving the Equinox, she advised it was Philip Huff. The female advised they had been in a verbal argument. The Equinox driver then exited the vehicle (driver’s side) and walked to the passenger side, leaning into the passenger compartment, then began to walk towards Lt. Parks and the female. The male was advised to return to the car. Lt. Parks then met with the driver, Huff, asking him what was going on. Huff advised of the same information as the female. While speaking with Huff an odor of an alcoholic beverage was detected on his person. Huff submitted to a standardized field sobriety test, which he performed poorly on. Philip Erwin Huff, age 58, 450 Rummer Road, Marietta, OH, was placed under arrest for OVI. Huff was transported to the Marietta City Police Department where he submitted to a BAC test, with the results being .105. Huff was then transported to the Washington County Jail.
On 10 Aug 2021 Deputy Stillson was dispatched to 1395 Moss Run Road in reference to William Treadway reporting Dawn Pugh had stolen his vehicle. Pugh had sold Treadway her 2007 Chevrolet Malibu for $50 and completed the title, transferring it to Treadway. After completing this, and receiving the payment, Pugh took the keys to the vehicle and went to the Washington County Clerk of Courts Title Office and signed an affidavit filing for a lost title. Treadway attempted to title the vehicle and was unable to do so. A warrant was requested and received for the arrest of Dawn Marie Pugh, 509 Front Street, New Matamoras, OH, on a charge of theft of a motor vehicle.

Timothy Wesley Moore, age, probation violation, a misdemeanor.
Nicole Shane Berentz, age, New Matamoras, OH, probation violation, a misdemeanor.
Derik Michael Wittekind, age, Lowell, OH, domestic violence and theft, both misdemeanors.
Jeffrey Lee Bigley, age, Marietta, OH, probation violation, a misdemeanor.
Matthew Melvin Myers, age, Racine, OH, driving under suspension and possession of drugs, both misdemeanors.
There are currently 24 female inmates and 93 male inmates being housed in the Washington County Jail.
