On 3 Jul 2021 property manager at 585 Joe Skinner Road, Belpre, OH, reported the theft of electric services by Celoria Simpson.  Deputies spoke with property owner confirming the theft.  The owner had noticed an orange extension cord running from the house trailer at 585 Joe Skinner Road to another house trailer on the property, without permission.  This cord was plugged in for approximately 4 to 5 days, however has been unplugged at least 4 to 5 times by the property owner, as well as advising Simpson not to do it again.  Deputies were able to observe the cord running from the trailer, however had already been unplugged again.  A vehicle proceeded past the residence while deputies were investigating, which was reported to be Simpson.  Deputies located the vehicle at the Station Carryout, however Simpson was not located.  A warrant was requested and issued through Marietta Municipal Court on a charge of theft for Celoria Pearl Simpson, age 38, Belpre, OH.  Simpson was arrested on 9 Jul 2021.

On 4 Jul 2021 deputies were advised that Bradly Flesher was destroying the residence and assaulted Jill Keller at 629 Briggs Hill Road, Belpre, OH.  Keller woke to Flesher breaking the TV at which time she chased him from the home. Flesher returned to the home and began destroying the refrigerator.  Keller grabbed ahold of Flesher causing a physical altercation, in which she was punched by Flesher.  Keller struck Flesher and began to wrestle with him.  Flesher stated he had 10 Bud Light beers and was intoxicated, initially denying placing his hands on Keller.  Flesher later stated they were “playing”.  Flesher was advised to cease and desist with this behavior.  A short time later Keller called the Sheriff’s Office back to the residence due to Flesher continuing with his behavior.  Flesher then left the residence, without causing any further issues.   Bradly David Flesher, age 25, and Jill E. Keller, age 45, will both be summoned into Marietta Municipal Court on a charge of disorderly conduct.

On 5 Jul 2021 Deputy Painter began an investigation into a domestic violence incident involving a juvenile.  Charges were filed for domestic violence.

On 6 Jul 2021 Deputy Painter was dispatched to Patten Mills Road to a report of a prowler.  A vehicle was observed along the roadway and a male and female were walking from the residence towards the vehicle.  The male was identified as Uriah Gregg.  The two advised they were out of gas and attempted to get assistance.  Deputy Painter observed a container on the dash and when asked what it was the female stated it was “wild flowers”.  Deputy Painter soon determined the contents were marijuana, which Gregg claimed ownership of.   A bag with plant remnants was also located in the vehicle.  While preparing to give the two a ride, the female retrieved her purse and Deputy Painter observed a bag of a similar green leafy substance, a smoking pipe and a grinder.  The bag of marijuana was later found to weigh 195.35 grams.  A summons is being requested for Uriah Gregg, age 23, 9560 Crews Lane, Chesterhill, OH, on a charge of possessing drug paraphernalia and possession of marijuana.  Gregg claimed ownership of all items..

On 6 Jul 2021 Deputy Crum was on patrol near Veto Circle when a vehicle driving towards her nearly struck the patrol vehicle.  The driver was observed to be a female.  The vehicle was located at the Veto Lake parking lot, however the vehicle soon left and continued onto Veto Road.  Deputy Crum made contact with the driver, Timothy Moore, 15459 SR 555, Cutler, OH.   Moore stated he was not sure why he changed places in the vehicle with the passenger, eventually stating he had a suspended driver’s license.  A citation was issued to Moore for marked lanes violation, driving under suspension and fictitious plates.

On 6 Jul 2021 Deputy Tornes began an investigation into a dog bite.  This case remains under investigation.

On 7 Jul 2021 Deputy Brown completed a private property crash report where a tractor trailer struck phone lines at 20101 State Route 339.

On 7 Jul 2021 Deputy Martin began an investigation into cash being stolen from a residence in Warren Township.  This case remains under investigation.

On 7 Jul 2021 Deputy Gainer began an investigation into a financial scam.  This case remains under investigation.
