WCSO NEWS RELEASES FOR 7 JUL 2021
On 29 Jun 2021 at approximately 2037 hours deputies were dispatched to 21 Stony Run Road, Beverly, OH, regarding a domestic issue. Decoda Keys and Mark A. Moore Jr. were in an argument over a vehicle. Dispatch was able to hear yelling and cussing in the background. Moore stated Keys was upset over his vehicle being repossessed, and believed it was a set up. Moore stated Keys was screaming and hollering. Moore stated he walked towards Keys and Keys punched him. Moore stated he grabbed Keys by the throat and “put him on the couch”. Keys would only say that it got heated and they got into it. A summons is being requested for Moore, age 41, and Keys, age 27, through Marietta Municipal Court for one count each of disorderly conduct fighting.
On 30 Jun 2021 deputies began an investigation into an unauthorized use of a motor vehicle complaint. After beginning the investigation the victim did not wish to have further investigation completed. Case closed.
On 1 Jul 2021 deputies were dispatched to 8 Maple Shade Drive, Marietta, OH, to a report of Christian S. Desmarteau being out of control and leaving the residence on foot. A male was observed walking on SR 60 and deputies stopped and ordered the subject to stop and talk to them to determine what had occurred. Desmarteau refused to stop walking and would not talk with deputies, eventually running into a wooded area. A foot pursuit began and Desmarteau was apprehended. Christian Scott Desmarteau, age 20, was placed under arrest for obstructing official business and violating a protection order.
On 2 Jul 2021 deputies began an investigation into a stolen catalytic converter in the Belpre Township area. This case remains under investigation.
On 3 Jul 2021 deputies were dispatched to 100 Main Street, Lowell, OH, to the Duke Station due to a female being observed unconscious in the trunk of a car. Deputies observed Rhonda Tyree in the vehicle trunk. Emergency personnel were summoned to the scene and a transport to Marietta Memorial Hospital was completed. After completing the investigation it was determined that a summons would be requested for Tyree, age 40, 259 Sandhill Road, Reno, OH, on a charge of illegal use or possession of drug paraphernalia and possession of drug abuse instruments.
On 3 Jul 2021 deputies began an investigation on Clifton Road in reference to storage unit(s) being entered and item(s) stolen. This case remains under investigation.
On 4 Jul 2021 Jill Keller reported her home being destroyed by Bradly Flesher, as well as Keller being assaulted. Keller woke to Flesher breaking the TV, in which Keller chased Flesher out of the residence. Flesher returned to the residence and began destroying the refrigerator. A physical altercation ensued between Flesher and Keller, with Keller being punched by Flesher. Keller in turn struck Flesher and wrestled him to the floor. Flesher at first denied placing his hands on Keller. A summons is being requested for Keller, age 45, and Flesher, age 25, for disorderly conduct.
On 6 Jul 2021 deputies were dispatched to 924 Robinson Hill Road, Marietta, OH, to a report by Aubrey Henry, stating April Brannan burnt her clothes and threw hot water on her. Brannan became upset with Henry and upon Henry returning to the residence she noticed some personal items burning in the fire pit in the yard. Brannan admitted to setting the possessions of two individuals on fire in the pit, to include clothes, phone, shoes, as well as personal identification paperwork. April Rain Brannan, age 22, was placed under arrest and charged with 2 felony counts of arson. Brannan was transported to the Washington County Jail for processing.

Thomas Michael Rocks, age 65, Belpre, OH, theft, 2 counts, both misdemeanors.
James Dennis Rhodes, age 45, Newport, OH, probation violation, a misdemeanor.
Kami Ann Hinzman, age 34, Parkersburg, WV, theft of a motor vehicle and failure to comply, both felonies.
Joanna Lee Tullius, age, Little Hocking, OH, violating a protection order and criminal damaging
Zachary Michael Snoeberger, age 29, Lewisville, OH, no operator’s license, a misdemeanor.
Dustin Bradley Whipkey, age 37, Lowell, OH, probation violation, a misdemeanor.
April Rain Brannan, age 22, Marietta, OH, arson, 2 counts, both felonies.
There are currently 18 female inmates and 91 male inmates being housed in the Washington County Jail.
