On 6 Jun 2021 Lt. Parks was dispatched to a 911 hang up on Francis Road where a female could be heard screaming.   Dispatch made contact with Taylor McCracken, however she refused to provide any details.   McCracken finally advised her location and advised the other subject was Antonio Munos.  McCracken denied anything but a verbal argument took place with Munos.   Munos denied anything had taken place, stating the dispatcher just heard the dogs.  McCracken stated Munos was calling her vulgar names, and that she eventually pulled his hair.  A summons for disorderly conduct is being requested for Taylor Brooke McCracken, age 21, 52 Cornerville Road, Marietta, OH, and Antonio Salazar Munos, age 18, 502 ½ Wooster Street, Marietta, OH. 

On 7 Jun 2021 Deputy Painter was dispatched to State Route 555, Cutler, OH, to a report of a male threatening to shoot the residents.  Deputy Painter learned the male making the threats was Sheldon Hill, and he had made contact with the residents.  The subjects advised that Hill drove in their yard and a verbal argument ensued.  Further investigation and attempts to locate Hill were conducted.  A warrant was requested for Sheldon Dwight Hill, age 38, 11827 State Route 555, Cutler, OH, for three counts of aggravated menacing. 

On 7 Jun 2021 Lt. Hunter filed criminal assault charges on inmate Anthony William Doerfer, age 37, 43820 Cook Road, Pomeroy, OH, for an assault on another inmate in the Washington County Jail.

On 9 Jun 2021 deputies responded to 2100 Hill Street, Apt. B, Belpre, OH, at the request of the Belpre Police Department. Patrolmen were talking with a male subject, identified as Ryan Brown, in the doorway of the apartment.  Brown was asked to exit the apartment, however he refused.  Officers advised Brown multiple times to exit the apartment.  Brown was read his Miranda Rights, with him stating he didn’t understand his rights because he “didn’t commit a crime”.   Deputy Martin then ordered Brown to exit the apartment, however he continued to refuse.  Brown began screaming at the female in the apartment.  Brown then advised officers to just bust in the door if they had to and attempted to shut the door, which was stopped by officers, and attempts to arrest Brown were made.  Brown kept trying to hold the door closed.  Officers were able to enter the apartment and Brown continued resisting arrest.  During the scuffle, Brown attempted to gain control of one of the officers’ duty weapons.  Orders to stop resisting were made numerous times.  Brown ultimately was arrested and placed in the back of a Sheriff’s patrol car. Brown continued to exhibit violent and turbulent behavior by striking the patrol car windows with his head and feet.  During the transport to the Washington County Jail, deputies had to stop the car to get Brown back upright from where he was laying down in the seat, stating he couldn’t breathe.  Brown stated derogatory words to the deputy and spit in his face.  Once at the jail, Brown was advised by the jail staff of the penalty for illegal conveyance into the jail.  Later Brown was observed on video footage pulling something from his rectum, and when confronted Brown surrendered one Buprenorphine and Naloxone Sublingual film 8mg / 2mg.  Brown later advised he had one Buprenorphine and Naloxone Sublingual film 8mg / 2mg up his rectum.  Ryan Anthony Brown, age 33, was placed under arrest and charged with aggravated robbery, harassment by inmate and illegal conveyance of drug.  Brown appeared in Marietta Municipal Court on 10 Jun 2021 and is being held without bond.

Rachel Christine Wray, age 48, Little Hocking, OH, violate protection order, Hocking County charges.

Dustin Bradley Whipkey, age 36, Lowell, OH, violate protection order, a misdemeanor.

Latoya Ann Reynolds, age 46, Winston Salem, NC, possession of drugs, a felony.

Ryan Anthony Brown, age 33, Belpre, OH, 2 counts aggravated robbery, illegal conveyance of drugs, harassment by inmate, all felonies, and domestic violence and resisting arrest, both misdemeanors.

Alexander Ray Rector, age 19, Parkersburg, WV, probation violation, a misdemeanor.

James Robert McKinney, age 35, Belpre, OH, parole violation, a felony.

There are currently 18 female inmates and 88 male inmates being housed in the Washington County Jail.
