On 14 Apr 2021 at 11:29:20 a.m. Myles Merew, while incarcerated in the Washington County Jail, 101 Westview Avenue, Marietta, OH, called the victim from the case he was arrested in. The victim answered the phone and had Merew speak with someone else so he wouldn’t get in trouble.  Conversation can be heard where Merew is using profanity toward the victim.  A protection order was put in place on 5 Apr through Marietta Municipal Court.  Myles L. Merew, age 42, was charged with violation of a protection order. 

On 15 Apr 2021 Lt. Carr began an investigation into domestic violence.  After completing the investigation it was determined to be unfounded.

On 15 Apr 2021 Deputy Gainer was called to 2597 Congress Road, Belpre, OH, to a domestic violence incident.  On 14 Apr Russell Martin reportedly entered the room of a female, grabbing her arm, attempting to take her to his room.  This caused her to fear for her safety, in which she head butted Martin.  On 15 Apr the female locked herself in her “safe zone” trying to stay away from Martin, due to the continued verbal and physical confrontations.  Martin proceeded to bust the door down, damaging the hinges.   Russell A. Martin, age 49, was placed under arrest charged with 2 counts of domestic violence.  Martin was transported to the Washington County Jail for processing.                                     

On 16 Apr 2021 at approximately 2224 hrs. Deputy Schwendeman responded to a report of a domestic disturbance at 12267 State Route 26, Marietta, OH.  Yvette Kiggans reported William C. “Chuck” Kiggans II assaulted his father, William C. “Bill” Kiggans.  Bill advised he was sleeping when he was awakened by Chuck entering the bedroom and screaming at him.  Chuck was demanding items Bill was holding for him.  Bill told Chuck he couldn’t have the items this date and to come back the next day.  Chuck continued yelling and was told several times to leave.  Bill attempted to leave the bedroom at which time Chuck grabbed him by the throat and shoved him back towards the door frame.  Bill tried to call 911 and kicked Chuck.  Chuck then swatted the phone out of Bill’s hands.  Yvette arrived home and tried to intervene.  William Charles Kiggans, II,  age 35, State Route 26,  Marietta, OH, was placed under arrest for disrupting public service and 2 counts domestic violence.  Kiggans was transported to the Washington County Jail for processing.

On 17 Apr 2021 Deputy Crum began an investigation into numerous mailboxes being damaged on Christy Road, Pottmeyer Road, Turkeyhen Road, and State Route 676, Marietta, OH.   This case is still under investigation.

On 18 Apr 2021 Deputy Schwendeman responded to the Family Dollar, Beverly OH, to a report of shoplifting, which occurred the previous evening. The suspect was known to store employees. Store video was reviewed, in which you can see Matthew Rosier enter the store at (not wearing shoes).  Rosier Matt spends approximately 10 minutes in the store before approaching the register to purchase some items. The video showed Rosier clearly wearing a pair of black shoes with white soles while at the register. Matt paid for his items and left the store. A tag was located in the store for shoes size 11 Pro Player slip ons, black with white soles, valued at $12.50. Rosier’s payment was only for $4.29.  Officers met with Rosier, who advised that was him in the store, but denied taking the shoes. When confronted with the video footage and information I obtained from the Family Dollar, including the receipt from his purchase, Rosier said he believed he had paid for the shoes because he gave the clerk the tag from the shoes.. Rosier was told the tag was found in an aisle in the store, in which Rosier offered to go back and pay for the shoes.  Matthew W. Rosier, age 32, 607 Center Street, Beverly, OH, was issued a summons for theft.

Jared Michael Wells, age 26, Tennis Center Drive,  Marietta, OH, probation violation, a misdemeanor.

Phillip Dale West, age 33, Hickory Street, Powhatan, OH, abusing harmful intoxicants 2 counts, both felonies.

Zachary Cole Winget, age 26, Seever Street, Springfield, OH, failure to comply, a felony, probation violation, a felony, and driving under suspension, misdemeanors.

William Charles Kiggans, II,  age 35, State Route 26,  Marietta, OH, disrupting public service, a felony, and 2 counts domestic violence, misdemeanors.

Natalie Ann Benton, age 35, 2 counts theft, inducing panic, assault 2 counts, criminal damaging 4 counts, criminal mischief and aggravated menacing, all misdemeanors.

Jeremiah Travis Harper, age 29, Barclay Street, Belpre, OH, domestic violence, a felony.

There  are currently 21 female inmates and 72 male inmates being housed in the Washington County Jail.
