On 2 Apr 2021 Deputy Painter began an investigation into a burglary in Belpre Township. The uncharged suspect returned the items and the victim then refused to file charges. Case closed.
On 2 Apr 2021 Deputy Painter was dispatched to a report of an intoxicated driver on State Route 7 heading to Marietta, OH. Deputy Painter observed a vehicle matching the description given and began to follow the vehicle. The vehicle continued crossing into the passing lane and swerving across the fog line prior to the stop. Deputy Painter utilized his overhead lights and siren in which the driver of the vehicle continued driving. Deputy Painter then pulled alongside the vehicle and identified the driver as Scott Carpenter and motioned for him to pull over, which he did. Contact was made with Carpenter and an odor of alcohol was detected on his person and his eyes were glazed. Carpenter’s speech was slurred and after exiting the vehicle he was unsteady on his feet. Carpenter stated he only had one beer. Carpenter submitted to a PBT and the results of the test were .201. Scott Lee Carpenter, age 58, 415 ½ Third Street, Marietta, OH, was placed under arrest and charged with OVI, driving under suspension, lane straddling, turn and stop sign violation, OVI, and driving under the influence of alcohol/drugs within 20 years of previously being convicted.
On 3 Apr 2021 Deputy Schwendeman began an investigation into telephone harassment. This case remains under investigation.
On 3 Apr 2021 Deputy Brown was dispatched to the Washington County Jail, 101 Westview Avenue, Marietta, OH, in reference to a vandalism complaint. It was reported that inmate Justin Gibbs was speaking with a corrections officer when he became irate. Gibbs reportedly struck the security glass window in the outer area of a dorm. This impact caused the window to crack causing a large straight line in the outer pane of the window. Justin Tyler Gibbs, age 29, 111 Putnam Street, Marietta, OH, was charged with vandalism.
On 4 Apr 2021 Lt. Gherke responded to 410 Reynolds Run Road, Newport, OH, to a report that Jeremiah Foster was drunk and violent. The victim had left the home and prior to arrival a second call was received stating Foster was on the floor bleeding. It was reported that after the initial altercation, Foster had rammed his head into the glass on the front door, causing a laceration that was bleeding. Jeremiah Dean Foster, age 36, was transported for medical treatment and then taken into custody and processed into the Washington County Jail on a charge of domestic violence.

Robert Jonathan Huffman, age 40, Marietta, OH, resisting arrest, turn signal, driving under the influence of alcohol/drugs, and reckless operation, all misdemeanors.
There are currently 20 female inmates and 83 male inmates being housed in the Washington County Jail.
