On 10 Mar 2021 Deputy Brown was advised by officers at the Washington County Jail, 101 Westview Avenue, Marietta, OH, that an assault had occurred in the jail at approximately 0238 hrs. Officers involved viewed the security video and it was determined that inmates Jason Myers and John Givens were sitting on a bunk together and they appeared to be talking back and forth while sitting there. At approximately 0238 hrs. Givens can be seen striking Myers in the head. Shortly after this Myers gets up from the bed and starts to walk away. Myers was ultimately transported to the hospital and treated by medical staff. Myers suffered from broken bones during the assault. Deputy Brown spoke with Myers at the jail and observed a large black and red bruise under his right eye. Myers was unsure why Givens assaulted him. Givens denied being involved in the assault. John Aaron Givens, age 40, Marietta, OH, was charged with felonious assault, a second-degree felony.
On 10 Mar 2021 Deputy Brown was informed by officers at the Washington County Jail that several inmates were showing signs of impairment. Officers were able to view video which revealed Brennan Michael Omalley coming into the jail on 9 Mar 2021 at approximately 1444 hrs. Omalley was placed in a holding cell while waiting placement inside the jail. Marc Wayne Wright was also brought into the jail and was placed in the same cell as Omalley. The video then revealed that Omalley was on the toilet for a long period of time, doing what appeared to be leaning back and forth on the toilet and eventually he was seen with something in his hand, and washing it off in the sink. Later in the video Omalley is seen with a white object in his hand that he is trying to “unscrew”. Omalley then makes a “pouring motion” into a cup and drinks from it. Omalley did this pouring motion again, and Wright is observed drinking from the cup. Wright is also observed taking a second cup and tearing the cup in half, combining the two cups. Omalley was advised regarding conveyance into the jail and admitted to bringing in a ‘vape” substance, stating the juice was only nicotine and not illegal drugs. Omalley admitted to sharing the juice with multiple inmates once he was escorted to the dorm. Deputy Brown met with Wright who stated he was in the holding cell with Omalley and knew he had an illegal substance with him. Wright stated Omalley told him it was “liquid morphine”. Wright denied taking the substance or placing it in a cup and transporting it to his dorm. Inmates reported being told by Omalley that he brought the substance into the jail and it was “liquid Xanax” which he mixed himself. Numerous inmates were reported to have consumed the substance in their dorm, stating they were high within 15 minutes and it was “the real deal”. As a result of the investigation Omalley, age 27 , New Matamoras, OH, and Wright, age 35, Xenia, OH, were both charged with conveyance into a correctional facility, both 3rd degree felonies.
On 14 Mar 2021 Deputies, along with the Ohio State Highway Patrol and the Belpre Police Department executed a search warrant at 602 Cross Street. Deputies became aware that Amy Davis and Nicholas Patterson were living together with a juvenile at 602 Cross Street, Belpre, OH. Patterson was currently wanted on three active warrants out of the Washington County Sheriff’s Office for felony failure appear, failure to appear on possession of drugs, and a misdemeanor driving under the influence of drugs or alcohol. A parole violation warrant (original charge dangerous drugs) had been located out of West Virginia. Other agencies had advised that Patterson and Davis were at the residence and were reportedly selling “dope”, and that there was foot traffic around the residence. Deputy Johnson also obtained information that the two were selling methamphetamine. Officers recovered approximately 22.5 Alprazolam pills, 15.06 grams suspected heroin, digital scales, cash, paraphernalia, and other related items. The juvenile was removed from the home. Nicholas James Patterson, age 38, was placed under arrest for parole violation, tampering with drugs, breach of recognizance, probation violation, trafficking in drugs, possession of heroin, and possession of drugs. Amy Leigh Davis, age 35, Belpre, OH, was charged with tampering with drugs, trafficking in drugs, possession of drugs, permitting drug abuse, and endangering children.
On 13 Mar 2021 Deputy Kehl met with Travis Westfall in reference to a breaking and entering on Sandhill Road. This case remains under investigation.
On 13 Mar 2021 Deputy Johnson began an investigation into an assault in Decatur Township. This case remains under investigation.
On 13 Mar 2021 Deputy Gainer began an investigation into a bullet hole in a residence. This case remains under investigation.
On 15 Mar 2021 Deputy Brown met with Travis Westfall, Marietta, OH, regarding a theft of tires. This case remains under investigation.

Ryan Michael Stimpert, age 28, Marietta, OH, probation violation, a misdemeanor.
Donald Patrick Barta, age 49, Cuyahoga Falls, OH, tampering with evidence, and obstructing official business, both felonies.
Saquan Devon Edwards, age 28, Rochester, NY, driving under suspension, OVI and speed, all misdemeanors.
Stephen Isaiah Sheets, age 34, Cambridge, OH, driving under suspension, a misdemeanor.
Robin Lee Wright, age 57, Marietta, OH, disrupting public service, a felony, and prohibitions concerning companion animals, a misdemeanor.
There are currently 16 female inmates and 65 male inmates being housed in the Washington County Jail.
