On 18 Feb 2021 Deputy Young began an investigation into a theft complaint.  After conducting the investigation it was determined to be a civil matter.  Case closed.

On 18 Feb 2021 Deputy Tullius requested a warrant be issued through Marietta Municipal Court for the arrest of Dirk Edward Filon, age 36.  Filon is being charged with failure to provide address change and failure to verify his address, both felonies.  On 12 Dec 2005 Filon was convicted in Adams County, Colorado, of unlawful sexual conduct with a minor a 1st degree misdemeanor.  Filon was classified by the court as a Tier I Sexual Offender, which requires Filon to verify his address in person by a specific date.  In this case Filon was due for his quarterly verification on 01/12/2021.  Attempts to contact Filon met with negative results.  On 26 Jan 2021 home compliance checks were conducted on offenders residing in Washington County.  Deputy Painter visited the address on file for Filon and was advised by the occupant that Filon did not reside at this address.  On 5 Feb 2021 Filon contacted Deputy Tullius via public service.  Filon advised he has 2 warrants and would be turning himself in on 8 Feb 2021 and will come into the office and register afterwards.  As of 9 Feb 2021 Filon has not turned himself in on the active warrants.

On 18 Feb 2021 Deputy Kehl issued a citation to Earl D. Griffin, 2470 Pleasant Ridge Road, Marietta, OH, on a charge of driving under suspension and failure to wear a safety belt. 

On 18 Feb 2021 Deputy Rist was working the Washington County Jail, Marietta, OH, when a warrant from the Wood County Circuit Court, WV, was received for the arrest of current inmate Lacee Jay Butler, on a drug court violation.   The date of birth, social security number and physical descriptors were compared with the booking information Butler provided, finding them to be the same individual.  A charge of fugitive from justice was served on Butler, age 37, 1051 Welch Road, Cutler, OH.

On 19 Feb 2021 Deputy Crum was dispatched to an address on Veto Road to a report that Tisha Ann Whitemore had possession of suboxone pills.  It was reported that Whitemore had ingested an undisclosed amount of the prescription pills. Whitemore requested a ride to the County line, however was advised that her belongings would have to be searched before placing her in the patrol vehicle.  Whitemore admitted to having illegal contraband in the belongings.  An odor of marijuana was detected when Whitemore removed a baggie from her pocket.  What appeared to be marijuana was located inside the baggie, which she admitted was marijuana.  A citation for possession of marijuana was served to Whitemore, age 42, 121 Watkins Street, Apt. B, Nelsonville, OH.

Elton Dean Hart, Jr., age 45, Beverly, OH, possession of drug abuse instruments and illegal use or possession of drug paraphernalia, both misdemeanors.

Jason Lee Martin, age 35, Coolville, OH, probation violation, a misdemeanor.

Joshua Scott Gibson, age 36, Parkersburg, WV,  telecommunication harassment, a misdemeanor.

James Franklin O’Brien, age 57, Marietta, OH, disrupting public service, felonious assault and kidnapping, all felonies.

Kyle David Brown, age 29, Parkersburg, WV,  domestic violence, a misdemeanor.

There  are currently 14 female inmates and 62 male inmates being housed in the Washington County Jail.
