On 1 Feb 2021 at approximately 1143 hours a black and white dog belonging to Sarah Lightner, 1574 Elizabeth Street, Apt. A, Belpre, OH, ran onto another’s property. Lightner’s dog was loose and was without supervision and neighboring security cameras showed the dog on the property. Sgt. McGilton responded and was able to verify the dog through the window was the same as the dog on the video. Lightner admitted to her dog being loose the previous day. A summons is being requested for Sarah Marie Lightner, age 38, for failing to restrain a dog.
On 2 Feb 2021 Sgt. McGilton became aware that Kayla Davis had two dogs run loose from her property at 945 Windy Ridge Road, Vincent, OH. These dogs were without restraint and/or supervision. The dogs went onto another neighbor’s property and the German Shepherd attacked the neighbor’s dog, which was restrained by an electric fence. The neighbor’s dog suffered a significant laceration, which required medical attention. Davis admitted her dogs were loose on this date, and that her dogs go off of her property on a regular basis, however she didn’t think it was a problem. Davis was informed what happened and advised she would receive a summons for failing to restrain her dog. Kayla was informed to keep her dogs restrained on her property. A summons is being requested for Davis, age 30, 945 Windy Ridge Road, Vincent, OH, for failing to restrain her dogs.
On 4 Feb 2021 Deputy Gainer recovered suspected drug paraphernalia found by a resident. This case will be marked closed.
On 4 Feb 2021 Deputy Gainer conducted an investigation into a theft/scam involving over $8,000. This case remains under investigation.
On 4 Feb 2021 Sgt. Parks began an investigation into a 2016 RZR 1000XP stolen from Gerald Smith, 6200 Federal Road, Cutler, OH. This case remains under investigation.
On 5 Feb 2021 Sgt. McKee responded to the Duke & Duchess, 100 Main Street, Lowell, OH, to a shoplifting complaint. Video surveillance was observed, showing a male and female in the store who appeared to have placed consumable goods into their pockets and left the store without paying for said items. The female was observed on video having placed Hot Hands packs in her pocket and also failing to pay for them. The subjects were identified as Justin Hines and Crystal Williams. Arrest warrants were requested and issued for Crystal Lynn Williams, age 32, homeless, and Justin Brian Hines, age 24, homeless, on a charge of theft.
On 5 Feb 2021 Deputy Crum was dispatched to 151 Hollywood Drive, Belpre, OH, in reference to Tara Jenkins reporting Robert Wingrove had taken her belongings. Jenkins was observed walking, with her vehicle parked in a parking lot along the roadway. Wingrove drove past Jenkins in what was observed to be an attempt to evade contact with law enforcement. A traffic stop was conducted on Wingrove, who advised he was going to pick up Jenkins, and take her to Chesterhill. Wingrove stated he had clothing and other items which belonged to Jenkins inside the vehicle, and they became involved in an argument at the residence where Jenkins threw things at him. Wingrove was advised to drive the vehicle to the parking lot Jenkins was walking from. Wingrove drove to that lot, and was out of the vehicle arguing with Jenkins before Deputy Crum could arrive. Jenkins also admitted to a verbal argument with Wingrove over personal items. Deputies have been called numerous times in reference to incidents with Wingrove and Jenkins. A summons is being requested for Tara Renee Jenkins, age 43, 7535 Marion Street, Chesterhill, OH, and Robert Scott Wingrove, age 56, 155 Wingrove Drive, Little Hocking, OH, on a charge of disorderly conduct.
There are currently 22 female inmates and 71 male inmates being housed in the Washington County Jail.
