On 17 Oct  2020 Deputy Reeder was working the Washington County  Jail, 101 Westview Ave, Marietta, OH.  Daniel F. Rife, an inmate at the jail, was in his bed and this investigation revealed Rife throwing a bottle, books and a cup full of pencils in the direction of the mounted camera.  Rife then went to the toilet area and began striking the camera with a bottle, throwing books at the camera, striking it several times.  Daniel F. Rife, age 38, 5232 W. State Route 63, Lebanon, OH, was charged with disrupting public service.   

On 30 Oct 2020 Sgt. McGilton requested the Marietta Municipal Court issue a summons for Sean Smith, Parkersburg, WV, for  abandonment and two counts of cruelty to a companion animal.  
Sgt. McGilton  responded to Congress Road, Belpre, Ohio,  to a report of a dog being dumped off at this location.  The public was asked for assistance through Facebook and our website in which numerous notifications were made in reference the identity of the individual in the photographs. 
The property owner had noticed the dog,  a white and black Pitbull mixed breed dog, upon going to feed animals on 26 Oct 2020, and reviewed trail camera footage, observing the dog being dumped out of a vehicle by a male subject.  The dog was dumped and abandoned on 25 Oct 2020 at approximately 1730 hours and stayed in the same immediate area until 26 Oct  2020 at approximately 0330 hours.  The dog went further onto the property, dug out a hole and created a bed in the side of a round bale of hay.  This dog was left without food, water, and shelter.   The dog was extremely scared, therefore a live trap was set, capturing the dog on 28 Oct 2020 and transporting it to the humane society.  The dog’s collar was extremely tight and digging into its neck, and  choking the dog.
With the assistance of the public, Sean Wayne Smith, age 31, 328 Dempsie Avenue, Parkersburg, WV, was identified as the individual  dumping the dog on Congress Road. 
Sgt. McGilton went to the Smith residence on 29 Oct 2020 to meet with Smith about the investigation.   

On 28 Oct 2020 Sgt. Parks began an investigation into a possible missing person. The subject was accounted for and found to be okay.  Case closed.

On 29 Oct 2020 Deputy Young began an investigation into a foreclosed property being entered.  This case remains under investigation.

On 30 Oct  2020 Deputy Painter was dispatched to 1420 Milner Road, Waterford, to a report being made by Jerry Ball.  Jerry reported his wife, Ashley, had just assaulted him and Tina Tippie.  Ashley was told not to come to the home, however did so anyway.  Ashley began to argue with Tina, at which time she grabbed Tina by the hair and shoved her on the ground. Jerry reported Ashley stormed into the house and shoved him into a couch and scratching him.  Jerry said Ashley also made threats to kill him.  After meeting with all individuals involved, Ashley Dawn Ball, age 36, 860 Stiers Road, Waterford, OH, was placed under arrest, charged with domestic violence and assault.  Ball was transported to the Washington County Jail.

The following subject(s) were processed into the Washington County Jail between Saturday 31 Oct 2020 and Monday 2 Nov 2020:

Ashley Dawn Ball, age 36, 860 Stiers Road, Waterford, OH, domestic violence and assault, both misdemeanors.

Christopher Burton Carpenter, age 51, 116 W. Fay Avenue, Marietta, OH, breaking and entering, theft, both felonies, breach of recognizance, possession of drug abuse instruments and illegal use or possession of drug paraphernalia, all misdemeanors.

Derrick Thomas Chapmon, age 36, 6116 Fenn Road, Medina, OH,  OVI, and driving while under the influence of alcohol/drugs .17 or 1 gram or more of alcohol, improper lane usage, all misdemeanors.

Chavazze Levi Kidder, age 26, 11540 State Route 339, Barlow, OH,  driving under suspension and speed, both misdemeanors.

Rebecca Lou Sergent, age 30, 1455 E. Branch Road, Lowell, OH,  resisting arrest and obstructing official business, both misdemeanors.

There are currently 17 female inmates and 71 male inmates being housed in the Washington County Jail.
