On 8 Sep 2020 Sgt. McGilton was requested to complete a welfare check on dogs belonging to Tyler Mulneix, Corey Garlock, and Brian Pritchett who all reside together at 4445 Zion Ridge Road, Marietta, OH. The dogs are a black/white male Pitbull, a female Husky (one-year-old) along with the Husky’s six puppies. The puppies were born on 28 Jun 2020 and Brian purchased a puppy from Tyler and Corey.
Corey and Brian had allegedly taken Brian’s puppy to a veterinarian on 4 Sep 2020 because it was listless and limp when they woke up that morning. The puppy was severely anemic and was fully infested with fleas. Not having the money to treat the puppy, Corey and Brian were advised that they should surrender it to the Humane Society. They were advised the puppy may still die even with treatment. Brian advised he was not willing to surrender the puppy and stated it was a “full-blooded Husky”.
When Sgt. McGilton arrived, she observed trash thrown about the property. The smell of rotten garbage, waste, and dog feces was foul. A black and white Pitbull and adult female Husky were observed chained on the porch at the rear of the residence. Sgt. McGilton detected even more of an odor of animal feces as she approached the porch. The Pitbull appeared to be of decent body weight but was severely infested with fleas. The fleas could be seen from several feet away while they scurried across the white patch on the dog’s chest.
The Husky was severely emaciated (1.5 of 9 on the body condition scale) with her ribs, hip bones, backbone, and even her leg bones prominent and visible. The Husky was also severely infested with fleas.
There were two bowls (water/food) in this area but they were both empty and completely dry.
Sgt. McGilton met with Tyler Mulneix as she exited the trailer. Sgt. McGilton explained why she was there and questioned Tyler as to why the Husky was in such poor condition. Tyler stated the Husky’s condition was due to the dog recently having puppies. When asked why the Pitbull and Husky did not have any water, Tyler advised she just gave them water about an hour earlier. Tyler was informed that the bowl would not be completely dry if it contained water an hour ago, in which there was no reply.
Sgt. McGilton requested that these animals be given water and food immediately, as they were both panting and their skin peeked when pulled, which is a sign of dehydration.
When Tyler poured the water in the bowl both dogs charged the bowl and continuously drank until the water was gone. The outside temperature on this date was close to 90 degrees.
Tyler stated they did not have the puppies any longer, when asked to view them, as they had been sold. When advised that a puppy crying could be heard coming from inside the residence, Tyler opened the door to the trailer and produced a brown and white male Husky puppy. This puppy was emaciated (1.5 of 9 on the body condition scale) listless, and it laid across her hands when Tyler handed it to Sgt. McGilton. The puppy was severely infested with fleas, had patches of flea dirt on its body, and blood spots/stains on its face from the fleas feeding. This dog was anemic as its gums were as white as its teeth. When asked if she realized the puppy would die if not treated, Tyler nodded to the affirmative.
When asked in reference to three puppies at the home on the 4th, including the one that was seen at the veterinarian, Tyler stated the puppy taken to the vet had died the same day and they sold the other puppies. When asked who the puppies were sold to Tyler would not advise, only that it was an individual in East Liverpool.
Sgt. McGilton took control of the female Husky and puppy, however there was not enough cause to take the Pitbull. Tyler was provided flea treatment for the dog and informed it needed to have water at all times.
The Husky and puppy were taken to the veterinarian and the body scores on both dogs were confirmed. The puppy required a blood transfusion due to the loss of blood from the infestation of fleas. Both of these dogs were also found to have hookworms and whipworms, for which they were treated.
Sgt. McGilton spoke with Corey Garlock who contacted her while at the vet’s office. Corey confirmed his ownership of the two dogs I removed on this date. Corey was extremely agitated, began to yell, and demanded to know why the dogs were taken. Sgt. McGilton started to explain the dogs’ conditions to Corey and he cut her off and stated those dogs were “fat and healthy”.
Sgt. McGilton returned a call to Corey once leaving the vet’s office. He stated they tried to get Brian’s puppy treatment but the veterinarian refused because they couldn’t pay. Corey stated they left the vet’s office and were head to the humane society to surrender the puppy but it died on the way. This puppy was at the vet’s office at 0800 hours and Corey and Brian stated it died around 1000-1030 hours. The vet clinic is less than four miles away from the humane society where they were instructed to take the dog.
Corey stated he would not surrender his dogs and those dogs were emotional support dogs, and he had the paperwork to prove this. He then stated these dogs were also his emotional support dogs and then questioned Sgt. McGilton’s right to seize these dogs because they were service animals. Sgt. McGilton again advised Corey of the condition of the dogs even though he continued to state how healthy they were. Corey was advised that the puppy required a blood transfusion and could die due to its condition. Corey responded by saying ”every dog has fleas”.
Brian Pritchett confirmed his ownership of the puppy taken to the vet on 4 Sep 2020. Brian stated he tried to do the right thing by taking the dog to the vet. Brian stated because they could not afford the treatment, they were going to surrender the puppy to the humane society. Brian confirmed they were at the vet at 0800 hours and the puppy died sometime between 1000 hours and 1030 hours.
A summons is being requested for Corey Lewis Garlock, age 28, for 1 count of prohibitions concerning companion animals for committing an act of cruelty (including omitting acts of care) against the puppy sold to Brian Pritchett, 1 count of prohibitions concerning companion animals for knowingly causing serious physical harm to the puppy sold to Brian Pritchett, which ultimately died, 1 count of prohibitions concerning companion animals for committing an act of cruelty (including omitting acts of care) against the male Pitbull, the adult female Husky, and the brown and white male Husky puppy, 1 count of prohibitions concerning companion animals failing to supply the male Pitbull and the adult female Husky water, which could/did result in these dogs to suffer, 1 count of prohibitions concerning companion animals for knowingly causing serious physical harm that carried an unnecessary and unjustifiable substantial risk of death to the adult female Husky, and 1 count of prohibitions concerning companion animals for knowingly causing serious physical harm that carried an unnecessary and unjustifiable substantial risk of death to the brown and white Husky puppy.
A summons is being requested for Tyler Michele Mulneix, age 25, for 1 count of prohibitions concerning companion animals for committing an act of cruelty (including omitting acts of care) against the puppy sold to Brian Pritchett, 1 count of prohibitions concerning companion animals for knowingly causing serious physical harm to the puppy sold to Brian Pritchett, which ultimately died, 1 count of prohibitions concerning companion animals for committing an act of cruelty (including omitting acts of care) against the male Pitbull, the adult female Husky, and the brown and white male Husky puppy, 1 count of prohibitions concerning companion animals failing to supply the male Pitbull and the adult female Husky water, which could/did result in these dogs to suffer, one count of prohibitions concerning companion animals for knowingly causing serious physical harm that carried an unnecessary and unjustifiable substantial risk of death to the adult female Husky, and one count of prohibitions concerning companion animals for knowingly causing serious physical harm that carried an unnecessary and unjustifiable substantial risk of death to the brown and white Husky puppy.
A summons is being requested for Brian Michael Pritchett, age 24, for 1 count of prohibitions concerning companion animals for committing an act of cruelty (including omitting acts of care) against the puppy he purchased from Tyler and Corey and 1 count of prohibitions concerning companion animals for knowingly causing serious physical harm to the puppy he purchased from Tyler and Corey, which ultimately died.
Sgt. McGilton is requesting the court have the two dogs forfeited and restitution be paid to cover the vet expenses, and the male Pitbull be forfeited as well. A request also is being made to have a court order banning Brian Pritchett, Tyler Mulneix and Corey Garlock from owning animals.

Eric Lee Hapney, age 29, homeless, petty theft, a misdemeanor.
Crystal Lynn Williams, age 32, homeless, theft and contempt of court, both misdemeanors.
There are currently 19 female inmates and 72 male inmates being housed in the Washington County Jail.
