On 30 Jun 2020 Deputy Kehl began an investigation in Liberty Township into fraudulent activity on an individual’s account.  This case remains under investigation.

On 30 Jun 2020 Deputy Painter met with Jacob Mace, 18001 State Route 676, Marietta, OH, regarding the theft of his trailer, which was recovered in WV, however he still was missing some rims. This theft occurred in Belpre Township. This case remains under investigation.

On 1 Jul 2020 Deputy Hall  spoke with Tina Barcelli, 111 Williams Street, Marietta, OH.  Barcelli reported a cell phone stolen by her son, Benjamin Zartman.  Barcelli stated he was walking towards Marietta, Ohio. Zartman was located and initially gave a false name, and couldn’t remember his SSN or birthday.  Zartman was in possession of two cell phones, as he emptied his pockets when Deputy Hall contacted him.  Zartman was not cooperative and appeared fidgety.  Still speaking with Barcelli on the phone, she stated Zartman took her phone the evening prior and she tried to get it back this date but Zartman refused her.  Barcelli was able to give a detailed description to Deputy Hall and the phone was recovered.  Benjamin Levi Zartman, age, 27, 111 Williams Street, Marietta, OH, was arrested and charged with theft.  Zartman was transported to the Washington County Jail.

On 2 Jul 2020 Deputy Peters met with Sheila Gore, 130 Cemetery Drive, New Matamoras, OH, in reference to her son, Joshua, stealing $60 cash from her.  Joshua Leroy Gore, age 32, was placed under arrest for theft and transported to the Washington County Jail for processing.

On 2 Jul 2020 Deputy Peters met with Ronald and Anthony Hill regrading items that were removed from their property.  This case remains under investigation.

On 2 Jul 2020 Sgt. Reeder began an investigation toto damage at a residence to a screen door over the night.  This case remains under investigation.

On 2 Jul 2020 Deputy Brown responded to the 400 block of Cross Road, Belpre, OH, to a loose dog complaint. Multiple neighbors reported a white Pitbull dog loose in the area.   The dog barked and growled at people in the area, however did not attack anyone and did not seem overly aggressive.  The dog was found to belong to Nathan W. Davis, age 33, 417 Cross Road.  Deputy Brown met with Davis who stated he had taken a family member somewhere and while he was gone another family member was at the residence.  Davis stated he was contacted by them, advising the dog got loose and that the Sheriff’s Office had been called.  Davis stated he returned home, and advised the family member accidentally did not secure the back door and the white Pitbull escaped from the home.  He was able to get the dog back secured shortly thereafter.  A summons is being requested for Davis for failure to restrain.       

On 2 Jul 2020 Sgt. L Parks began an investigation in Wesley Township regarding a hunting cabin that had been entered and items taken. 

On 2 Jul 2020 Deputy Painter issued a citation to Mathew Patrick Modesitt, 11612 SR 555, Cutler, OH, for disobeying a traffic control device. 

On 2 Jul 2020 Deputy Allender began an investigation in the area of State Route 26, Marietta, OH, where individuals were breaking mailboxes off of posts.  This case remains under investigation.

On 3 Jul 2020 Deputy Kehl began an investigation into a subject hacking an individual’s social media account(s).  This case remains under investigation.

On 4 Jul 2020 Deputy Young was dispatched to 6466 Germantown Road, Lower Salem, OH, to a report by Jerrie Rastorfer, calling 911 four times, stating she had been assaulted and then the subject threatened to shoot her/himself.  Rastorfer advised Deputy Young that she had been sleeping and was woke by the subject coming to the home.  She states the verbal argument turned physical and she shoved the individual, who then threated to shoot him/herself.  Deputy Young was advised that the individual only threatened harm to get Rastorfer to have sympathy.  Rastorfer admitted to drinking and did appear intoxicated.  A summons is being requested through Marietta Municipal Court on a charge of disorderly conduct for Jerrie Rastorfer. 

On 5 Jul 2020 deputies responded to the area of 4875 Waterford Road, Marietta, OH, to meet with Tiffany Ann Ray. Ray stated she was in an argument with Bruce Southerland, in reference to their dog.  Ray stated they were in a camper and Southerland kicked in the door, which struck her in the leg.  Southerland was also throwing items at her.   Southerland reported the argument with Ray, regarding their canine, but initially denied any physical activity.  Further conversation revealed Southerland admitting he had kicked the shower/bathroom door open, as well as throwing items in the camper.   Bruce Albert Southerland, Jr., age 50, 284 S. Warren Avenue, Columbus, OH, was arrested for domestic violence and transported to the Washington County Jail for processing.

On 5 Jul 2020 Deputy Kehl issued a citation to for driving under suspension to Gary J Mullins, 709 Possom Trot Road, Gallipolis, OH.  Mullins was also given a warning for lanes of travel.

On 5 Jul 2020 Deputy Hockenberry was dispatched to 343 Barrett South Road, Vincent, Ohio, to a report by Jessica Hayes stating her boyfriend, Matthew Queen, had pushed her in the face.  Hayes states Matthew Queen jumped in her face and bit her lip.  She stated that Queen then pushed and grabbed her face with his hand and pushed her down on the chair.  Matthew Lee Queen, age 34, 208 Scammel Street, Marietta, OH, was arrested for assault and transported to the Washington County Jail.

On 5 Jul 2020 at approximately 0944 hrs. Deputy Kehl was dispatched to 106 Meadowcrest Lane, Belpre, OH. Jolene Venham reported her husband, James E. Venham, slapped her on the head and pinned her against the ground, and would not let her leave.  She stated this occurred for approximately an hour at which time James fled the scene in a vehicle.  Jolene stated she and James were hiking and began a conversation in which James became aggravated.  She stated she then ended up on her back as James was going towards her, yelling at her.  Jolene reports James was straddled on top of her and would not let her up.  James also made threatening remarks to her.  Jolene attempted to get help, at which time she stated she was held down several more times.   A warrant for the arrest of James E. Venham, age 41, 2310 Norris Avenue, Belpre, OH, for aggravated menacing and domestic violence was requested through Marietta Municipal Court and issued to Deputy Kehl.

Alec Lee Davis, age 22, 210 Jefferson Square, Marietta, OH, public indecency, 2 counts, and disorderly conduct, all misdemeanors.

Joshua Dean Sprague, age 40, 101 West Montgomery Street, Marietta, OH, 2 counts no operator’s license, expired plate, stop light violation, breach of recognizance, fictitious plates, all misdemeanors.

Joshua Leroy Gore, age 32, 130 Cemetary Drive, New Matamoras, OH, theft, a misdemeanor.

Alexander Thomas Trefz, age 32, 77 C North Dry Run Road, Williamstown, WV, possession of marijuana, illegal use or possession of drug paraphernalia, disorderly conduct, drug paraphernalia, obstructing official business, speed, failure to comply, driving while under the influence of alcohol, no seatbelt, all misdemeanors,  tampering with evidence and possession of drugs, both felonies.

Jeffrey Lee Bigley, age 19, 820 E. Eighth Street, Marietta, OH, probation violation, a misdemeanor.

Jordan Ross Dieffenbach, age 23, 1366 Elizabeth Court, Kent, OH, rape, victim <13 years of age, a felony.

Robert Gregory Price, age 48, 112 Maple Street, Marietta, OH, assault, a misdemeanor.

Ruben David Plasencia, age 30, 210 State Route 339, Belpre, OH, domestic violence, a misdemeanor.

Matthew John Queen, age 34, 208 Scammel Street, Marietta, OH, assault, a misdemeanor.

Bruce Albert Southerland, Jr., age 50, 284 S. Warren Avenue, Columbus, OH, domestic violence, a misdemeanor.

Edward Allen Persell, age 47, Marietta, OH,  probation violation, a misdemeanor.

There are currently 12 female inmates and 67 male inmates being housed in the Washington County Jail.
