On 22 Sep 19 Deputy Carr met with Keith and Amanda Stacy, State Route 821, Whipple, Ohio, in reference to threats made by a former employee.  Keith reported that Scott Armstrong had quit the previous day.  A total of 3 social media messages were sent to Keith by Armstrong around 0109 hrs.  The messages were vulgar and threatening in nature.  Keith reported seeing these messages when he got up this date, and then called law enforcement.  Keith was fearful for his family as Armstrong does know where Keith lives.  Scott Matthew Armstrong, age 38, 14320 State Route 339, Waterford, OH, was located and admitted to sending the messages.  He further stated he knew it was wrong.  Armstrong was placed under arrest for aggravated menacing and transported to the Washington County Jail.

On 22 Sep 19 Lt. Hunter conducted an investigation in Grandview Township in reference to a breaking and entering of a cabin.  Numerous items were removed from the cabin.  This case remains under investigation.

On 22 Sep 19 Deputy Hall responded to 1600 Cave Hill Road, Little Hocking, Ohio, to a reported domestic violence incident.  Deputy Hall met with Jaime Saling who stated that Matthew Saling had left the area just minutes after she called for law enforcement.  Jaime stated that Matthew will leave for a while (days) and then return for a few days and then leave again.  Jaime attempted to talk to Matthew this date when he became angry.  Matthew backed Jaime up against an appliance, grabbing her face and shoving her glasses into the side of her nose, causing injury, and her nose to bleed.  Matthew then threw Jaime to the ground and walked outside.  Jaime told Matthew she was calling for help at which time he left in his truck.  Matthew was later located and interviewed.  At that time Matthew Scott Saling, age 38, was placed under arrest and charged with domestic violence.  Sailing was transported to the Washington County Jail for processing.

On 22 Sep 19 Deputy Carr met with Keith Dean, State Route 7, Marietta, OH, regarding a breaking and entering and theft at his business.  This case remains under investigation

On 23 Sep 19 Deputy Brown responded to the Par Mar Gas Station, 100 Fifth St, Beverly, OH, in reference to a theft complaint.   It was reported that a female had a package of Bugler tobacco, however only paid for a portion of the items that she was observed picking up.  Deputy Brown was attempting to make contact with the female,  where she was identified as Tabatha D. Cain.  Cain met with Deputy Brown and her identity was confirmed as well as her admitting to taking the tobacco.  The opened package of tobacco was recovered.  A check of Cain’s driving status revealed she had failed to reinstate her license.  Also, the vehicle Cain was operating had plates on it that belonged on a different vehicle.  A summons is being requested for Tabatha Dawn Cain, age 39, 205 Third Street, Beverly, OH, for theft, failure to reinstate a license and fictitious plates.

On 23 Sep 19 Deputy Carr issued a traffic citation to Karie Kay Brady, 550 Rummer Road, Marietta, OH, for speed, 42 mph in a 20 mph school zone.

On 22 Sep 19 a Pitbull belonging to Arlyn Munoz and James O’Brien was loose from their residence of 148 Warner Street, Marietta, Ohio.  During the time the dog was loose, it was off the property and bit a subject that was walking along the sidewalk.   O’Brien states he let the dog outside unrestrained as the dog usually stays on the property. O’Brien was irritated and blamed the subject for walking near his residence, however, he understood the sidewalk was public property.  The Pitbull was designated dangerous as a result of this incident, and O’Brien was provided with all of the paperwork, which explains this designation.  O’Brien made comments regarding “dumping the dog” somewhere at which time Sgt. McGilton explained that this was not legal, and also explained in detail the dangerous dog designation.  Sgt. McGilton further discovered that the dog was not registered, which he has had for over three years.  Also, there were puppies that were around 3 months old and were not registered.  O’Brien stated he had plans to keep all of the puppies.  A Jack Russell mixed breed dog was on the property, which was well over 3 months of age, and also was not registered.  Munoz was not present at the time, however, in a later communication with Munoz, she admitted the dogs were not registered.  The dangerous dog designation was also explained to Munoz.  A summons is being requested for James Freddrick O’Brien, age 42, for failure to register dogs and failure to restrain, and Arlyn J Munoz, age 32, for failing to register her dogs.

Tiffany Jean McPherson, age 38, 230 Greenbrier Circle, Marietta, OH, probation violation, a misdemeanor.

Christopher Jerome Long, age 20, 309 Main Street, Lower Salem, OH, probation violation, a misdemeanor.

Courtney Nichole Clayton, age 26, 314 John Street, Belpre, OH, theft, possessing drug abuse instruments, and receiving stolen property, all misdemeanors. 

Raymond Edward Spears, age 46, 56 Bickel Mansion Drive, Parkersburg, WV, probation violation, 2 counts, both felonies. 

Jennifer Victoria Sample, age 25, homeless, probation violation, a misdemeanor.

Melissa Dawn Warrener, age 39, 129 Muskingum Drive, Marietta, OH, probation violation, a misdemeanor.

Ashley Nichole Moore, age 27, 209 Masonic Park Road, Marietta, OH, theft of a motor vehicle, a felony, possessing drug abuse instruments, breach of recognizance, unauthorized use of a motor vehicle, breach of recognizance and drug paraphernalia, all misdemeanors.

Jeffrey Brent Hutchinson, age 41, 748 Ruble Avenue, Belpre, OH, probation violation, a misdemeanor.

Joshua Lynn Ballard, age 30, 613 Charles Street, Apt. 13, Marietta, OH, no operator’s license, speed and expired plates, all misdemeanors. 

Kristina Dawn Kirkbride, age 41, 440 Wentz Road, Marietta, OH, probation violation, theft, breach of recognizance, 2 counts drug paraphernalia, obstructing official business, and possessing drug abuse instruments, all misdemeanors.

Kenneth Elbridge Sewell, age 52, 171 4th Street, Belpre, OH, vandalism and breaking and entering, 2 counts each, all felonies.

Jarrett Lanny Travis Mull, age 20, 358 Newells Run Road, Newport, OH, probation violation, a misdemeanor.
