On 23 Aug 19 Sgt. Parks began an investigation into a possible scam.  This case remains under investigation. 

On 23 Aug 19 Deputy White was dispatched to 19636 State Route 550, Marietta, OH, to a burglary in process.   Upon Deputy White arriving, a female, later identified as Marandia Blouir, was on the front porch of the residence. Blouir advised Deputy White that she believes it is her weekend to have her kids, and “he” is hiding them from her.  Blouir states she does not live at the residence, and she just went in. Blouir was asked if she was told not to come in, and she stated “no, (explicit language) door in”.  Blouir states she has not lived in the residence for two weeks. Michael Johnson and a female subject were the ones reporting the incident.  Johnson stated Blouir was at the residence when they got home at 2330 hours.  Johnson stated he and Blouir have two children.  Johnson stated he and the female went into the home and Blouir began knocking on the door with her fist, and then started kicking the door until the door broke off of the hinges.  Blouir then entered the home and approached Johnson and the female, pushing Johnson and yelling at him about where the kids were.   Blouir then went back out to her vehicle.  Deputy White placed Marandia Eileen Blouir, age 38, 38969 SR 7, Reedsville, OH, under arrest and charged her with burglary and domestic violence.  Blouir was transported to the Washington County Jail for processing.

On 24 Aug 19 Lt. Hunter and Sgt. Reeder were dispatched to 1220 East Branch Road, Lowell, OH, to an incident of domestic violence.  Lt. Hunter spoke with Lisa Joy, who immediately started cussing at him and yelling that she didn’t do anything.  Through investigation, Joy admitted she hit the juvenile victim with a belt and threw a glass vase in his/her direction in order to get him/her to back out of her (Lisa’s) room.  Sgt. Reeder met with the victim who advised Joy did throw a glass vase in his/her direction and whipped him/her with a belt for no apparent reason.  Lisa M. Joy, age 44, was placed under arrest at that time. While walking out of the residence Joy she immediately started to threaten her husband.  Joy lunged at him, while handcuffed, and kicked him in the back.  Joy continued threatening everyone involved in this incident, including deputies.  A temporary protection order was requested.  Joy was charged with two counts of domestic violence and was transported to the Washington County Jail.

On 24 Aug 19 Deputy Zide was patrolling Pike Street, Marietta, OH, when he observed white Chevy traveling without functional license plate lights.  A traffic stop was conducted and the driver and passenger, Jesse R. Shafer, spoke with Deputy Zide. While speaking with the occupants, the driver appeared to have largely dilated pupils and Shafer had what appeared to be a strong and rapid heartbeat.  Deputy Zide advised the subjects that he would be running K9 Rita around the vehicle, at which time Shafer became argumentative.  K9 Rita received a positive indication on a door handle on the vehicle.  Shafer was asked to step from the vehicle so a check for weapons could be done.  When asked if they had anything that they shouldn’t, Shafer admitted to having THC oil on his person.  The THC oil was taken into evidence and also located was methamphetamine, snort straws, and a meth pipe. A search of Shafer’s bag revealed more THC oil, drug pipes, and other various drug paraphernalia.  Shafer, age 34, 226 Broughton Avenue, Marietta, OH, was placed under arrest for two counts of possession of drugs and possession of drug paraphernalia and transported to the Washington County Jail.

On 25 Aug 19 Sgt. Parks met with Duane Lunsford, 18189 State Route 339, Waterford, OH, in reference to items missing from his vehicle.    This case remains under investigation.

On 25 Aug 19 Deputy Schwendeman responded to New Matamoras, OH, in reference to subject(s) trespassing at the New Matamoras pool.  A refusal to prosecute was signed.

On 26 Aug 19 Deputy Zide was patrolling in the Belpre area when he observed a black Subaru passenger car turn on a red light with a no turn on red light sign posted.  A traffic stop was conducted and the driver, Bradley W. Ingham, appeared to have glassy/reddened eyes.  Deputy Zide noted a strong odor of an alcoholic beverage.  Ingham admitted to consuming multiple alcoholic beverages, as well as eating a THC filled cookie, prior to driving.  Ingham was asked to perform field sobriety tests, to which he performed poorly.  Ingham then blew a .036% on a PBT.   Bradley William Ingham, age 41, 1108 19th Street, Parkersburg, WV, was placed under arrest for OVI and obedience to traffic control devices and transported to the Washington County Jail.

On 26 Aug 19 Sgt. Reeder issued a citation to Sharol Ballantyne, 841 Green Street, Newport, OH, for speed, 78 mph in a 55 mph zone.

On 26 Aug 19 Deputy Brown responded to Guernsey Scrap in reference to a breaking and entering complaint.  This case remains under investigation.

On 26 Aug 19 Clarence M. Francis was brought to the Washington County Jail, 101 Westview Avenue, Marietta, OH.  During processing, Deputy Hill and CO Lt. Lee discovered suspected methamphetamine loose in his right pants pocket, along with two syringes and a baggie of suspected methamphetamine inside his boots. The suspected methamphetamine and baggie were later weighed for a total weight of 13.68 grams.  Prior to the pat down Francis was asked if he had any illegal drugs or weapons on him that Officers should know about and Francis stated no.   Francis did not know how the drugs and syringes got into his pants.  Francis, age 29, 4170 Sugar Run Road, Marietta, OH, was charged with aggravated possession of drugs, illegal conveyance of drugs, and possession of drug abuse instruments. 

On 26 Aug 19 Deputy Young responded to 103 Pineview Circle, Marietta, OH, to a report of domestic violence.  Paul Foley stated his wife, Ashley Galadyna, struck him.  A verbal argument ensued between the two which turned physical when Galadyna struck Foley several times in the head with an open and closed fist.  Ashley Joy Galadyna, age 34, was placed under arrest for domestic violence and transported to the Washington County Jail for processing.On 26 Aug 19 Deputy Hall issued a citation to Jared N. Melcher, 5405 Thompson Road, Fort Wayne, IN, for speed, 80 mph in a 60 mph zone.

On 27 Aug 19 Deputy Brown responded to 426 Bell Road, Vincent, OH, to a fighting complaint.   Crista St. Andry stated she was attacked by Shelley Deeter, and that Deeter had “bounced” her head of the kitchen floor after tackling her.  Deeter and two witnesses were interviewed separately and all three gave the same explanation of events.   It was determined that St. Andry and Deeter were in a verbal argument over music being too loud. During the argument St. Andry approached Deeter with a spatula, and they then engaged in a physical altercation which led to them both being on the kitchen floor. During this, the females were exchanging strikes and pulling each other’s hair. A summons is being requested for both Shelley Deann Deeter, age 32, and Christa Joan St. Andry, age 31, on a charge of disorderly conduct.

On 27 Aug 19 Deputy Parks began an investigation in reference to identity fraud and theft.  This case remains under investigation.

The following subject(s) were processed into the Washington County Jail between Tuesday 3 Sep 19 and Wednesday 4 Sep 19:

Kenneth Ray Rogers, age 32, 801 ½ Front Street, Marietta, OH, contempt of court and obstructing official business, both misdemeanors.

There are currently 21 female inmates and 101 male inmates being housed in the Washington County Jail.
