On 2 Aug 19 at approximately 1656 hours Deputy Parks was dispatched to 17977 State Route 26, Reno, OH, in regards to Elmer Charles Wenzel reporting he had information about two stolen bikes. Wenzel stated he was told to get rid of the bikes. Wenzel did not want to make a statement, however, took Deputy Parks to where the motorcycles were on his property. A VIN check was done on 3 different motorcycles. One VIN, on a completely disassembled motorcycle, showed as stolen and reported to the Washington County Sheriff’s Office in March.
Deputy Parks met with the owner of the motorcycle and informed him of the items found. The victim viewed pictures of the other 2 motorcycles that were located, and identified a motor in the 2nd motorcycle and his gas tank on the 3rd motorcycle.,
On 3 Aug 19 Deputy Parks and Deputy Young responded to speak with Wenzel again in regards to him calling wanting to speak with the FBI about drones flying around his residence. Deputy Young arrived and spoke with Wenzel. Wenzel advised Deputy Young that he had other items on his property which belonged to another subject. Wenzel took Deputy Young to several ATVs near the residence but soon became uncooperative after Deputy Young began checking the vehicle identification numbers.
At that time Deputy Parks obtained a search warrant and a 2010 Honda TRX420 two-wheel drive ATV was recovered, which was reported stolen out of Monroe County in March 2019.
Elmer Charles Wenzel, age 28, was placed under arrest and charged with 2 counts of receiving stolen property and transported to the Washington County Jail.
On 2 Aug 19 Deputy J McConnell responded to 62 Brush Road, Marietta, OH, in reference to an unauthorized use of a motor vehicle complaint. The Ohio State Highway Patrol had taken a crash report and requested we respond to the residence. The vehicle involved belonged to Richard Harris, Newport, OH, and officers were advised that the vehicle was being used by a family who lives at the above-mentioned address. Witnesses advised they believed Christian L. Arnold and a couple of juveniles had taken the vehicle sometime overnight. The witness stated they did not know the vehicle was missing until the Highway Patrol called. Through investigation, it was learned that Arnold had taken the vehicle during the night. Deputy McConnell located Arnold sleeping in the garage at another residence in the area. After speaking with Arnold it was determined that he would be arrested. Christian Lee Arnold, age 19, 132 Woodland Circle, Washington, WV, was placed under arrest and transported to Washington County Jail on an unauthorized use of a motor vehicle charge.
On 2 Aug 19 Lt. Hornbeck responded to 1756 Barth Road, Belpre, OH, to a report of Paul Christopher being in the home, and acting in a violent and turbulent manner. Occupants in the residence described Christopher as arguing with everyone and slamming a door to the point the jamb was knocked out of the wall. Christopher also was in his mother’s face yelling at her. Occupants called 911 at which time Christopher left the residence. Occupants believed Christopher to be under the influence of some type of drug. Lt. Hornbeck recovered two rifles from the residence as Christopher has been convicted for weapons under disability in the past. A charge of having weapons while under disability was filed on Paul Kenneth Christopher, age 49.
On 7 Aug 19 Deputy A McConnell, while at the Washington County Jail, received a warrant from the Circuit Court of Brooke County, WV, for the arrest of Donald E. Mount on a felony charge for failure to appear for a probation hearing. Donald E. Mount was booked into the Washington County Jail on this date and the information provided by Mounts was compared with the warrant information and found to match. Mounts was given a copy of the warrant as well as a copy of the fugitive from justice charges filed by Deputy McConnell.
On 8 Aug 19 Lt. Hornbeck responded to Dodd Run Road, Marietta, OH, in reference to a dumping complaint. Lt. Hornbeck observed the dumped items and located items with the name of Clinton Campbell, 1231 High Street, Malta, OH, and 714 Warren St, Marietta, OH. Lt. Hornbeck responded to Warren Street and met with Clinton Campbell. Campbell was advised of the dumping complaint being investigated. Campbell admitted he dumped some items there this date. A summons is being requested for Clinton William Campbell, age 24, 714 Warren Street, Marietta, OH, on a charge of littering.

Jeremy Warrior Coleman, 7042 Dale Road, Stockport, OH, failure to appear on an escape charge.
