On 24 Jul 19 the Washington County Sheriff’s Office received a phone call from OnStar regarding the location of a stolen vehicle, a silver 2019, Chevrolet 4-door sedan, bearing Florida Registration.  The vehicle was reported to be at 1145 Walsh Road, Vincent, Ohio.  Lt. Hornbeck spoke with a representative with Parkersburg Police Department and confirmed they had a report for this stolen vehicle and the suspect was, Zachary Phillip Schoolcraft.  Deputy McKee also learned Schoolcraft had multiple active arrest warrants, through the Ohio State Highway Patrol, Belpre Police Department, WCSO, and West Virginia. All of these warrants were confirmed with the agency, and WV advised they would extradite.  Multiple officers responded to the Walsh Road address and noted the vehicle in the driveway.  The VIN was verified through dispatch as entered as stolen.  The homeowner spoke with Deputies and gave consent to search, along with verification that Schoolcraft was inside the residence.  Once inside, Schoolcraft was located trying to hide behind a tall bookcase and the wall. Schoolcraft was detained and searched, finding him in possession of a 1×1 plastic baggie containing a crystal substance, which he admitted was methamphetamine. Also found in his possession was a small straw, with a crystal substance, believed to be methamphetamine. 2 syringes were located near where Schoolcraft was hiding.  While the stolen vehicle was being processed by Parkersburg Police Department Detectives, a Par Mar Gas Station receipt was located.  Lt. Hornbeck responded to said gas station and observed Schoolcraft on video with this stolen vehicle.  Zachary Phillip Schoolcraft, age 27, 1114 Walsh Road, Vincent, OH, was placed under arrest and charged with tampering with evidence, receiving stolen property, possession of drugs, fugitive from justice, possession of drug abuse instruments and illegal use or possession of drug paraphernalia.  Schoolcraft was transported to the Washington County Jail for processing.

On 24 Jul 19 Deputy Young was dispatched to a welfare check on a subject from Morgan County.  Eric Lane Reed, age 39, 4835 Madison Run Road, Stockport, OH, was located and found to be in possession of firearms in his motor vehicle.  Reed was placed under arrest and charged with improperly handling firearms in a motor vehicle.

On 23 Jul 19 at approximately 1609 hours, Deputy J. Hall brought Fred B. Lamp to the Washington County Jail on a drug charge along with obstructing official business.   On 24 Jul 19 Deputy H Tornes filed charges of being a fugitive from justice on Lamp, from the State of West Virginia.

David Eric West, age 37, 35 Aqua Circle, Parkersburg, WV, aggravated possession of drugs, aggravated trafficking; carrying a concealed weapon and improperly handling a firearm in a motor vehicle, all felonies.

Emmett Joseph Mascha, age 22, probation violation, a felony.

Sharon Jean Miller, age 45, 1114 Walsh Road, Vincent, OH, contempt of court, a misdemeanor.

Zachary Phillip Schoolcraft, age 27, 1114 Walsh Road, Vincent, OH, tampering with evidence, receiving stolen property and possession of drugs, felonies, OVI, driving under the influence >.10%, 2 counts no operator’s license, fugitive from justice theft, unauthorized use of a motor vehicle, possession drug abuse instruments and illegal use or possession of drug paraphernalia, all misdemeanors.

Rodney Dakota Hill, age 18, 13228 SR 555, Cutler, OH, receiving stolen property, a felony.

Eric Lane Reed, age 39, 4835 Madison Run Road, Stockport, OH, improperly handling firearms in a motor vehicle, a felony.

Trista Ann Oliver, age 25, 619 Tenth Street, (upstairs), Marietta, OH, contempt of court, a misdemeanor.

Justin Tyler Gibbs, age 27, 515 Smith Street, Marietta, OH, possession of drugs, 2 counts, both felonies.

Victor Branham Whittekind, age 31, 212 Maple Street, Marietta, OH, driving under suspension and improper lane usage, both misdemeanors.

James Travis Hasley, age 40, 516 Smith Street, Marietta, OH, aggravated possession of drugs, a felony.

Delbert Daniel Cain, age 43, 100 Simpson Street, Marietta, OH, aggravated trafficking in drugs, a felony, driving under OVI suspension and possession of drug abuse instruments, misdemeanors.

Brianna Renee Nicole Hanshaw, age 20, 871 Battles Avenue, Akron, OH, probation violation, a felony, driving under suspension and speed, misdemeanors.

There are currently 22 female inmates and 106 male inmates being housed in the Washington County Jail.
