On 23 Jul 19 Deputy Hall and Reserve Deputy Daugherty stopped to assist two male subjects walking away from a disabled vehicle near the intersection of State Route 7 and Dragstrip Road, Belpre, Ohio. Jerry Lee Corbin was identified by his driver’s license, and the other male stated he was Joshua Johnson with a birthdate of 06/28/84. Deputy Hall noted that the Johnson subject was acting suspiciously when talking to him, and knew he was giving false information as he was very nervous, shaking, and not making eye contact with Deputy Hall. Deputy Hall asked Corbin who the other male was and he also said his name was Joshua Johnson. The second male finally identified himself, after almost an hour, as Fred Benjamin Lamp III, DOB: 06/28/82. Deputy Hall learned Lamp had several warrants out of Wood County, WV, for failure to appear, possession of a controlled substance, and obstructing an officer. Corbin later stated he knew the identity of Lamp, just did not know if Lamp had warrants. During a search of Lamp, a small black film container was located in his pants pocket. Lamp advised the container was his and had fentanyl in it. Also located was a tin can, that he stated he was not sure what was in it, stating that Corbin handed it to him when Deputies pulled up. The containers were both searched and a clear baggie with suspected fentanyl was found in the black film container, along with a small aluminum foil fold of suspected methamphetamine. In a presumptive field test of the suspected fentanyl and methamphetamine in both containers, they tested positive for their suspected compositions. Lamp, age 37, Lightner Ridge Road, Stockport, Ohio, was placed under arrest, charged with aggravated possession of drugs 2 counts, obstructing official business and the warrant for obstructing official business out of Wood County, WV. Corbin, age 54, 6401 Lightner Ridge Road, Stockport, OH, was charged with obstructing official business and 2 counts of aggravated possession of drugs. Both subjects were transported to the Washington County Jail.
On 21 Jul 19 Deputy Parks was dispatched to 2035 State Route 550, Bartlett, Ohio, to a report of 2 males yelling at each other in the parking lot of the old Bartlett Elementary School. The vehicles left the parking lot prior to Deputy Parks arriving and a description of the vehicles were given as an SUV headed toward Athens County, and a truck that was headed toward Marietta. Deputy Parks observed an S10 pickup truck parked at the Country Corner Store, and made contact with four males standing near the truck. Deputy Parks observed a dirt bike, orange and white in color, secured in the bed of the pickup. Justin Dille advised Deputy Parks that between 15 Jul 19 and 16 Jul 19 his motorcycle had been stolen from his residence in Morgan County. Dille states a report was filed with the Morgan County Sheriff’s Office on 18 Jul 19. A check was conducted and the dirt bike was found to be entered as stolen by MCSO on 18 Jul 19. Ownership was verified by Deputy Parks. Dille states while at a cookout today and a friend, Ronald Husk, informed him he knew someone who would know where the stolen motorcycle was located. Dille stated contact was made with Rodney Hill, and the two took him to Barth Road, Belpre, Ohio, to make contact with an individual who had purchased the motorcycle from Rodney K. May II in the past week for $400.00. This information was verified with the Barth Road subject who advised that May had taken the motorcycle for a test drive and ditched it, stating he had been involved in an accident with it and took off. Deputy Parks was advised that May approached him later the same day offering to sell it to him. He stated he purchased the motorcycle from Rodney K. May II for $400. Deputy Parks requested warrants through Marietta Municipal Court for Rodney Keith May II, age 32, 1029 Barth Road, Belpre, OH, Ronald Howard Husk, age 20, 285 Wilcoxen Road, Cutler, OH, and Rodney Dakota Hill, age 18, 13228 State Route 555, Cutler, OH, for receiving stolen property.
On 23 Jul 19 Deputy Carr responded to 1170 Tice Run Road, New Matamoras, OH, in reference to a domestic complaint. Heather Howell reported her husband, Curtis Howell, has assaulted her and then left the residence. Howell had a previous protection order and had recently dropped it allowing Curtis to return to the home. On 19 Jul 19 Heather was at a store with a friend, which upset Curtis. Curtis then struck Heather’s vehicle with his truck while she was inside the vehicle. Today, 23 Jul 19, at approximately 0320 hrs. Curtis sent Heather a text message stating very derogatory comments to and about her, which caused Heather to fear for her safety. Heather returned home today at approximately 0630 hrs. when she noticed the truck driven by Curtis and a broken window in the home. Heather went inside and Curtis became aggressive with her, grabbing her by the neck, around her throat, pushing her against a wall and striking her with a closed fist. Curtis then began throwing items about the residence and had taken a knife to the couch cushions during his tirade. Heather then fled the residence and waited for Curtis to leave, later returning home and calling law enforcement. A warrant was requested and issued for Curtis Dean Howell, age 34, for domestic violence.
