On 12 Jun 19 Deputy Brown was dispatched to 12411 County Road Nine, Newport, OH, to an assault complaint. Information was received that Melissa Landis alleged that she had been assaulted by her boyfriend, Steven Smith. Landis later advised deputies that she and Smith had a verbal argument and Smith had struck her hand with an axe handle. Landis further stated that Smith had a handgun and he fired approximately 2 shots in her direction. Landis stated she then left their residence after this and went to a friend’s residence. Deputies went to 12411 County Road Nine, Newport, to meet with Steven Smith. Once deputies arrived Smith was found collecting clothes and personal property, loading it in his truck. Smith advised deputies that he came home around 1230 and no one was home so he began packing his things and planned on going somewhere else to live as he and Landis have been having problems. Smith went on to advise that while he was collecting his things Landis came home. Smith stated Landis went into the home and came out with kitchen knives and threw two knives at him while he was walking away from the house. Smith states she then followed him toward a building carrying a wooden stick, and broke out the driver’s side rear tail light on his truck. Smith advised Landis then produced a 40 cal. Glock handgun and pointed it at him, at which time Smith took a 2×4 piece of wood and hit Landis’ right hand to try and knock the gun from her hands. Landis then got in her truck and began to drive out of the driveway, and was observed by Smith pointing the handgun out the driver’s side window and shot three shots at him. Other deputies spoke with Landis with her story changing about the events of the day. As a result of the evidence collected and the statements made by all parties involved, Melissa Jo Landis, age 41, 12411 CR 9, Newport, OH, was placed under arrest for attempted murder, and transported to the Washington County Jail.
On 12 Jun 19 Deputy McKee responded to 551 Broad Street, Macksburg, OH, to meet with Phyllis Carpenter. Carpenter stated that last evening (6/11) James Westfall, who lives at the residence, assaulted her. Carpenter stated that Westfall “beat” her. Deputy McKee spoke with Westfall and he admitted to hitting Carpenter. James Burton Westfall, age 80, 551 Broad Street, Macksburg, OH, domestic violence, a misdemeanor.

Leann Schaffer, 5004 Stevens Street, Newton Falls, OH, illegal use or possession of drug paraphernalia.
David Eric West, 35 Aqua Cir, Parkersburg, WV, failure to appear on a possession of drugs charge.
Stephen A Andrews, 1209 Walnut Hill Road, St. Mary’s, WV, failure to appear on a trafficking in drugs charge.
Jessie L. Barnett, 1000 W. Broadway, Wellston, OH, theft.
Matthew Foraker, 1003 Campus Drive, Belpre, OH, probation violation on a theft charge.
Lionel Justin Gore, 130 Cemetery Road, New Matamoras, OH, failure to appear on failure to comply with order or signal of officer and driving under suspension, 2 warrants.
Sarah S Morris, 9 Spring Avenue, Vincent, OH, violation of a temporary protection order.
Thomas Dean Joy, 1195 East Branch Road, Lowell, OH, failure to appear on a possessing drug abuse instruments.
Marcus Maurice Kimbrough, 103 Woodcrest Lane, Marietta, OH, failure to appear on a driving under FRA suspension.
