On 16 May 19 Deputies responded to 416 Sixth Street, Lowell, Ohio to a report of Ryan Starkey striking Roe Bules with a pipe and firing a weapon at him and his daughter while they fled 50 Henderson Alley in Coal Run.
Roe Bules reported Starkey would be driving a silver Chevy Cavalier and the weapon he used to shoot at them, he thought, was a small caliber handgun, possibly a .22 caliber. Upon responding to the scene, Deputies observed the Cavalier travelling on SR 60 and conducted a traffic stop. Starkey was identified as the driver and sole occupant. Deputies observed a large metal pipe and a loaded Ruger .22 caliber handgun in the vehicle. Starkey advised Deputies that he knew why he was stopped and that he would be going to prison.
Other Deputies continued responding to Sixth Street, Lowell, to meet with the Bules. Deputies observed Roe Bules and his obvious injuries. Ashley Bules was also present and her injuries were very visible, consisting of several bruises on and around her face, as well as to her legs.
Ashley reports earlier in the day Starkey asked her to come to the bedroom of their residence on Henderson Alley. Ashley went to the bedroom and Starkey began assaulting her because the house was “messy.” Ashley reports being struck in the face 2 to 3 times, along with more strikes to the back of the head and arms after she tried to cover her head.
Ashley states they later left and went to Beverly so he could get beer and cigarettes. When the convenience store did not have what Starkey wanted he began “angry driving” and they ended up on Hupp Road in Morgan County where she (Ashley) was assaulted a second time. Ashley stated she was struck several times in the face and arms all while their children were in the backseat of the vehicle. Ashley did call 911 but Starkey took her phone.
It was later determined that Officers were dispatched earlier this day to a rolling domestic violence call from the Morgan County Sheriff’s Office, which originated on Hupp Road. Morgan County believed the vehicle was possibly headed towards the Beverly area, however, was not located by Officers.
Ashley advised after the incident on Hupp Road she convinced Starkey to take the children to her parent’s house in Lowell, however, he refused to let her out of the car when they arrived. Starkey and Ashley then returned to their Henderson Alley home. Starkey advised Ashley that if she tried to leave “he’d cut me open with a knife from my “explicit….” to my eyeballs.” After being parked in the driveway of their home for a little while, Ashley reports Starkey fell asleep in the car, at which time she was able to get her phone and run to the house, sending her father a text message asking him to come and get her.
Roe Bules arrived shortly thereafter to pick up Ashley and when she came out of the house Roe and Starkey were exchanging words in the driveway. Roe was on a motorcycle and was turning it around when Starkey came at him with a large metal pipe striking him on the arm. Roe continued to move the motorcycle following the assault and once Ashley was on the back and they were attempting to leave, Starkey got in his vehicle and drove towards them. Starkey drove through the yard at Roe and Ashley and produced a pistol out the window and shot directly at them. The round missed both Bules and they were able to flee the area and return to the residence in Lowell.
Ryan Thomas Starkey, age 24, 50 Henderson Alley, Coal Run, Ohio, was placed under arrest, charged with 2 counts of attempted murder, 2 counts of felonious assault, domestic violence, unlawful restraint, and improper handling of a firearm in a motor vehicle. Starkey was transported to the Washington County Jail for processing.
Starkey appeared in Marietta Municipal Court and remains in the Washington County Jail on $500,000 bond.
