On 2 Apr 19 at approximately 0254 hours Deputy Brown was on patrol in the area of Spence Road and SR 339.  A traffic violation was observed and a traffic stop was made on a vehicle driven by Jason Haught. Haught advised he knew he was driving without a valid driver’s license, which was confirmed.  Haught was asked in if there were any weapons in the vehicle at which time he produced a 9mm handgun, which was loaded.  Deputy Brown took possession of the handgun. Haught also admitted to not having a concealed carry license.  Jason J. Haught, age 39, 99 Cherry Hill Lane, Belpre, OH, was placed under arrest for improper handling of a firearm in a motor vehicle and issued a citation for driving under FRA suspension.  Haught was transported to the Washington County Jail for processing.

On 2 Apr 19 Lt. Hunter completed a private property crash report where James D. Mugrage, 405 Fourth Street, Marietta, OH, struck a concrete post in a parking lot.

On 3 Apr 19 Deputy J McConnell was assigned an arrest warrant from the Cambridge Post of the Highway Patrol on William Maxwell Allan, age 21, 995 Joe Skinner Road, Belpre, OH.  Allan was taken into custody and processed at the Washington County Jail.

On 3 Apr 19 Deputy Zide was on patrol when he observed a traffic violation and conducted a traffic stop.  The driver, Penny S. Lewis, was found to have an odor of an alcoholic beverage about her person. Lewis admitted to consuming a pint of Crown Royal.  Lewis submitted to standardized field sobriety tests, which she performed poorly on.  K9 Rita also gave an alert on the vehicle and upon searching the truck, unopened bottles of Bud Light beer were located.  Penny Sharon Lewis, age 53, 2519 Union Mill Road, Houston, TX, was placed under arrest for driving while under the influence of alcohol/drugs, open container, marked lanes, and refuse to submit to test commercial OL.  Lewis was transported to the Washington County Jail for processing.

On 4 Apr 19 an employee of W A Kendall and Co. Inc. reported a Stihl chainsaw valued at $800 removed from their inventory.  The company did not wish to pursue charges in this investigation.  (953)

On 4 Apr 19 Deputy J McConnell responded to Warren High School in reference to Makenzie Braidon Lowe, age 18, 3558 Schoolhouse Road, Little Hocking, OH,  in possession of marijuana.   A summons is being requested for Lowe for possession of marijuana.

On 4 Apr 19 Sgt. Johnson met with Allen Davis, Leith Run Road, New Matamoras, OH, in reference to the theft of red and white oak logs.  This case remains under investigation.

On 4 Apr 19 Deputy A McConnell assisted the West Virginia State Police in the recovery of stolen property.

On 4 Apr 19 Sgt. Holbert conducted an investigation into a possible domestic violence incident in Warren Township.  In speaking with all parties it was determined to be unfounded.

On 5 Apr 19 Deputy Brown met with Amanda Mayle, State Route 555, Cutler, OH, in reference to a broken window in the residence.  This case remains under investigation.

On 5 Apr 19 Deputy Brown responded to 2195 Layman Road, Vincent, OH, in reference to a domestic violence complaint. A broken window was observed on the front of the residence.  Darries Smith reported Destry S. Todd had been drinking and began arguing with him until finally punching Smith on the right side of his head.  Smith’s hearing aid was broken in pieces and Todd then punched the glass on the door, breaking the glass and cutting his hand.  Todd was located and an odor of alcohol was detected on his person, along with Todd having blood on multiple areas of his body.  Todd reported that Smith pushed him through the door and he cut his hand trying to catch himself from falling.  Destry Shane Todd, age 28, 2195 Layman Road, Vincent, OH, was placed under arrest for domestic violence and criminal damaging.  Todd was transported to the Washington County Jail and upon entering the jail a baggie with white crystal substance was located in Todd’s pocket.  Todd was also charged with illegal use/possession of drug paraphernalia.

Leonard Franklin Travis, age, 48, 893 Dry Run Road, Parkersburg, WV, breach of recognizance and 4 counts of theft, all felonies.

Eric Todd Kendall, age 43, 220 Spring Street, Marietta, OH, tampering with evidence and possession of drugs, felonies, drug paraphernalia, probation violation, driving under FRA suspension, failure to maintain marked lane and possession of drugs, all misdemeanors.

Sara Jane Erb, age 34, 24420 State Route 339, Lowell, OH, probation violation, a misdemeanor.

Nicholas Arthur Johnson, age 22, 646 Phillip Street, Marietta, OH, probation violation, a misdemeanor.

Dustin Allen Carpenter, age 27, 105 Gilman Avenue, Lot 2, Marietta, OH, probation violation, a misdemeanor.

There are currently 16 female inmates and 98 male inmates being housed in the Washington County Jail.
