Ohio Organized Crime Investigations Commission Special News Release 27 Mar 19        

An investigation by Agents of the Ohio Organized Crimes Investigations Commission, Washington Morgan Noble Major Crimes Task Force resulted in a search and arrests in Macksburg, Ohio.

On 26 Mar 19 Agents, with the assistance of the Washington County Sheriff’s Office, responded to 324 Second Street, Macksburg, to execute a search warrant.

Deputies encountered an occupied vehicle outside the residence, which was found to have drug abuse instruments inside.   Deputies further received information that drugs were currently inside the home.

A search was obtained and executed at the residence of Hill Franklin Smith.  Agents announced the presence of law enforcement and upon entering the residence,  again announced their presence.  No responses were heard from subjects heard moving about the home.  An announcement of a canine presence was made, a male subject exit the second floor.

Agents located 2 plastic baggies, 1 with methamphetamine and the other containing heroin, along with two pills, and another bag of methamphetamine.   Also located was paraphernalia with residue.

All of the suspected heroin and methamphetamine was field tested and tested positive.

Ricky Joseph Antill, II, age 34, 41900 Joe Shaffer Road, Caldwell, OH, was placed under arrest for possession of methamphetamine, a 5th-degree felony.

Adam  Lee Addlespurger, age 47, 19604 Sherbourne Road, Macksburg, OH, and Jacob Lane Carpenter, age 24, 300 Mechanics Street, Macksburg, OH, were both arrested and charged with obstructing official business, a 2nd-degree misdemeanor.

All three subjects were transported to the Washington County Jail and held without bond pending their appearance in Marietta Municipal Court.

Hill Franklin Smith, age 53, 324 Second Street, Macksburg, OH, is being charged with possession of methamphetamine, a 5th-degree felony.

All subjects appeared in Marietta Meniscal Court on this date and bonds were set at $1500 for Addlespurger,  $2500 for Antill and Carpenter received a PR bond.

The Task Force is part of Ohio Attorney General David Yost’s Organized Crime Investigation Commission and is comprised of representatives of Post 84 of the Ohio State Highway Patrol; Washington, Morgan and Noble County Sheriff’s Offices; the Marietta, Belpre and McConnelsville Police Departments; and the Washington, Morgan and Noble County Prosecutor’s Office.
