On 23 Nov 18 Sgt. Parks was dispatched to 330 Browns Road, Marietta, OH, to a report of 2 subjects involved in a fight.  Sgt. Parks met with subjects at the residence where Melissa Warrener and Jeffrey Worstell reside.  Warrener stated that Worstell came home from hunting and became upset with her.  The two argued and after attempting to leave and trying to retrieve some items, Warrener began banging on the door.  Worstell was observed exiting the residence and grabbing Warrener and throwing her to the porch floor.   Jeffery Dean Worstell, age 34, 320 Browns Road, Marietta, OH, was placed under arrest for domestic violence.   Approximately an hour after leaving the residence with Jeffrey Worstell, Sgt. Parks was dispatched back.  It was reported that Melissa Warrener was inside the residence throwing things out and potentially damaging the trailer. Sgt. Parks met with the occupants and observed a broken television set in the front yard, which was not there before.  Warrener was asked about this and she stated she had damaged the television which belonged to Jeffrey Worstell.  Also noted were several mirrors smashed, which hung on the living room wall, which was not like that when Deputies were there earlier.  Warrener admitted to breaking these mirrors as well.  Warrener was drinking Jim Beam whiskey directly from the bottle as Deputies spoke with her.  Warrener’s probation officer was contacted and advised to place her under arrest for probation violation.  The Worstells requested charges be filed on Warrener for breaking the items in the home that belonged to them.  Melissa Dawn Warrener, age 38, 330 Browns Road, Marietta, OH, was transported to the Washington County Jail on charges for probation violation, and 2 counts criminal damaging.

On 25 Nov 18 Deputy A McConnell responded to Cutler, OH, in reference to Aaron Goins throwing a cell phone at a vehicle, causing damage, as well as breaking the phone.  A summons is being requested for Aaron Christopher Goins, age 46, 1830 State Route 550, Cutler, OH, on a charge of criminal damaging.

On 25 Nov 18 Deputies responded to Lower Salem, Ohio, to a report of Andrew McCarty being in the area.  McCarty currently had active warrants for his arrest.  Deputies arrived in the area of Hickory Street and observed a male exit a residence.  When asked if he was Andrew he stated no, and provided another name.  A positive identification was made by Deputy Parks that the subject was, in fact, Andrew McCarty.   Upon giving commands to McCarty, he began struggling with Deputy Parks.  A struggle ensued with other Deputies and McCarty in which all subjects fell from a porch, with McCarty then fleeing the area on foot.  McCarty was unable to be located.  A warrant was requested and issued through Marietta Municipal Court charging McCarty with resisting arrest and 2 counts of assault.  On 26 Nov 18 Deputies again responded to the Lower Salem area.  McCarty again attempted to flee out the front door, however, was met by Deputies and K9 Largo.  McCarty retreated back into the residence and was placed under arrest without incident.

On 25 Nov 18 Sgt. Parks was dispatched to the Holiday Inn Express, 970 Pike Street, Marietta, in reference to Jeremy M. Phipps refusing to pay for his hotel room.  Hotel personnel continued to request Phipps leave the property, however, he refused, stating people were coming to pay his bill.   Sgt. Parks met with Phipps and escorted him off the property, advising him not to return.  A few hours later Deputies were again dispatched to the Holiday Inn Express as Phipps was back on the property.  A search of the area was conducted and Phipps was located and advised he was being arrested for trespassing.  A search of Phipps and his property revealed a couple of clear crystal-like rocks, resembling crystal methamphetamine, a digital scale and $30.00.  A field test of the crystals gave a positive indication for methamphetamine, weighing 2.43 grams.  Jeremy Michael Phipps, age 39, was charged with possession of drugs and criminal trespassing.

On 25 Nov 18 Sgt. Johnson conducted a traffic stop in Marietta Township after a vehicle turned in front of him, almost causing a collision.  The driver, Gary D. Kelly, admitted to consuming alcoholic beverages after an odor of alcoholic beverages was detected on his person.  Field sobriety tests were conducted, and a portable breath test was given.  Gary Dale Kelly, age 72, 4600 Sandhill Road, Marietta, OH, was placed under arrest for driving under the influence of alcohol/drugs.  Kelly was transported to the Washington County Jail for processing where he tested .13 BAC.

On 26 Nov 18 Deputy Hall responded to Oxbow Road, Belpre, OH, to a report of a temporary protection order being violated. The victim was issued a protection order in Marietta Municipal Court on 21 Nov 18 against Matthew Moyers.  Moyers had continued sending text messages after receipt of his copy of the protection order.  Matthew Robert Moyers, age 41, was placed under arrest for violating a protection order and was transported to the Washington County Jail.

Melissa Dawn Warrener, age 38, 330 Browns Road, Marietta, OH, probation violation, and 2 counts criminal damaging, all misdemeanors.

Jeffrey Dean Worstell, age 34, 320 Browns Road, Marietta, OH, domestic violence, a misdemeanor.

Justin Lee Ashcraft, age 43, 130 Mills Street, Waterford, OH, domestic violence, a misdemeanor.

Terik M. Terrell, age 25, 8346 S. Oglesby Avenue, Chicago, IL, obstructing and resisting arrest, both misdemeanors.

Joseph Michael Porter, age 22, 27250 State Route 7, Marietta, OH, disorderly conduct, probation violation and breach of recognizance, all misdemeanors.

Joseph Daniel Boggs, age 38, 6422 Lakewood Village Drive, Catlettsburg, KY, driving under the influence of alcohol/drugs and driving the wrong direction on the roadway, both misdemeanors.

Joshua Allen Groves, age 29, 106 Alta Street, Apt. H2, Marietta, OH, driving under the influence of alcohol/drugs, driving under the influence, .11 of 1 grams or more/but less .238 of 1 gram, no seat belt, driving under suspension,  violating rules of starting/backing, and speed, all misdemeanors.

Dontae Davon Owens, age 39, 6036 Leafridge Lane, Columbus, OH, warrant for probation violation.

Antonio Jamar Kelly, age 27, 1304 Pearl Street, Homer, LA, improper handling of a firearm in a motor vehicle, a felony, carrying a concealed weapon, speed, and drug paraphernalia, all misdemeanors.

Janet Marie Gibbs, age 47, 129 Muskingum Drive, Marietta, OH, on a warrant for theft, a felony.

Gary Dale Kelly, age 72, 4600 Sandhill Road, Marietta, OH, driving under the influence of alcohol/drugs, a misdemeanor.

Jeremy Michael Phipps, age 39, homeless, criminal trespassing, a misdemeanor, and possession of drugs, a felony.

David Aaron Hansen, age 41, 832 Ridge Street, Marietta, OH, disorderly conduct, 2 counts, both misdemeanors.

Matthew Robert Moyers, age 41, 401 Lancaster Street, Apt. 1, Marietta, OH, violation of a protection order, a misdemeanor.

There are currently 14 female inmates and 90 male inmates being housed in the Washington County Jail.
