On 17 Oct 18 Sgt. McGilton requested a summons be issued to Megan Jean Newlon, age 28, 2140 Huck Road, Lowell, OH, for failure to restrain a dog. On 7 Oct 18 a cyclist reported cycling along Huck Road when a tan and white mixed breed dog ran from the porch of 2140 Huck Road, Lowell, Ohio and onto the roadway. The dog ran out in front of the bicycle causing the dog and bicycle to collide. The cyclist wrecked his bicycle and struck the pavement, causing his helmet to crack and an abrasion to his leg. Sgt. McGilton later met with Megan Newlon and advised her of this incident. Newlon was not aware the incident occurred and advised there are five other dogs in that area that run loose on a regular basis. Newlon stated her dog did not typically leave her property, but it did on that date. Newlon’s dog was observed limping and it appeared the dog had injuries consistent with being struck by something. Newlon requested Sgt. McGilton investigate further as to the others dogs that may be involved. Sgt. McGilton checked on six dogs in the proximity of Newlon’s address and photographed each dog. The cyclist was notified and upon viewing the photographs identified Newlon’s dog as the one he collided with on 7 Oct 18. Newlon was then advised of Sgt. McGilton’s findings and that a summons would be requested for failing to restrain her dog.
