Ohio Organized Crime Investigations Commission Special Release 29 Jun 18
An investigation by Agents of the Ohio Organized Crimes Investigations Commission, Washington Morgan Noble Major Crimes Task Force resulted in the search of two Newport residences and multiple arrests.
On 29 Jun 18 Agents executed a search warrant at 20 Charles Street and 80 Heeter Road, Newport, Ohio. James Lowers and Samantha Burns reside at Charles Street and Larry Loy and Melody Keene reside at Heeter Road.
Agents made entry into the garage at Charles Street and located Burns, Lowers, and Paul Wright. The garage was searched, locating four plastic bags containing approximately 101.66 grams of methamphetamine, digital scale and numerous 1X1 plastic bags.
In the back yard at Charles Street Agents located 10 marijuana plants, which Burns advised were hers. The weight of the marijuana plants was approximately 539.47 grams.
Agents searched Paul Wright locating three small metal tins with suspected methamphetamine, weighing approximately 1.19 grams.
Agents confirmed the distance from 20 Charles Street to the school was 798 feet. The bulk amount on methamphetamine confiscated was 3 grams.
While searching the Heeter Road location Agents confiscated two small plastic baggies of methamphetamine and an Oxycodone (30mg) tablet on Larry Loy’s person. The total weight of the methamphetamine was 0.71 grams.
Agents also located a small baggie with 0.03 grams of methamphetamine, in close proximity of Loy’s location.
Upstairs, Agents encountered Brandon Loy and Miranda Hackathorn. A methamphetamine glass smoking device, with meth residue, was located next to the bed they were found in.
Melody Ann Keene, age 64, was located in the kitchen area of the home. Agents learned Keene had outstanding warrants from Licking County and Belmont County, Ohio, and was placed under arrest on those warrants.
Brandon Lee Loy, age 22, 80 Heeter Road, Newport, Ohio, was arrested for possession of methamphetamine, a 5th degree felony.
Larry Dean Loy, age 59, 80 Heeter Road, Newport, OH, was arrested for possession of methamphetamine and possession of a controlled substance (Oxycodone), both 5th degree felonies.
Miranda Leigh Hackathorn, 4680 Cow Creek Road, St. Mary’s, WV, was arrested for possession of methamphetamine, a 5th degree felony.
James Justin Lowers, age 39, 20 Charles Street, Newport, OH, was arrested for trafficking methamphetamine within the vicinity of a school, a 1st degree felony.
Paul James Wright, age 30, LKA 206 Broughton Avenue, Marietta, Ohio, was arrested for possession of methamphetamine, a 5th degree felony.
Samantha Jean Burns, age 37, 20 Charles Street, Newport, OH, was arrested for cultivation of marijuana within the vicinity of a school, a 4th degree felony.
All individuals were transported to the Washington County Jail for processing where they await an appearance in Marietta Municipal Court.
