Ohio Organized Crime Investigations Commission 

Special News Release 16 May 18

An investigation by Agents of the Ohio Organized Crimes Investigations Commission, Washington Morgan Noble Major Crimes Task Force resulted in a search warrant and the arrest of six individuals.

On 15 May 18, Agents observed Chelsea Hayes and Richard Hawkins meeting with Kenneth Barnhart, making a suspected drug deal. Hawkins and Hayes left in a vehicle at which time a traffic stop was conducted upon the subjects. Both Hayes and Hawkins admitted that they had just purchased 1.83 grams of heroin from Kenneth Barnhart. Hawkins admitted to telling Hayes to hide the suspected heroin which she did but later surrendered to Agents. Richard Hawkins, age 47, 829 Ridge Street, Marietta, Ohio and Chelsea Hayes, age 27, 715 Cisler Drive, Marietta, Ohio (LKA)  were both arrested and transported to the Washington County Jail where they were charged with heroin possession, a fourth degree felony and tampering with evidence, a third degree felony.

Agents executed the search warrant, where they located Brent Deeter, Austin Dulaney, Dorthy Lucas and Kenneth Barnhart.  Agents located two sets of digital scales with a powdery residue, a makeup bag containing $1355 cash, 14.07 grams of methamphetamine, 14.39 grams of heroin, a box of plastic baggies, and measuring spoon with powdery residue. In addition $234 of cash was found inside a backpack belonging to Brent Deeter along with 1.5 grams of heroin on his person.

Kenneth Barnhart, age 37, 10274 SR 550, Marietta, Ohio was charged with trafficking in heroin, a fourth degree felony. Austin Isaac Dulaney, age 19, 915 McCarrick Ct., Reynoldsburg, Ohio, and Dorthy Ann Lucas, age 22, 9075 SR 377, Chesterhill, Ohio were charged with trafficking in heroin, a second degree felony and trafficking in methamphetamine, a third degree felony. Brent Deeter, age 38, Williamstown, West Virginia, was charged with trafficking in heroin, a fourth degree felony. All the subjects were transported to the Washington County Jail for processing.

On 16 May 18 the subjects appeared in Marietta Municipal Court. Barnhart is being held on a $10,000 bond.   Deeter, Hawkins, Dulaney and Lucas are each being held on $75,000 bond and Hayes is being held on $23,000 bond.

The Washington Morgan Noble Major Crimes Task Force is part of Ohio Attorney General Mike DeWine’s Organized Crime Investigation Commission and is comprised of representatives of Post 84 of the Ohio State Highway Patrol; Washington, Morgan and Noble County Sheriff’s Offices; the Marietta, Belpre and McConnelsville Police Departments; and the Washington, Morgan and Noble County Prosecutor’s Office.
