On 17 Apr 18 Deputy Brown was working at the Washington County Jail and responded to an assault complaint. Edward Murphy states that while in the dorms two inmates were arguing and Murphy asked them to go somewhere else while arguing. Murphy states he was then in his bunk talking to one inmate when Cody Hinkle came up from behind him and began hitting him in the head several times. Deputy Brown observed marks to Murphy’s head consistent with the events that occurred. Hinkle states that Murphy got in the middle of his argument with the other inmate and admitted to striking Murphy. Cody Bryant Hinkle, age 25, 47393 Centerville Jacobsburg Road, Jacobsburg, was charged with assault through Marietta Municipal Court.
On 19 Apr 18 Deputy Schwendeman issued a citation to Colleen M. Riley, 634 Third Street, Marietta, Ohio, for violation of marked lanes and Dalton L. Burt, 430 Spears Hill Road, Stockport, Ohio, for seat belt violation.
On 19 Apr 18 Freddy Dale Taylor Jr., age 46, 209 Fifth Street, Lowell, was brought into the Washington County Jail for processing. During the processing of Taylor, a loaded syringe with suspected heroin was located in a pocket of his coat. Taylor confirmed the syringe contained heroin. A charge of illegal conveyance into the detention facility and possession of drugs, were filed on Taylor through Marietta Municipal Court.
On 20 Apr 18 Deputy McKee along with the Grandview, Newport and New Matamoras Volunteer Fire Departments responded to North Fork Road to the Marilyn Haynes residence that was totally engulfed in flames. This case remains under investigation.
On 21 Apr 18 Deputy Schwendeman responded to 210 State Route 339, Belpre, Ohio, in reference to Dakota Lawson reporting his brother, Ruben D. Plasencia, was threatening everyone at the residence, and had fled the area. All victims were interviewed and reported Plasencia came to the home intoxicated and began yelling and threatening them, even throwing a crowbar at one victim. Plasencia also was observed picking up a dog crate and slamming it on the ground, while the dog was inside. Ruben David Plasencia, age 28, was located and placed under arrest for three counts of domestic violence and one count of cruelty to animals. Once transported to the Washington County Jail, Plasencia submitted to a PBT with the results being .121.
On 21 Apr 18 Deputy Zide responded to 66 Arrowhead Road, Little Hocking, to assist Deputy Hall with an individual who was found passed out in his vehicle. Deputy Hall observed the male, later identified as David Francis Toncray, Jr., passed out in the driver’s seat with the vehicle running. Toncray was given standardized field sobriety test by Deputy Hall, which he performed poorly on. Toncray was administered a PBT, which yielded a result of .171 BAC. David Francis Toncray Jr., age 32, 7201 Veto Road, Belpre, Ohio, was placed under arrest for having physical control of a vehicle while under the influence. Toncray was transported to the Washington County Jail for processing and once at the jail Toncray submitted to the BAC which yielded a result of .135 BAC.
On 20 Apr 18 Deputy Brown, while working at the Washington County Jail responded to a fire alarm, which was activated in a dorm within the jail. After completing the investigation, and finding no fire, water from the sprinklers was observed in the area where Cody Bryant Hinkle, age 25, 47393 Centerville Jacobsburg Road, Jacobsburg, Ohio, was being held. It was determined that Hinkle had damaged the sprinkler in this area. Hinkle admitted to breaking the sprinkler. Hinkle is being charged with criminal mischief, a 5th degree felony, and disrupting public safety, a 4th degree felony.
On 22 Apr 18 a Boxer and Beagle belonging to the residents of 112 Mill Street, Waterford, ran loose from approximately 2230 hours until approximately 0300 hours. These two dogs ran onto other neighbor’s properties and barked all through the night. There were a total of 4 separate complaints in reference to these dogs, which has been an ongoing issue. Sgt. McGilton made contact with Roxane Spicer, the owner of the Boxer. Roxane states the Beagle belongs to Cyril Pletcher. Roxane was advised she was responsible for restraining her dog(s) and would be cited for failing to restrain. A summons for failure to restrain will be requested through Marietta Municipal Court for Roxanne Spicer, age 38, and Cyril Pletcher, age 38, 112 Mill Street, Waterford, Ohio.

Isaac Martin, age 47, 106 Meadow Crest Lane, Little Hocking, Ohio, domestic violence, 2 counts, 4th degree felonies; 60 days Washington County Jail.
Travis James Eue, age 34, 207 Florence Street, Belpre, Ohio, robbery, 2nd degree felony; 4 years Orient.
Carl Dennis Robison, age 24, 235 Johnson Road, Marietta, Ohio, burglary, 2nd degree felony, 4 years Orient.
Amy Leigh Davis, age 32, 34 Cherry Hill Lane, Belpre, Ohio, probation violation, a felony, 90 days – Star Program.

Shanee L. Betz, 3633 Ellis Avenue, Canton, Ohio, for two warrants of failure to appear. Original charges were endangering children and driving while under the influence of alcohol/drugs.
Brian K. Edgar, 445 Goss Fork Road, Whipple, Ohio, for three warrants of probation violation. Original charges were possession drug abuse instruments, endangering children and unauthorized use or motor vehicle.
Charles W. Dalton, III, 9536 Heston Road, Kimbolton, Ohio, for failure to appear.
