WCSO NEWS RELEASES FOR 9 APR 18
On 2 Apr 18 while on patrol in Warren Township, Washington County, Sgt. McGilton observed multiple chickens belonging to Raymond Bailey running loose. Sgt. McGilton observed some of the chickens along State Route 550 and several were on other neighbors’ property grazing in their yards and in their landscaping. Sgt. McGilton had received multiple complaints in the recent past of Bailey’s chickens running loose and on others property. Sgt. McGilton made contact with Bailey who advised he did have all his animals restrained, due to the muddy conditions and was afraid he would be charged with cruelty due to the mud, so he let them loose. Sgt. McGilton requested a summons be issued to Raymond J. Bailey, age 56, 16040 SR 550, Fleming, Ohio, for animals at large.
On 6 Apr 18 Sgt. Holbert responded to 368 Stanley Mills Ropad, Little Hocking, in reference to a suspicious vehicle. The vehicle was observed hung up in the front yard of the residence and was immobile. Sgt. Holbert made contact with the occupant who stated her acquaintance fled the scene upon Sgt. Holbert’s arrival. Sgt. Holbert was advised this subject was Kyle Herwald. Sgt. Holbert observed several items inside the van that appeared suspicious in nature. When questioned, the subject advised that Kyle entered the residence, brought the items outside and put them in the van. The subject advised she was unaware of Kyle’s intentions with the items because he stated he knew the owner of the property. Contact with the property owner was made and the items were described to him. The homeowner stated he knew Kyle, however had not given him permission to take the items or enter his property. Sgt. Holbert prepared charges for burglary against Kyle Herwald, 1625 Ridgeway Avenue, Parkersburg, WV, and requested a warrant through Marietta Municipal Court.
On 6 Apr 18 Deputy Schwendeman responded to 177 Wingrove Drive, Belpre Township and met with Laura Lowther. Laura reported her brother, William R. Lowther, and her had had an argument. Dispatch also advised that William was combative and had fled the home. Laura avdised a verbal argument turned physical when William “chest bumped” her and shoved her. William was unable to be located and based on the circumstances Deputy Schwendeman requested a warrant be issued for William R. Lowther, age 37, 1602 Deerwalk Highway, Waverly, WV, on a charge of domestic violence.
On 7 Apr 18 Sgt. Holbert along with the Devola, Salem and Fearing Volunteer Fire Departments responded to 35 Garden City Road, Marietta, to a fire at that location. Fire personnel quickly extinguished the fire. Roger Newberry stated he had stoked a fire on one end of the building and then had left the property. No foul play is suspected
On 7 Apr 18 Deputy A. McConnell began an investigation regarding identity fraud in Warren Township. This case remains under investigation.

Jeffrey Snider, 1125 King’s Ridge Road, St. Marys, WV, for probation violation. Original charge was possession of drugs.
Casey G. Reed, 1503 Staunton Avenue, Parkersburg, WV, for failure to appear. Original charges were carrying concealed weapon and open container.
Justin B. Hines, 271 Muskingum Drive, Marietta, Ohio, for failure to appear. Original charge was probation violation.
Samuel R. Ward, 130 Bell Cemetery Road, New Matamoras, Ohio, for disorderly conduct.
Thomas A. Statkiewicz, 812 W. 8th Street, Parkersburg, WV, for failure to appear.
William R. Lowther, 1602 Deerwalk Highway, Waverly, WV, for domestic violence.
Marcus G. Boothby, 10 Browns Road, Marietta, Ohio, for failure to appear. Original charge was domestic violence.
Brandy N. Carder, 60 Herning Lane, Parkersburg, WV, for failure to appear. Original charge was possessing drug abuse instruments.
Brandon M. Hall, 721 Ohio Avenue, Belpre, Ohio, for failure to appear. Original charge was driving under suspension.

Steven Alen Siegel, age 28, 1 ½ 8th Street, Belpre, Ohio, for receiving stolen property and having weapons under disability, both felonies.
Bradley Dean Drake, age 38, 60213 Bliss Road, New Concord, Ohio, on a warrant for contempt of court, a misdemeanor.
William Eugene Gajovski, age 36, 10264 SR 212, Apt. K, Bolivar, Ohio, for failure to reinstate, a misdemeanor.
David Wayne Wriston, age 33, 683 Wynncrest Drive, Marietta, Ohio, for theft and possession of drugs, both felonies.
Virginia Marie Moyers, age 35, 359 Watertown Road, Waterford, Ohio, on a warrant for driving under suspension, OVI and no seatbelt, all misdemeanors.
Alicia Dawn Miller, age 34, 9534 N. State Route 60 NW, McConnelsville, Ohio, on warrants for two counts of possession of drugs, aggravated trafficking in drugs, trafficking in drugs and possession of drugs schedule I, all felonies.
Eddie Lee Wise, age 21, 11271 Hebron Road, St. Marys, WV, on a warrant for driving while under the influence, a misdemeanor.
Corey Mark Porter, age 32, 55 E. Wildwood Drive, Parkersburg, WV, for no operator’s license, a misdemeanor.
Kendall Shane Church, age 37, 903 Morgan Avenue, Belpre, Ohio, on a warrant for nonsupport of dependents, a misdemeanor.
There are currently 29 female inmates and 116 male inmates being housed in the Washington County Jail.
