On 25 Dec 17 at approximately 2147 hours a Bassett Hound registered to Jeffrey Jurin, 1600 Sheets Run Road, Marietta, ran loose from the residence.  Jeffrey’s dog ran onto another neighbor’s property while loose and caused their dog to bark continuously.   Mrs. Jurin advised Jeffrey let the dog outside unrestrained and it took off.   The Jurins received a phone call from the neighbor who advised the dog was loose on their property and requested them to retrieve it, which they did.   Sgt. McGilton is requesting a summons be issued to Jeffrey S. Jurin, age 46, for failing to restrain a dog.

On 26 Dec 17 Deputy Schwendeman began an investigation at 21 Clifton Road, Little Hocking, in reference to storage buildings being entered at Stow It Self-Storage.   Items stolen include ammunition, toolbox and tools, Dewalt circular saw, Dewalt sawzall and tile saw.  This case remains under investigation.

On 27 Dec 17 Deputy Zide began an investigation into a possible domestic violence incident.  In speaking with all parties it was determined to be unfounded.  Case closed.

On 27 Dec 17 Thomas Turner of Turners One Stop, 18971 State Route 339, Waterford, reported currency missing from the business.  This case remains under investigation.  (1007, 712)

On 27 Dec 17 Deputy Johnson along with the Fearing, Little Muskingum, Newport and Reno Volunteer Fire Departments were dispatched to 550 Archers Fork Road, to a house fire.

On 27 Dec 17 Deputy Allender began an investigation in reference a 17 year old female being a runaway.  On 29 Dec 17 Deputy Allender received information that the juvenile and her mother were on station at another law enforcement agency.

On 27 Dec 17 Deputy McKee issued a citation to Kodi Murphy, 50406 Bigley Ridge Road, Long Bottom, OH, for fictitious registration and suspended driver’s license.

On 27 Dec 17 Deputy Zide observed a Chevy sedan bearing OH registration southbound on I 77 pass his location.  Deputy  Zide observed the vehicle cross the right fog line several times.  A traffic stop was conducted, identifying the driver as Abigail Eileen Jennings, age 18, 4511 Legends Drive, Southern Pines, NC, who appeared extremely nervous, with shaking hands.   K9 Rita was taken around the vehicle giving a positive indication for narcotics.  A search of the vehicle revealed marijuana and multiple marijuana paraphernalia items   Deputy Zide is requesting a summons be issued to Jennings for possession of marijuana and possession of marijuana paraphernalia, both misdemeanors.

On 27 Dec 17 at approximately 2050 hours Lt. Hornbeck and Deputy Parks were dispatched to 200 Edmar Avenue, Marietta.  Kristie Fickiesen reported she was afraid that Joseph V. Safety would return today to her residence, so she stayed with a neighbor.  Fickiesen states that the male subject was at her front door at that time.  Fickiesen states on 26 Dec 17 she blocked Safety through different forms of communication, and Safety then called her employment.  Contact was made with Safety and he was advised to cease and desist all contact with Fickiesen.  Safety was also advised reference trespassing and telephone harassment charges.  Fickiesen reports that at 2135 hours Safety had text her again.  Fickiesen states that earlier in the evening on 26 Dec 17 Safety blocked her vehicle from leaving an establishment in Marietta where they were having dinner.   Once they had left that location Safety had called Fickiesen numerous times in a short time period.  The Sheriff’s Office did respond to Fickiesen’s residence on this date (12/26/17) to a report of the male suspect being at the location and refusing to leave.  No report was initiated due to the victim not wishing to provide suspect information at that time, and the suspect being gone from the residence.   Fickiesen advised Deputy Parks that she does fear for her safety.  Joseph V. Safety, age 65, 104 West Spring Street, Marietta was located at his residence and  placed under arrest for menacing by stalking and processed at the Washington County Jail.

On 28 Dec 17 Sgt. Reeder along with the Warren Volunteer Fire Department responded to the scene of a deceased male.  No foul play is suspected.  Case closed.

On 28 Dec 17 Darren McCutcheon, 840 Echo Valley Road, Waterford, reported firearms removed from his property.  This case remains under investigation. (1007)

On 28 Dec 17 employees with Par Mar Store, 66 Arrowhead Road, Little Hocking reported the theft of work gloves. This case remains under investigation. (1007)

On 28 Dec 17 Deputy Allender became aware of information regarding Joseph  V. Safety, who had been released from jail on this date after having been arrested on 27 Dec 17.  Information was that co-workers of Kristie Fickiesen had witnessed a possible protection order violation occurring after Safety’s release from jail, and a protection order put in place.  Deputy Allender spoke with a witness who was at a café purchasing items for several employees when he encountered Safety.  Safety insisted on paying for the items and advised the individual not to tell Fickiesen that he had purchased the items, then stating for him to tell her that he paid for them.  Safety’s vehicle was observed parked in close proximity to the victim’s employment, and he was observed by co-workers at the vehicle.  Upon Fickiesen leaving her work and pulling onto the street, Safety was observed in his vehicle exit a lot and proceed in the same direction as Fickiesen.  Deputy Parks made contact with Fickiesen who stated that upon the co-worker returning from the café he advised her she did not owe any money as Joseph had paid for the drinks.  Fickiesen states that she then looked outside and observed Safety walking on the opposite side of the street to his vehicle.  Based on this information Deputy Allender requested a warrant through Marietta Municipal Court for Joseph Safety for menacing by stalking, a 4th degree felony, and 2 counts of violation of a protection order, both 1st degree misdemeanors.  The warrants were issued on 29 Dec 17 and Joseph Vincent Safety II, age 65, 104 W. Spring Street, Marietta, was placed under arrest on 30 Dec 17 and processed into the Washington County Jail.

On 28 Dec 17 Bernard Bookman, 444 Cross Road, Belpre, reported returning to his home from being outside and found a male subject , unknown to him, standing in his home, who he chased from the residence.  This case remains under investigation.  (608)

On 29 Dec 17 Deputy Zide was dispatched to Marietta Township to a possible domestic violence incident.  In speaking with all parties it was determined to be unfounded.

On 29 Dec 17 Sgt. Mankins issued a citation to Gary E. Luke, 225 S. 7th Street, Marietta, for speed, 70 mph in a 55 mph zone.

On 29 Dec 17 while patrolling Interstate 77 Deputy Zide observed a black Ford passenger car bearing NC registration pass his location traveling well below the posted speed limit.  Deputy Zide followed the vehicle, with the driver crossing the fog line.  A traffic stop was conducted and the driver, identified as Daniel Peden, 428 Hawthorne Lane, Charlotte, NC, appeared to be nervous, as his hands were shaking.   Peden was advised that K9 Rita would be taken around the vehicle with Peden advising that there was marijuana in the trunk of his car.  A search of the vehicle revealed marijuana and a marijuana grinder.   A summons will be requested for Daniel Peden for possession of a controlled substance and possession of marijuana paraphernalia.

On 29 Dec 17 at approximately 1717 hours a call was received in reference to a suspicious male on Jennings Hill Road, Marietta, Ohio.  Major Hawkins met with Kyle C. Morrison.  Morrison had three syringes in his pocket and advised Major Hawkins that he was dropped off by Lindsey Tornes and was waiting for her to return and pick him up.  Adult Parole Authority was contacted regarding Morrison being with Tornes and a holder was placed on Morrison to be taken into custody and transported to the Washington County Jail.  A holder was placed on Lindsey Tornes who is on parole.  Deputies arrived to the location to transport Morrison to the Washington County Jail.  Detective McPeek was en route to the location and passed Tornes and upon catching up to the vehicle he conducting a traffic stop finding the driver to be Lindsey M. Tornes.  Tornes was asked to exit the vehicle and she advised that she had just dropped off Morrison and was returning to pick him up.  Tornes was advised that she was being placed under arrest on the holder from the Adult Parole Authority.  Detective McPeek could view an orange needle cap on the driver’s seat and another cap on the floorboard.  Tornes was asked if there were syringes or drugs in the car and she stated there were not, and gave permission to search the vehicle.  Detective McPeek located 10 syringes in Tornes’ purse and a spoon with a small cotton ball with residue in her center console.  Tornes advised she did not know these items were there and that they must belong to Morrison.  Tornes was transported to the Washington County Jail for processing.  Upon entry to the facility Tornes was advised of the consequences of conveying into the detention facility.  As Correction Officers were processing Tornes a small baggie of methamphetamine was found stuck to Tornes’ skin inside her bra.  Tornes advised the Officer that it was methamphetamine and she forgot about it.  Kyle Casey Morrison, age 22, homeless, was charged with probation violation and possession of drug instruments, both misdemeanors.  Lindsey Mae Tornes, age 27, 1160 Hadley Hollow Road, Marietta was charged with probation violation, drug possession and illegal conveyance into a detention facility, all felonies.  Both Tornes and Morrison were processed into the Washington County Jail.

On 29 Dec 17 Sgt. Holbert along with the Reno and Little Muskingum Volunteer Fire Department responded to 353 Cow Run Road, Marietta, Ohio, to a fire report.  Fire personnel arrived prior to Sgt. Holbert and the fire departments and were able to extinguish the small stove fire with a fire extinguisher.  The stove was the area of the fire and the damage is estimated to be $1000.  No foul play regarding the fire is suspected.

On 29 Dec 17 at approximately 20:20 hrs. Deputy Schwendeman responded to the Dunham Square Convenience Store, 3876 State Route 339, Belpre, in reference to a male subject passed out in his vehicle with a beer can in his lap.  Deputy Schwendeman arrived and observed a vehicle matching the description given by the caller backing out of a parking space and driving through the lot.  Deputy Schwendeman activated his emergency lights and the vehicle pulled into a parking spot in front of the store.  Deputy Schwendeman approached the vehicle and made contact with the driver and only occupant, William E. Obrien.  William was asked if he had been drinking and he said he had been earlier in the night.  A strong odor of alcoholic beverage could be detected on/or about William’s person.  William’s eyes were glassy and his speech was slurred also.  William was asked if he had any open beers in the vehicle and he said no.  William was then asked if a search could be done of the vehicle, to which he consented.  Deputy Schwendeman then located an empty 12-pack box of Busch Light beer in the back seat of the vehicle, along with another 12-pack of Busch Light on the passenger seat with only 11 cans in it.  A nearly empty can of Busch Light was also located on the passenger-side floorboard.  William advised he had consumed approximately six beers since 1800 hrs.  William consented to a series of standard field sobriety tests and performed poorly on them.   William Eugene Obrien, age 53, 650 King Avenue, Cutler, was placed under arrest for having physical control of a vehicle while under the influence and operating vehicle under the influence of alcohol or drugs and transported to the Washington County Jail for processing.  Williams refused to submit to a breath sample but did submit to a PBT by jail personnel with a result of .161.

On 30 Dec 17 Deputies Hall and Johnson responded to 580 Ridgewood Boulevard, Belpre, for a reported domestic violence incident.   The caller, Nicole Irvine, met with Deputies and reported Nicholas Proscia was in the bedroom.  Deputies asked Nicholas to come out of the bedroom and were met with verbal resistance.  Contact was made with Nicholas in the bedroom and he was placed in handcuffs. Nicholas reported he had returned home from a bar, came in through the sliding glass door into their bedroom, and went to sleep.  Nicholas states he was woke up by Nicole spraying him with pepper spray.  Nicole reported Nicholas came in though the sliding glass door and started yelling at her as he believed she was cheating on him.  She further stated that after a brief argument, Nicholas grabbed her hand and twisted it causing her right index finger to immediately swell and bruise.  Nicole states after this happened she was afraid of what he would do further and sprayed him in the face with pepper spray before locking herself in a separate room and calling 911.  Nicholas had also tipped over the Christmas tree and pulled a live tree out of a pot causing a mess throughout the living room. Nicholas Anthony Proscia, age 41, 580 Ridgewood Boulevard, Belpre, was placed under arrest for domestic violence, and transported to the Washington County Jail.

On 30 Dec 17 Deputy Zide was patrolling Interstate 77 when he observed a silver Toyota Celica, bearing Ohio registration following a vehicle at a close distance. The conditions outside were snow and slick roads.  Deputy Zide pulled from his stationary position and conducted a traffic stop on the Toyota. The driver, Austin Lee Fraelich, 1028 Chamberwell Avenue, Wake Forrest, NC, appeared to have bloodshot eyes, a noticeable heartbeat through his shirt, and his hands were shaking.  Deputy Zide advised Fraelich that K9 Rita would be utilized around his vehicle.  Fraelich advised that he had marijuana in the vehicle, prior to K9 Rita being deployed.  A pill bottle with marijuana was located and Fraelich will be summoned into Marietta Municipal Court for possession of marijuana and violation of space between moving vehicle.

 On 30 Dec 17 Deputy Zide issued a citation to Dean Leroy Phillips, 767 Buckeye Avenue, Marietta, for driving with a 12 point suspension and marked lanes violation.

On 30 Dec 17 Deputy Schwendeman responded to 100 Simpson Street, Marietta, in reference to Delbert Cain reporting he was assaulted with a baseball bat.  Deputy Schwendeman arrived and met with Delbert Cain, who had blood on the left side of his forehead and on his shirt, as well as blood on the front porch, front door jamb, front door and entryway floor of the residence.  Cain reports that Joseph Antill’s girlfriend had come to his residence this date.  Cain further states that Antill showed up and began banging on the door while yelling for the female to “get outside”.  Cain states he opened the door and told Antill to leave, at which time Antill struck Cain with an aluminum baseball bat in the head.  Cain further stated that Antill attempted to hit him a second time with the bat but ended up catching the bat on the doorframe, rendering him unable to swing it.  Cain states that the female then left the residence with Antill.  The Marietta Fire Department Squad personnel  assessed Cain’s injuries prior to Deputy Schwendeman arriving.  A warrant was requested for the arrest of Joseph S. Antill, 709 Phillips Street, Marietta, on a charge of felonious assault, a 2nd degree felony.  The warrant was received at the Sheriff’s Office and processed.

On 31 Dec 17 Deputies Zide, Jones and McKee responded to 331 Hill Road, Cutler, in reference to Jeremy Obrien advising his children’s mother,  Tosha Hill, was at that location breaking items in the home.  Tosha Hill had left the residence prior to Deputies arriving.  Obrien advised that he and Hill got into a verbal argument and  Hill began breaking items in the home, also striking him with items she was throwing around the home. The interior of the home had multiple broken items and a drawer that was in pieces on the floor, consistent with being broken.  Obrien had blood near his ear and on the bridge of his nose.  Deputies met with Hill at  a nearby location and she advised that a verbal argument ensued, however, she stated Obrien shoved her against a wall and choked her. Hill further states that at one point her shin got hit by a drawer, which she states Obrien threw.  Hill did have a cut on her shin consistent with her story. Due to conflicting stories, the primary physical aggressor was unable to be determined therefore Tosha Marie Hill, age 31, and Jeremy Eugene Obrien, age 33, 331 Hill Road, Cutler, were both placed under arrest and charged with domestic violence.

On 31 Dec 17 Sgt. Johnson along with the Little Hocking Volunteer Fire Department responded to Dunham Township to an unresponsive male.  No foul play was found.  Case closed.

Lindsey Mae Tornes, age 27, 1160 Hadley Hollow Road, Marietta, for probation violation, drug possession and illegal conveyance into a detention facility, all felonies.  Tornes was arrested by Detective McPeek of the Washington County Sheriff’s Office and processed into the Washington County Jail on 29 Dec 17 at 7:49 pm.

William Eugene Obrien, age 53, 650 King Avenue, Cutler, for having physical control of vehicle while under the influence and operating vehicle under the influence of alcohol or drugs, misdemeanors.  Obrien was arrested by Deputy Schwendeman of the Washington County Sheriff’s Office and processed into the Washington County Jail on 29 Dec 17 at 10:31 pm.

Jerrianne Krystal Myers, age 24, Latrobe Street, Parkersburg, WV, for driving under suspension and FRA suspension, misdemeanors.  Myers was arrested on Pike Street by Patrolman Bonnette of the Marietta City Police Department and processed into the Washington County Jail on 30 Dec 17 at 3:40 am.

Nicholas Anthony Proscia, age 41, 580 Ridgewood Boulevard, Belpre, for domestic violence, a misdemeanor.  Proscia was arrested at his residence by Deputy Hall of the Washington County Sheriff’s Office and processed into the Washington County Jail on 30 Dec 17 at 5:05 am.

Joseph Vincent Safety II, age 65, 104 W. Spring Street, Marietta, on warrants for menacing by stalking, a felony, and 2 counts violation of a protection order, misdemeanors.  Safety was arrested by his residence by Deputy Jones of the Washington County Sheriff’s Office and processed into the Washington County Jail on 30 Dec 17 at 8:20 am.

Jeffrey Shane Wittekind, age 29, 316 Gilman Avenue, Marietta, for probation violation, a felony. Wittekind was arrested by Patrolman Wallace of the Marietta City Police Department and processed into the Washington County Jail on 30 Dec 17 at 1:02 pm.

Steven Alen Siegel, age 28, 1 ½ Eighth Street, Belpre, for domestic violence, a misdemeanor.  Siegel was arrested by Patrolman Heddleston of the Belpre City Police Department and processed into the Washington County Jail on 30 Dec 17 at 8:02 pm.

Jeremy Eugene Obrien, age 33, 331 Hill Road, Cutler, for domestic violence, a misdemeanor.  Obrien was arrested at his residence by Deputy Zide of the Washington County Sheriff’s Office and processed into the Washington County Jail on 31 Dec 17 at 11:12 am.

Tosha Marie Hill, age 31, 331 Hill Road, Cutler, for domestic violence, a misdemeanor.  Hill was arrested at her residence by Deputy Zide of the Washington County Sheriff’s Office and processed into the Washington County Jail on 31 Dec 17 at 11:39 am.

Jerry Lee Hupp, age 72, 803 Fifth Street, Marietta, for OVI, OVI suspension and probation violation, all misdemeanors.  Hupp was arrested on Harmar Street by Patrolman Giffin of the Marietta City Police Department and processed into the Washington County Jail on 1 Jan 18 at 10:03 am.

David Franklin Davis, age 48, 1470 Weppler Road, Lowell, on a warrant for having weapons under disability, a felony.  Davis was arrested by Deputy Johnson of the Washington County Sheriff’s Office and processed into the Washington County Jail on 1 Jan 18 at 8:05 pm.

William David Pham, age 25, 111 W. Montgomery Street, Lot 4, Marietta, on a warrant for driving under 12 pt. suspension, a misdemeanor.  Pham was arrested by Patrolman McElroy of the Marietta City Police Department and processed into the Washington County Jail on 1 Jan 18 at 11:37 pm.

Martin Deane Gibbs Jr., age 30, 805 Front Street, Marietta, on a warrant for notice of residence address change, a misdemeanor, and parole violation, a felony.  Gibbs was arrested in Belpre by Patrolman Heddleston of the Belpre City Police Department and processed into the Washington County Jail on 2 Jan 18 at 2:07 am.

Joshua Dakota Hart, age 20, 119 N. Hart Street, Marietta, for unlawful sexual conduct with a minor, 2 counts, felonies.  Hart was arrested by Patrolman Blasko of the Marietta City Police Department and processed into the Washington County Jail on 2 Jan 18 at 5:38 am.

There are currently 17 females and 95 males incarcerated in the Washington County Jail.
