On 11 Dec 17 at approximately 0830 hours Nicole Offenberger’s Pitbull dog got loose from her residence of 713 Ninth Street, Marietta, Washington County, Ohio. Nicole’s dog entered onto a neighbor’s property and attacked their dog causing serious injury that led to the dog’s death.
Nicole Offenberger was cited on June 2, 2017, and found guilty for failing to restrain her dog. Nicole’s dog attacked another neighbor’s dog during that time causing serious injury to that dog. Nicole’s dog has been deemed dangerous and Sgt. McGilton respectfully requested the court order Nicole to obtain liability insurance on her dog due to the damage her dog has already caused on two reported occasions. It was also requested that Nicole be ordered to pay restitution for the vet bill acquired during this incident, as well as issue a summons for failing to restrain her dog.
On 15 Dec 17 Deputies were conducting a suspicious persons investigation which led them to National Muffler and Brake Repair Shop, 114 Ellsworth Avenue, Marietta, Ohio.
Through the course of the investigation, several copies of West Virginia vehicle validation stickers were located in an office of the repair shop. An employee of the repair shop, Mark M. Smith, admitted to Lt. Hunter that he had made one of these copies with a copy machine. Multiple copies of these validation stickers were already cut out and appeared to have clear tape placed over them in order to utilize them fraudulently on vehicles. Smith was also found to be in possession of a small bag of marijuana, a small bag of suspected methamphetamines, and a backpack containing many plastic bags and digital scales. (test came back positive for methamphetamines)
Lt. Hunter placed Mark Matthew Smith, age 28, 113 Pickering Street, Parkersburg, WV, under arrest for forgery an F5, possession of marijuana a MM, trafficking in drugs an F4, and possession of methamphetamines an F5.
Michael William Wilson, age 49, 114 Ellsworth Avenue, Marietta, Ohio, also admitted making one of these copies with a copy machine and then crumpled it up and threw it in a trash can. Wilson also admitted to Lt. Hunter he knew it was wrong to do what he was doing and did not want to get in trouble for what he did so he attempted to conceal his part of the investigation. Lt. Hunter placed Wilson under arrest for forgery an F5 and tampering with evidence an F3.

Ryan ONeil Nichols, age 41, 1936 Barth Road, Belpre; failure to appear, 6 months county jail.
Corey Lee Smearman, age 29, 910 Fourth Street, Marietta; 2 cts aggravated trafficking, F3 and F4, 3 years Orient.
Justin Allen Harris, age 35, 153 Harmar Street, Marietta; probation violation, original charge domestic violence F3, 18 months Orient.
The following warrants were processed at the Washington County Sheriff’s Office:
Zachary R. Edwards, 105 Gates Avenue, Marietta, for failure to appear for final pretrial, original charge hit skip; failure to appear for final pretrial, original charge, driving without consent.
The following suspects were processed into the Washington County Jail between Monday 18 Dec 17 and Tuesday 19 Dec 17:
Kevin Michael Ridgeway, age 28,403 Main Street, New Matamoras, OH, for domestic violence, a misdemeanor. Ridgeway was arrested by Probation Officer P Brockmeier of the Marietta City Probation Department and processed into the Washington County Jail on 18 Dec 17 at 12:10 p.m.
Kevin Matthew Hess, age 30, 1107 Cisler Drive, Marietta, OH, for theft, a felony. Hess was arrested by Patrolman Young of the Marietta City Police Department and processed into the Washington County Jail on 18 Dec 17 at 6:24 pm.
Roger Lee Ward Jr., age 39, 1225 Weppler Road, Lowell, OH, for parole violation out of Franklin County, a felony. Ward was arrested at Putnam Place Apartments by Patrolman Dennison of the Marietta City Police Department and processed into the Washington County Jail on 18 Dec 17 at 11:16 p.m.
There are currently 22 females and 87 males incarcerated in the Washington County Jail.
