On 8 Dec 17 Deputies responded to the Hills Covered Bridge, Newport Township, to a report of there being explosives underneath the bridge and a trailer in the area. Responding units shut down Hills Bridge Road in the area of the covered bridge. Deputy Hall and K9 Largo responded to the area and conducted a search for explosives with negative results. A semi-trailer in the area of the bridge was never located. Charges for inducing panic were filed on Corissa Angelina Gonzales, age 28, 9 Zion Ridge Road, Marietta, through Marietta Municipal Court.
On 8 Dec 17 while patrolling Deputy Zide observed a white Lincoln 4-door car bearing Pennsylvania registration cross the center double yellow divider line, an entire tire width. The driver was also paced at 35 mph in a 25 mph zone. A traffic stop was conducted, identifying the driver as Terry L. Clark, 617 ½ Third Street, Marietta. Deputy Zide noticed Clark had glassy and bloodshot eyes as well as slowed and slurred speech. Clark advised Deputy Zide that he had been drinking alcoholic beverages earlier in the day. Clark was asked to take a series of standardized field sobriety tests, to which he consented, however performed poorly on the tests. Clark, age 50, was placed under arrest for OVI and transported to conduct a BAC test, to which he refused. Clark was then transported to the Washington County Jail where he was charged with OVI, marked lanes violation and speed.
On 7 Dec 17 while patrolling State Route 7, Belpre Township, Deputy Zide observed a Silver SUV bearing Ohio registration pass his location without functional license plate lights. A traffic stop was conducted and contact with Harold I. Brown, 1200 Cisler Drive, Marietta, was made. A check of Brown’s driving record revealed multiple license suspensions, including a non-compliance suspension. A citation for driving with a non-compliance license suspension and no license plate lights was issued to Brown.
On 7 Dec 17 Deputy Carr met with Brian Brooker, 4869 Rainbow Road, Lowell, in reference to a debit card that had been stolen and charges being made on his car. This case remains under investigation.

William Toncray, age 48, 1208 Colonial Drive, Marietta, Ohio, 5th degree felony possession of drugs, 30 days at Washington County Jail.

Paul Christopher Johnson, age 45, homeless, for tampering with evidence, and two counts of trafficking in drugs, all felonies. Johnson was picked up at FCI in Gilmer, WV by Deputy Sheaves of the Washington County Sheriff’s Office and processed into the Washington County Jail on 7 Dec 17 at 2:14 pm.
Joshua Eugene Marcum, age 30, homeless, on two warrants for illegal manufacturing of drugs and illegal assembly of chemicals, both felonies. Marcum was arrested at the Courthouse by Deputy Doak of the Washington County Sheriff’s Office and processed into the Washington County Jail on 7 Dec 17 at 3:12 pm.
Jessica Lee Carpenter, age 41, 164 Cherokee Way, Elizabeth, WV, for theft, criminal trespass and drug paraphernalia, all misdemeanors. Carpenter was arrested at Walmart by Patrolman Wallace of the Marietta City Police Department and processed into the Washington County Jail on 7 Dec 17 at 2:55 pm.
Clint Odell Porter, age 52, 670 Martin Street, Defiance, Ohio, for OVI, on three warrants for operating with expired driver’s license and failure to control, all misdemeanors. Porter was picked up at the county line by Trooper Reiter of the Ohio State Highway Patrol and processed into the Washington County Jail on 7 Dec 17 at 4:20 pm.
David Eugene Waterman, age 64, 1000 Hadley Lane, Marietta, for resisting arrest, OMVI and hit skip, all misdemeanors. Waterman was arrested at his residence by Patrolman Bonnette of the Marietta City Police Department and processed into the Washington County Jail on 7 Dec 17 at 10:04 pm.
Justin Edward Wolfe, age 24, 138 Harmar Street, Marietta, on a warrant for public indecency, a misdemeanor. Wolfe was arrested by Sgt. Johnson of the Washington County Sheriff’s Office and processed into the Washington County Jail on 8 Dec 17 at 2:29 am.
Terry Lee Clark, age 50, 617 ½ Third Street, Marietta, for OVI, speeding and marked lanes, all misdemeanors. Clark was arrested on Washington Street by Lt. Gherke of the Washington County Sheriff’s Office and processed into the Washington County Jail on 8 Dec 17 at 3:34 am.
There are currently 25 females and 93 males incarcerated in the Washington County Jail.
