On 2 Dec 17 Lt. Hunter  was dispatched to the 1400 block of Sealy Ridge Road in reference to a female walking up and down the road acting strange.  Lt. Hunter located a female dressed in a spaghetti strap top, yoga pants, and no shoes, standing next to the road, and appeared to be talking to a tree. Lt. Hunter asked the female what she was doing, and she responded, “I’m carving my initials into this tree and talking to my pet pig that’s following me around”.  There was no pig at the location, nor anything carved in the tree.  The female identified herself as Destany Berga and provided her date of birth. The female could not remember how she got there, nor could she provide names of anyone she associates with.  The female was extremely hyper in all of her actions and demanded the Sheriff of Washington County come there to talk to her.  The female’s pupils were constricted and she kept making comments about “tweaking”.  The female also had what appeared to be recent needle mark(s) on her right arm, which she could not account for.  The female was transported to the Washington County Jail for her own safety and upon arrival jail staff advised they did not believe this female was Destany Berga.  The female was then identified and admitted to being Velinda Bernice Berga, age 18, 613 Charles Street, Lot 8, Marietta, Ohio.  Lt. Hunter charged Velinda with disorderly conduct by public intoxication as well as obstructing official business.
