On 8 Oct 17 while patrolling State Route 7, Newport,  Deputy Zide observed a black Nissan Xterra parked in the rear parking lot of the Jug after hours.  Deputy Zide stopped to check on the vehicle and made contact with the driver, April Cecil.  April stated she had pulled over to make a phone call, however in checking her phone history, the phone had no activity for over 1 hour, as well as having no service.  April was shaking and very nervous.   Deputy Zide requested to search the vehicle based on April’s actions.  The search revealed two glass pipes, one vial with a crystal substance suspected of being methamphetamine,  and one loose pill identified as hydrocodone.   April was read her Miranda Rights and she admitted using the pipes to smoke “crank”.    A citation was issued to April Cecil, 7962 Mount Carmel Ridge Road, St. Mary’s, WV, for possession of drug paraphernalia.

On 9 Oct 17 Deputy Allender was dispatched to 1455 East Branch Road, Lowell, in reference to a physical altercation.   Deputy Allender met with Teresa Bennett who advised her two sons, Charus and Mark, had been in a fist fight. Teresa advised she saw both sons throwing punches.  Through the investigation it was determined that Mark Bennett had been in a mutual physical fight with his brother, Charus Bennett. Neither brother would divulge specific information, however Charus said Mark had disrespected his mother and came at him, insinuating he had willingly engaged in the fight. Deputy Allender is requesting a summons be issued to Charus Leon Bennett, age 26, and Mark A. Bennett, age 28, for disorderly conduct by fighting.

On 9 Oct 17 Lt. Hornbeck responded to 100 Green Street, Lowell, to a report of a male subject passed out at the wheel of a truck parked at the gas pumps.  Lt. Hornbeck approached the vehicle finding the male  asleep with a cylinder on his lap and a knife partially on his lap.   Lt. Hornbeck was walking in the front of the vehicle at which time the male woke up.  Lt. Hornbeck made contact with the driver and he attempted to move the cylinder from his lap however Lt. Hornbeck was able to secure the item.  The cylinder was opened and a baggie with a crystalline substance was inside, identified as methamphetamine.   The male was removed from the vehicle, identifying him as Matthew Scott Reynolds, age 26, 1029 Greene Street, Marietta.  Reynolds was read his Miranda Rights at which time he advised that he was a methamphetamine user, however the substance in the cylinder was not his, but was probably methamphetamine.  A small baggie of marijuana and a digital scales were located by Ohio State Highway Patrol Sgt. Buxton and Trooper Hutton who were assisting at the scene.  Reynolds also advised the scales were his also.  Reynolds was placed under arrest for possession of drugs, 2 counts, a 5th degree felony and a minor misdemeanor and was transported to the Washington County Jail for processing.

On 11 Oct 17 Troy O. Whitaker, 30 Abicht Drive, Newport, reported his Yamaha Blaster ATV removed from his property.  This case remains under investigation.  (790)

On 11 Oct 17 the Washington County Sheriff’s Office received two separate calls about William (Bill) Obrien driving his vehicle though the fields at 889 Whealdon Road.  Deputy McKee spoke with several witnesses who stated William had been driving his truck through the fields.   Deputy McKee located William at 747 Whealdon Road sitting in a Ford truck, with it running and the radio on. Deputy McKee asked William to turn down the radio, which he complied, however he seemed to have difficulty finding the volume.  An odor of an alcoholic beverage was detected on/or about William’s person.  William’s eyes were glassy and his speech slurred.  William admitted to consuming two (2) alcoholic beverages, however he later admitted to consuming more than two (2). William agreed to perform the Horizontal Gaze Nystagmus test, which he performed poorly on, and refused to perform any other test. William Eugene Obrien, age 53, 650 King Avenue, Cutler, was placed under arrest for having physical control of a motor vehicle while impaired and transported to the Washington County Jail for processing.  William submitted to a portable breath test with the result being .209.

On 12 Oct 17 Lt. Hunter and Deputy Carr responded to 2889 State Route 821 where Brandon Ramage was located.  An active warrant was on file for Ramage and Deputies were en route to arrest Ramage on the warrant.  Deputies met with Sheila Hovermale, the driver of the vehicle Ramage was a passenger in.  A check through dispatch revealed that Hovermale’s license was suspended.  A permission to search the vehicle revealed a partially burnt marijuana cigarette.  Sheila Anne Hovermale, age 22, 801 Third Street, Marietta, was issued a citation for possession of drugs and driving under suspension.  Brandon Dwight Ramage, age 23, 206 Jennison Street, Beverly, was placed under arrest on the felony warrant for contempt of court order and transported to the Washington County Jail for processing.

On 12 Oct 17 Kevin S. Stollar, 910 Watertown Road, Waterford, reported a breaking and entering where firearms were removed.  This case remains under investigation.  (712)

On 12 Oct 17 Deputy Carr began an investigation in reference a subject’s bank accounts being compromised.  This case remains under investigation.

The following suspects were processed into the Washington County Jail between Thursday 12 Oct 17 and Friday 13 Oct 17:

Branden Dwight Ramage, age 23, 206 Jennison Street, Beverly, on a warrant for contempt of court order, a felony.  Ramage was arrested by Lt. Hunter of the Washington County Sheriff’s Office and processed into the Washington County Jail on 12 Oct 17 at 1:15 pm.

Scott Lee Carpenter, age 55, 415 ½ Third Street, Marietta, for probation violation, a felony.  Carpenter was arrested by Deputy Malone of the Washington County Sheriff’s Office and processed into the Washington County Jail on 12 Oct 17 at 2:54 pm.

Jonathan David Hinton, age 46, 111 West Montgomery Street #33, Marietta, for rape, a felony.  Hinton was arrested by Patrolman Huck  of the Marietta City Police Department and processed into the Washington County Jail on 12 Oct 17 at 9:56 pm.

Rickey Lynn McKinney Jr., age 39, 326 Wrightman Avenue, Romine, WV, on warrants for breach of recognizance and domestic violence, both misdemeanors.  McKinney was picked up in West Virginia by Deputy Sheaves of the Washington County Sheriff’s Office and processed into the Washington County Jail on 13 Oct 17 at 12:13 am.

Bradley Louis Demster, age 31, 3620 Duvall Road, McConnelsville, OH, for probation violation, a misdemeanor.  Demster was arrested by Patrolman Giffin  of the Marietta City Police Department and processed into the Washington County Jail on 13 Oct 17 at 11:06 am.

There are currently 21 females and 90 males incarcerated in the Washington County Jail.
