On 5 Oct 17 Deputy A. McConnell was dispatched to the residence of John C. Nelson III, 2396 Woodruff Road, Vincent. Nelson states that his vehicle, a 2004 Mercury had been stolen that day. Throughout the investigation it was discovered that the owner of the residence, Ronald Nelson, and John Nelson had checks stolen as well. A check was completed at the bank to see if any checks had been cashed, finding that four checks for $1275 had been cashed by Christina Nunn. Neither Ronald or John signed those checks, or gave permission to sign their name. The vehicle was entered as stolen and on 9 Oct 17 was recovered in Tallassee, FL, with Nunn being in the vehicle. Nunn told the Florida Officer that she had permission to have the car however John Nelson states she did not. A warrant was then requested for Christina R. Nunn, age 47, 236 N. Grand Avenue, Marion, OH, on a charge of uttering (4 counts), theft from an elderly individual, grand theft auto and burglary.
On 05 Oct 17 Deputy Metts began an investigation in reference to a counterfeit $50 bill in Adams Township. This case remains under investigation.
On 6 Oct 17 Sam Wilcoxen, 24420 State Route 339, Waterford, reported that a vehicle he had recently purchased, however had not titled in his name as of this date, was stolen from the property. This case remains under investigation. (790)
On 6 Oct 17 Deputy Schwendeman began an investigation in reference to a domestic violence incident in Wesley Township. In speaking with all parties it was determined to be unfounded.
On 6 Oct 17 Sgt. McGilton filed charges requesting a summons for failure to restrain and failure to register a dog against Brian Scharff, age 43, 104 Arborgate Drive, Marietta, OH. On 22 Sept 17 Cristy Delaney was walking her dog on a leash along Arborgate Drive and upon approaching the area of 106 Arborgate Drive a large adult brown dog (over three months of age) belonging to Brian Scharff ran loose from his property. Brian’s dog approached and attacked Cristy’s dog, biting it on its back and would not release causing puncture wounds, lacerations and extensive damage to Cristy’s dog. Several people passing by stopped and assisted Cristy with getting Brian’s dog off of her dog. Cristy rushed her dog to the veterinarian where it underwent one surgery at that time and another on 6 Oct 17. Cristy stated Brian was aware of the incident and paid for the first surgery.
Sgt. McGilton attempted to make contact with Brian on two different occasions, however received no response. A check to see if Brian Scharff had registered the dog revealed no dogs registered to him or to that address.
On 6 Oct 17 Deputy Schwendeman completed a private property crash report where Ross H. Elson, Parkersburg, WV, was operating his 2008 Ford Super Duty truck and backed into a Dominion gas meter on Rummer Road.
On 6 Oct 17 Dustin G. Lowe reported an Amish dresser along with a Cub Cadet riding lawn mower were removed from rental property. This case remains under investigation. (712)
Donald E. Hopps Jr., 9019 Muskingum River Road, Lowell, reported the theft of three tires from a vehicle on his lot on Francis Road. This case remains under investigation. (712)
On 6 Oct 17 Lt. Hunter along with Chief Deputy Warden were dispatched to Summers Road in reference to a report domestic violence. A witness to the incident reports a man assaulting a female repeatedly in the front yard area near 280 Summers Road. Deputies met with Dean F. Mugrage, and his wife, Ashley Wynn. Mugrage denied any involvement in the incident and said there was only a verbal argument between the two. Wynn stated she was continuously assaulted by her husband ever since she woke that day. Wynn states she told Mugrage she was going to leave him because she was tired of all the abuse he puts her through. Wynn further states Mugrage took her cellular phone from her and hid it in an attempt to keep her from calling for help. The phone was later found underneath the back porch of the residence. Wynn also mentioned that Mugrage had physically kept her from leaving the residence several times by physically restraining her wrists and arms, while punching here in the torso area of her body approximately 30 different times. Wynn had injuries consistent with the events she described. Lt. Hunter placed Dean F. Mugrage, age 53, 280 Summers Road, Apt. B, Marietta, OH, under arrest for 4th degree felony disrupting public service, as well as domestic violence and unlawful restraint. Mugrage was transported to the Washington County Jail for processing. A temporary protection order was requested.
On 6 Oct 17 Lt. Hunter along with Captain Nohe were dispatched to 260 Greenbrier Circle, Marietta, in reference to an incident of domestic violence. Deputies met with Chad W. Warner, sitting in his vehicle in the driveway about to leave the residence. Contact was made with Chad in an attempt to speak with him reference this allegation. Chad was extremely irate towards both Deputies and continued to scream profanities over and over again after being told to calm down and cease with his turbulent activities, as there were neighbors outside who could hear him. Chad continued with his screaming of profanities and belligerent actions to where he was eventually arrested for disorderly conduct, cease and desist. Once Chad was placed under arrest his mother, Cheryl Warner, was interviewed. Cheryl states she had gotten into an argument with her son that day because of him constantly bringing people to her home that she does not know. Cheryl stated Chad flew into a fit of rage, throwing items around the kitchen and hallway area of the home. Cheryl stated that things eventually escalated to where Chad forcibly grabbed her wrists and attempted to hit himself with her hands. Chad refused to speak with Deputies about this part of the incident. Chad W. Warner, age 32, was placed under arrest for domestic violence and disorderly conduct and was transported to the Washington County Jail for processing.
On 6 Oct 17 Michael J. Cleveland, 603 Hickman Road, Waterford, reported a title to a 1997 Chevrolet Trail Blazer removed from the vehicle while it was parked in Belpre Township. This case remains under investigation. (612)
On 6 Oct 17 Deputy Zide responded to Liberty Township where he met with Jeremiah and Noah Rutter. Both Rutters refused to come outside and speak with Deputies and would not allow Deputies entry into the home. The Rutters would only speak to Deputy Zide through the glass front door, however eventually agreed to come outside. Noah Rutter advised that they did not want to open the front door and speak with Deputy Zide because they were smoking marijuana and did not want them to smell it. Noah was asked if they had any marijuana remaining and what they were using to smoke it. Noah then produced a glass smoking pipe with burnt marijuana inside it, stating it was his and it was marijuana. A citation for possession of a controlled substance was issued to Noah L. Rutter, 401 Second Street, Lot 2, Beverly, Ohio.
On 7 Oct 17 while patrolling Deputy Zide observed a Pontiac SUV pass his location without a license plate light(s). A traffic stop was conducted at which time Deputy Zide approached the passenger side of the vehicle, immediately detecting the smell of marijuana upon the window being rolled down. The passenger, Robert T. Cunningham, stated he had marijuana under his passenger seat and had smoked earlier in the evening. A search of the vehicle revealed marijuana and a green smoking pipe with burnt marijuana residue. A citation for possession of a controlled substance was issued to Robert T. Cunningham, 462 Valley View Road, St. Marys, WV.
On 7 Oct 17 at approximately 3 am. while patrolling Deputy Zide observed a black Chrysler 300, operating without headlights or running lights on. A traffic stop was conducted with the driver being identified as Mohammad Alkhamees, 215 Fifth Street, Marietta. A check of Alkhamees’ driving privileges was completed finding he had no driver’s license. A citation was issued to Alkhamees for driving without an operator’s license and driving without headlights.
On 7 Oct 17 Sgt. Thorpe began an investigation in Lawrence Township in reference to a home being entered and items removed. This case remains under investigation.
On 7 Oct 17 Deputy Schwendeman was traveling southbound on State Route 7 when he observed a Ford Edge traveling approximately 100 yards ahead at what appeared to be a higher speed than the posted 55 mile per hour limit. Deputy Schwendeman paced the vehicle and then conducted a traffic stop. The driver was identified as Kathryn M. Childress, 215 Poinciana Street, Newport, in which her driver’s license showed an expiration date of August 15, 2016, which was verified through dispatch. Kathryn stated she thought her license expired in August of 2017 but did not realize it had been expired for over a year. A citation was issued to Kathryn for speeding and driving with an expired operator’s license.

Cory D. Forshey, 815 Bender Road, Marietta, for possession of drug instruments.
Jeremy J. McFall, 823 Grandview Avenue, New Matamoras, for possession of drug paraphernalia.
Brian McKinney, 1255 Leith Run Road, New Matamoras, for breach of recognizance.
The following suspects were processed into the Washington County Jail between Tuesday 10 Oct 17 and Wednesday 11 Oct 17:
Mark Allen Bennett, age 28, 1455 East Branch Road, Lowell, for OVI and disorderly conduct, both misdemeanors. Bennett was arrested by Deputy Allender of the Washington County Sheriff’s Office and processed into the Washington County Jail on 10 Oct 17 at 2:17 am.
George Steven Dunn, age 61, 8929 State Route 555, Cutler, for probation violation, a felony. Dunn was arrested by Deputy Gerber of the Washington County Sheriff’s Office and processed into the Washington County Jail on 10 Oct 17 at 2:29 pm.
Nathan Allen Sprague, age 28, 149 Sunset Drive, Marietta, drug possession, trafficking in drugs, felonies, and obstructing official business and OVI, both misdemeanors. Sprague was arrested by Patrolman Dennison of the Marietta City Police Department and processed into the Washington County Jail on 10 Oct 17 at 6:06 pm.
Jeremy Michael Charlton, Belpre, for 2 violation of a protection orders, expired registration, misdemeanors, and escape, a felony. Charlton was arrested by Belpre by Patrolman Tewanger of the Belpre City Police Department and processed into the Washington County Jail on 10 Oct 17 at 6:37 pm.
Tricia Ann Blair, age 33, 708 Front Street, Marietta, for drug possession and escape, felonies, and obstructing official business, a misdemeanor. Blair was arrested by Patrolman Blasko of the Marietta City Police Department and processed into the Washington County Jail on 10 Oct 17 at 10:16 pm.
Misty Gail Sealey, age 39, 2100 Hill Street, Belpre, for OVI, OVI suspension and reckless operation, all misdemeanors. Sealey was arrested by Patrolman Whittington of the Belpre City Police Department and processed into the Washington County Jail on 11 Oct 17 at 2:13 am.
There are currently 26 females and 93 males incarcerated in the Washington County Jail.
