On 14 Sep 17 Deputy Zide responded to State Route 60, Adams Township to a report of an impaired driver. Deputy Zide met with the driver, who was later identified as Bradley L. Demster. Bradley appeared to be unable to control his bodily movements fully, as he would not sit still and was making large movements with his arms and other extremities. His speech was slurred and often incoherent. Bradley admitted to driving to his current location and pulling off the road to a report of vehicle trouble. It was determined that Bradley had a beer he was drinking while driving, which was observed open in his cup holder. It was also determined that he used controlled substances and had visible tract marks on both arms. He stated that he had used hours prior to our contact with him. Bradley agreed to submit to a series of field sobriety test, all of which he was unable to complete due to his uncontrolled bodily movements and failure to follow direction. Bradley was given a PBT which yielded a result of .000% BAC. It should be noted his bodily movements became increasingly uncontrollable and his speech often unintelligible. Bradley claimed his blood sugar was the cause for the behavior. Deputy Zide transported Bradley to the Washington County Jail charging him with OVI. Once at the jail, Corrections Officers performed an intake search of the defendant. This search revealed a syringe with affixed needle in the defendant’s shoe. The defendant later admitted that he does use meth and heroine and had used meth today by injecting the substances into his arm.
