On 27 Aug 17 Lt. Hunter filed theft charges against Stephen Paul Garner Jr., age 24, 1210 Broadway Avenue, Parkersburg, WV.  These charges stem from a theft on 9 Aug 17 at the Marietta Polaris, 27425 State Route 7, Marietta, OH.  The items stolen were a gauge cluster and several drain plugs off of several different Polaris Rzr UTVs.  The value of the items was approximately $281.  Through investigation Garner was found to be a person of interest in this theft.  Stephan Garner was found to be incarcerated in the Washington County Jail serving a sentence on an unrelated theft charge.  Lt. Hunter interviewed Garner in which he admitted to taking the items in question.  Lt. Hunter then charged Garner with the theft from Polaris, a 1st degree misdemeanor.

On 1 Sep 017 Lt. Norman and Deputy McConnell responded to 3990 Blue Knob Road,  to meet with Robert Harlow Sr. who had found subjects inside his abandoned house and upon them seeing him, exited a rear door.  Harlow observed a 2005 silver Chrysler at the Blue Knob Storage Units beside his house.  A witness had observed a male subject leaving the area via the creek, however a search of the area met with negative results in locating him.  Harlow reported a 22 caliber rifle, a crossbow, a muzzleloader,  and other items removed from the residence.  The stolen items were found stacked up outside as if someone was going to return to obtain them.  Also located were tools and bolt cutters.  Through the investigation it was discovered that the Chrysler was registered to Christy Biehl.   In an attempt to locate and speak with Biehl, Deputies were informed that she had been gone all day and would be with her boyfriend, David Longwell.  Biehl was later located at her residence, was advised of her Miranda Rights at which time she confessed to entering the residence with David  Longwell and removing the items.  Christy Lynn Biehl, age 36, 16040 State Route 550, Fleming, was placed under arrest for theft, breaking and entering and possession of criminal tools, and transported to the Washington County Jail for processing.  A warrant is being requested for the arrest of David Mark Longwell, age 43, lka: 1776 Princeton Street, Parkersburg, WV, for breaking and entering, possession of criminal tools, and theft of a firearm.

On 1 Sep 17 Deputy Parks was dispatched to  Lawrence Township in reference a domestic incident involving a juvenile.  The child had left the residence after he/she had been physical with the parents. The child allegedly cussed at the parents advising them to leave him/her alone.  A summons is being requested through Washington County Juvenile Court for delinquency by domestic violence.

On 2 Sep 17 Deputy M. Brown while working at the Washington County Jail responded to an assault complaint.   Deputy Brown witnessed an inmate identified as Tommie Garvin strike inmate Dallas Farnsworth. Deputy Brown also observed blood coming from Farnsworth’s face immediately after the strike.  Farnsworth stated that Garvin hit him in the face, in which the abrasion to his face was observed.  Garvin was advised of his Miranda Rights at which time he would not answer questions without an attorney.  Deputy Brown filed charges of  assault on Tommie Lee Garvin, age 24, 229 Franklin Street, Marietta, Ohio.

Seth Adam Bond, age 35, 130 Brandy Drive, Marietta, for probation violation, a misdemeanor.  Bond was arrested by Probation Officer E. Brockmeier of the Marietta City Probation Department and processed into the Washington County Jail on 1 Sep 17 at 2:28 pm.

Tommie Lee Garvin, age 24, 229 Franklin Street, Marietta, for drug possession, a felony, violation of protection order, a misdemeanor.  Garvin was arrested by Patrolman Dennison of the Marietta City Police Department and processed into the Washington County Jail on 1 Sep 17 at 7:57 pm.  Garvin was also booked on a charge of assault, a misdemeanor, by Deputy Brown of the Washington County Sheriff’s Office.

Robert Barton Lydy, age 60, 240 Hillcrest Drive, Marietta, for OVI, OVI.17 breath and marked lanes, misdemeanor.  Lydy was arrested on Putnam Street by Trooper Knowlton  of the Ohio State Highway Patrol and processed into the Washington County Jail on 2 Sep 17 at 2:10 am.

Zachary David Hill, age 25, 1587 Highland Ridge Road, Lowell, for OVI refused tests and equipment/headlights required, misdemeanor.  Hill was arrested on Second Street by Patrolman McElroy  of the Marietta City Police Department and processed into the Washington County Jail on 2 Sep 17 at 3:38 am.

Christy Lynn Biehl, age 36, 16040 State Route 550, Fleming, for theft, breaking and entering and possession of criminal tools, all felonies.  Biehl was arrested by Deputy A. McConnell of the Washington County Sheriff’s Office and processed into the Washington County Jail on 2 Sep 17 at 12:54 pm.

Jerrianne Krystal Myers, age 24, Parkersburg, WV, on a warrant for disorderly conduct, a misdemeanor.  Myers was arrested in Belpre by Trooper Rodgers  of the Ohio State Highway Patrol and processed into the Washington County Jail on 2 Sep 17 at 2:01 pm.

Adam Eugene Dick, age 32, 1503 Beaver Street, Parkersburg, WV, for speeding and driving under suspension, both misdemeanors.  Dick was arrested by Trooper Seabolt  of the Ohio State Highway Patrol and processed into the Washington County Jail on 2 Sep 17 at 5:58 pm.

Tyler Robert Rowley, age 19, 821 Cairns Run Road, Lowell, for failure to comply with orders of an officer, probation violation, OVI suspension and unsafe vehicle, all misdemeanors.  Rowley was arrested by Patrolman Day of the Lowell Village Police Department and processed into the Washington County Jail on 3 Sep 17 at 12:21 am.

Ricky Gene Henry, age 60, 2704 Underwood Drive, Belpre, for OVI, a misdemeanor.  Henry was arrested in Belpre by Patrolman Whittington of the Belpre City Police Department and processed into the Washington County Jail on 3 Sep 17 at 1:25 am.

Bryan Joseph Williams, age 35, 2910 Sealey Ridge Road, Vincent, for felonious assault, a felony.  Williams was arrested by Deputy L. Parks of the Washington County Sheriff’s Office and processed into the Washington County Jail on 3 Sep 17 at 2:34 am.

Michael Todd Smith, age 35, 1750 Sioux Drive, Circleville, OH, for OVI and marked lanes, both misdemeanors.  Smith was arrested on State Route 7 by Trooper Forshey  of the Ohio State Highway Patrol and processed into the Washington County Jail on 3 Sep 17 at 3:41 am.

Frederick Earl Ernak II, age 51, 6020 Sandhill Road, Marietta, for using weapons while intoxicated, domestic violence, drug possession and drug paraphernalia, all misdemeanors.  Ernak was arrested at his residence by Deputy A. McConnell of the Washington County Sheriff’s Office and processed into the Washington County Jail on 3 Sep 17 at 4:29 pm.

Dustin Michel Omspach, age 35, 314 Fourth Street, Lowell, for trafficking in drugs, 2 counts, both felonies.  Omspach was arrested Deputy Johnson of the Washington County Sheriff’s Office and processed into the Washington County Jail on 3 Sep 17 at 5:44 pm.

Sherri Ann Lawell, age 28, Eighth Street, Marietta, for disorderly conduct by intoxication, a misdemeanor.  Lawell was arrested by Patrolman Ritchie  of the Marietta City Police Department and processed into the Washington County Jail on 4 Sep 17 at 2:36 am.

Destry Shane Todd , age 27, 2195 Layman Road, Vincent, for disorderly conduct by intoxication, a misdemeanor.  Todd was arrested at his residence by Deputy Hall of the Washington County Sheriff’s Office and processed into the Washington County Jail on 4 Sep 17 at 7:23 am.

McKenzie Ann Cowman, age 24, 814 Seneca Drive, Belpre, for violation of a protection order, a misdemeanor.  Cowman was arrested in Belpre by Patrolman Campbell of the Belpre City Police Department and processed into the Washington County Jail on 4 Sep 17 at 10:06 pm.

Ruben Ronald Quiroz, age 25, 1745 S. Bald Eagle, Stockport, for driving under suspension and no seat belt, both misdemeanors.  Quiroz was arrested in Beverly by Trooper Handschumacher  of the Ohio State Highway Patrol and processed into the Washington County Jail on 5 Sep 17 at 3:27 am.
