On 9 Aug 17 while patrolling Interstate 77 Deputy Zide observed a Mazda cross the right fog line. A traffic stop was conducted and contact with the driver, Elizabeth M. Salazar, and a passenger, Elzie Dunham, was made.  Salazar and Dunham were later removed from the car and a K9 sniff was performed, with a positive indication.  A search of the vehicle, based on this indication, revealed a glass pipe with a burnt, suspected drug, residue on it.  The occupants were given their Miranda Rights.  Dunham admitted the pipe was his and that he got it from a friend. Dunham stated he used the pipe to smoke marijuana, however, the type of pipe found appeared to be used for smoking either crack or methamphetamine.  Deputy Zide charged Elzie Ray Dunham, age 62, 40 Christopher Avenue, Apt. B, Wintersville, KY with drug paraphernalia. Salazar stated she wanted to be honest and handed Deputies a baggie containing what she said was marijuana.  Elizabeth M. Salazar, age 31, 40 Christopher Avenue, Apt. B, Wintersville, OH, was charged with one count of possession of marijuana.

On 11 Aug 17 Jodi M. Leach, 12650 Waterford Road, Waterford, reported vehicles at her residence were covered in eggs.  This case remains under investigation.  (907)

On 11 Aug 17 Deputies responded to Muskingum Township in reference to a domestic violence incident.   In speaking with all witnesses it was determined to be unfounded.  (612)

On 11 Aug 17 Deputy Hall along with the Little Hocking Volunteer Fire Department Squad responded to Spence Road in reference to an unresponsive female.  This case remains under investigation.

On 12 Aug 17 Deputies along with the Reno and Newport Volunteer Fire Department Squad responded to 555 Raceway Lane in reference to a subject crashing an ATV.  Medical attention was given to the victim, James L. Way, 816 Luke Chute Road, Waterford.  This case remains under investigation.  (612)

On 12 Aug 17 Deputy Zide observed a Subaru bearing OH registration pass his location on State Route 7, Marietta Township, without a functioning license plate light(s).  A traffic stop was conducted and the driver was found to be Gregory E. Forsch, 1205 County House Lane, Marietta, Ohio.  In speaking with Forsch it was determined he had been drinking alcoholic beverages just prior to driving, and currently had an open Icehouse (Beer) tallboy, in his vehicle.  Forsch was well below the legal limit of intoxication, based on field sobriety and a PBT test yielding a result of .012% BAC.   A citation for open container in a motor vehicle was issued to Forsch.

On 12 Aug 17 the Washington County Sheriff’s Office received a call in reference to a male subject beating on the windows of a trailer at 27335 State Route 7, Lot 1, Marietta.  Deputies responded to the scene and observed Duane M. Roe sitting in a Mercedes with the vehicle running and the driver’s door open.  Roe was found to have an odor of an alcoholic beverage on or about his person.  Roe advised Deputies that he consumed several alcoholic beverages. Roe’s speech was slurred and he was unsteady on his feet.  Roe submitted to a portable BAC breath test on scene with the result being .19%.   Chelsea Cordell, who resides at the residence, stated Duane Roe had shown up and was beating on the door. Cordell advised she told him to leave, which Roe confirmed, later stating he was not allowed to be on the property. Cordell advised she observed Roe throw an unknown object at a window, which caused it to shatter, and a piece of glass striking Cordell in the eye.  Duane Merlyn Roe, age 48, 27335 State Route 7, Marietta, was placed under arrest for aggravated trespassing and physical control of a motor vehicle while intoxicated and transported to the Washington County Jail.

On 14 Aug 17 Deputy A. McConnell responded to Warren Township in reference to a possible domestic incident.  In speaking with all parties it was determined to be unfounded.

The following subjects were recently sentenced in Washington County Common Pleas Court:

Quinton Isaac Hart, 3275 Lotz Drive, Grove City, OH, 5th-degree felony possession of drugs; 60 days jail, SEPTA and costs; 4th-degree felony failure to appear, SEPTA.

The following suspects were processed into the Washington County Jail between Friday 11 Aug 17 and Monday 14 Aug 17:

Harold Lee Yoho, age 40, 1981 Highland Ridge Road, Lowell, for parole violation, a felony.  Yoho was arrested on Acme Street by Patrolman Thomas of the Marietta City Police Department and processed into the Washington County Jail on 11 Aug 17 at 12:12 am.

Jeffrey Roger French, age 38, 50 Jennings Hill Road, Marietta, for receiving stolen property, a misdemeanor.  French was arrested by Detective McPeek of the Washington County Sheriff’s Office and processed into the Washington County Jail on 11 Aug 17 at 11:46 pm.

Larry Allen Spence, age 48, 6254 Chestnut Ridge Drive, Wooster, OH, for disorderly conduct.  Spence was arrested by Patrolman Smith of the Marietta City Police Department and processed into the Washington County Jail on 12 Aug 17 at 9:09 am.

Brett Eric Shank, age 48, homeless, for probation violation, a felony.  Shank was picked up in Florida by Deputy Moyers of the Washington County Sheriff’s Office and processed into the Washington County Jail on 12 Aug 17 at 9:26 pm.

Steven Loren Mandrell, age 39, 671 Valley Mills Road, Parkersburg, for 2 counts failure to appear, and contempt of court order, felonies, assault, contempt of court order and criminal mischief, misdemeanors.  Mandrell was picked up in Texas by Deputy Moyers of the Washington County Sheriff’s Office and processed into the Washington County Jail on 12 Aug 17 at 10:06 pm.

Dallas Willey Farnsworth, age 44, 122 Harmar Street, Marietta, for 3 counts disorderly conduct and breach of recognizance, all misdemeanors.  Farnsworth was arrested by Patrolman Bonnette of the Marietta City Police Department and processed into the Washington County Jail on 13 Aug 17 at 2:22 am.

Joey Dean Thomas, age 27, 127 Dunsinane Drive, Parkersburg, for obstructing official business, a misdemeanor.  Thomas was arrested by Patrolman Bonnette of the Marietta City Police Department and processed into the Washington County Jail on 13 Aug 17 at 9:25 pm.

Duane Merlyn Roe, age 48, 27335 State Route 7, Marietta, for aggravated trespassing and physical control of vehicle under the influence, both misdemeanors.   Roe was arrested by Deputy Zide of the Washington County Sheriff’s Office and processed into the Washington County Jail on 14 Aug  17 at 4:19 am.

Dean Franklin Mugrage, age 53, 280 Summers Road, Marietta, on a warrant for probation violation, a misdemeanor.  Mugrage was arrested by Deputy A. McConnell of the Washington County Sheriff’s Office and processed into the Washington County Jail on 14 Aug 17 at 6:11 am.

Dennis Eugene Herndon III, age 31, 1608 Hill Street, Apt. D, Belpre, on warrants for nonsupport of dependents.  Herndon was arrested by Captain Rhodes of the Washington County Sheriff’s Office and processed into the Washington County Jail on 14 Aug 17 at 9:47 am.

There are currently 20 females and 102 males incarcerated in the Washington County Jail.
